  • Under the Press(ure)? : The Role of Media in Organisation and Provision of Municipal Elderly Care

    • What is the role of media(tisation) in organisation and provision of elderly care? By looking at how planning, organising and execution of elderly care is understood in two Swedish municipalities this paper seeks to contribute to discussions of the ways in which values, preferences and working practices of news media play out in shaping conditions for provision of municipal welfare services. Our findings suggest that we can see the role of media values and preferences as embedded – although in different ways and to varying extent – in three distinct but inter-related processes that influence how actors connected to organisation and provision of municipal welfare services understand and relate to each other. These are: 1) setting the aims, aspirations and priorities in the provision of welfare services (i.e., the what); 2) translating these aims, aspirations and priorities into necessary means, resources and activities (i.e., the how); and 3) explaining and justifying the what and the how to different constituencies (i.e., the why). The paper concludes that commonly held values and beliefs about media reinforce the ongoing changes in the governing regime of elderly care in a direction where the role of municipal administrative bodies is more explicitly articulated, especially in terms of accountability and responsibility.

  • Examining Relations Between Public Participation and Public Expenditure : Opinions from English and French Users on Environmental Issues in the English Channel

    • Governments need to decide how to allocate their public expenditure, which is commonly misconstrued as simply targeting social issues. Most scientific literature highlights that the role of public spending is to enhance social welfare and fight poverty and inequality. Nonetheless, public expenditure also includes spending on environmental issues. This paper analyses relations between public participation, support for public expenditure, and pro-environmental behaviour (PEB) intentions in the English Channel region. An online public survey was developed to investigate public use of the English and French sides and the public's willingness to change their behaviour to better protect the Channel region. The survey was undertaken in the summer of 2014 and was answered by 2000 respondents. The Channel region public is willing to participate more in behaviour that involves direct changes or switches between buying/purchasing choices. In contrast, there is less willingness to engage in pro-environmental behaviour intentions that involve more active engagement activities. French respondents were slightly less inclined to change their consumer behaviour intentions, while women and older people were slightly more likely to do so. This research shows that pro-environmental behaviour could positively affect support for proposed public expenditure on environmental issues.

  • State of preparedness for climate change adaptation in operations and maintenance of transport infrastructure in eight Swedish municipalities

    • This study analysed the preparedness for climate change adaptation (CCA) of transport infrastructure in eight municipalities in Sweden. The study focused on municipal officials’ role in organizing and implementing CCA measures. The interviews were done in 2011. Many respondents confused CCA with climate change mitigation. Three of the municipalities had performed vulnerability analyses but apart from that, well-documented decision support in long-term adaptation was largely lacking. Adaptation measures were often based on day-to-day problems and recently experienced weather incidents. Strategic work with long-term CCA seemed to be largely lacking. The placing of the responsibility for CCA in the municipal organization was often unclear. Six of the respondents found there were no actual hindrances to their work with CCA and no conflicts with other municipal aims. However, several responses indicated budgetary competition with environmental aims or other societal strivings. The planning and implementation of CCA measures seemed to be highly dependent on individual officials, their engagement, their passivity/activity regarding this issue, their defined responsibility and the boundaries for their current position in the municipality organization.

  • Evaluation of transport interventions in developing countries

    • International climate policy and the United Nations Framework Convention on Climate Change (UNFCCC) with the Kyoto Protocol include different mechanisms or programmes for actions in developing countries aimed at reducing emissions of carbon dioxide (CO2). To verify compliance, the effects of such actions, including transport measures, need to be measured, reported and verified (MRV). However, in relation to other sectors very few transport-related projects have been initiated. Potential problems and ambiguities related to the current evaluation methodology were therefore investigated as a possible explanation for the low interest in investments in the transport sector. Other objectives of this study were to analyse the requirements for development and improvement of methods for evaluating the effects of transport policies and measures on emissions of greenhouse gases in developing countries. The analyses includes a review of different climate mechanisms, for example applied within the UNFCCC, evaluation requirements and methodologies used, the general availability of methods for evaluation of traffic and transportation, evaluation data availability, and institutional conditions in developing countries. The main conclusions are that measuring traffic and transportation is generally a complex and demanding process, and the potential for misinterpretation of results is significant. In addition, there is a significant risk of rebound effects, especially for transport projects in developing countries aiming at modal shift. Furthermore, it seems that very short time frames are applied for evaluation of project-based mechanisms in the transport sector. Other challenges relate to institutional roles and responsibilities, the availability of personal and financial resources, and the knowledge and perspectives applied. Based on these limitations regarding transport project evaluations, further development of transport-related climate mechanisms towards a more sectoral and transformational perspective is suggested.

  • Strategic visions for local sustainability transition : measuring maturity in Swedish municipalities

    • The use of strategic visions based on concepts like climate-neutrality, net-zero emissions and energy efficiency is important to align action and build momentum. The agency of transition actors requires clear definitions and explanations of visions, enabling operationalization for action, monitoring and measuring of results. This paper develops a maturity scale for climate-related strategic visions among local governments. Further, the maturity of Swedish municipalities’ climate-related strategic visions is reviewed. The results show that out of Sweden’s 290 municipalities, 256 shows overall low maturity in their strategic visions, not supporting their local, regional and national system actors sufficiently. Furthermore, results from workshops indicate that the roles, mandate and process for working with municipal strategic visions are not clear. There is an ambiguity around visions that is hindering aligned action and progress.
