    • This report examines policy drivers of electric vehicles (EVs), and what potential role policy can play in enhancing the innovation and market development of EVs. We start with a policy review of key targets in the Nordic countries and the EU, up to 2030, and discuss to what extent they are consistent with industry, government and expert estimates of how the EV innovation systems can grow. On the basis of this, the second part examines what policy drivers might be needed to enable a breakthrough scenario, using a technological innovation systems (TIS) perspective to describe the needed processes, drivers and developments in policy and technology.

  • Framing the benefits of European Union policy expansion on energy efficiency of buildings : A Swiss knife or a Trojan horse

    • This paper analyzes through qualitative and quantitative analysis of European Union (EU) policy documents the framing of EU policy on energy-efficient buildings from the 1970s to 2022. We find that it has been framed in different ways over the decades and the framing has expanded to include more and more benefits. Through this expansion, energy efficiency has been linked to other policy areas, such as security, environmental, economic, and social policy. The shifts in framing can be seen as responses to external events. The expansion can also be explained using two metaphors to analyze how the framing differs depending on political positioning. One where policy is seen as a Swiss knife, able to solve multiple political problems, and one where policy is seen as a Trojan horse, where new policy domains are snuck in by policymakers disguising it as energy efficiency policy to increase EU competency in relation to national governments.

    • While some of the future impacts of global environmental change such as some aspects of climate change can be projected and prepared for in advance, other effects are likely to surface as surprises - that is situations in which the behaviour in a system, or across systems, differs qualitatively from expectations. Here we analyse a set of institutional and political leadership challenges posed by 'cascading' ecological crises: abrupt ecological changes that propagate into societal crises that move through systems and spatial scales. We illustrate their underlying social and ecological drivers, and a range of institutional and political leadership challenges, which have been insufficiently elaborated by either crisis management researchers or institutional scholars. We conclude that even though these sorts of crises have parallels to other contingencies, there are a number of major differences resulting from the combination of a lack of early warnings, abrupt ecological change, and the mismatch between decision-making capabilities and the cross-scale dynamics of social-ecological change.

  • Pathways from research to sustainable development: Insights from ten research projects in sustainability and resilience

    • Drawing on collective experience from ten collaborative research projects focused on the Global South, we identify three major challenges that impede the translation of research on sustainability and resilience into better-informed choices by individuals and policy-makers that in turn can support transformation to a sustainable future. The three challenges comprise: (i) converting knowledge produced during research projects into successful knowledge application; (ii) scaling up knowledge in time when research projects are short-term and potential impacts are long-term; and (iii) scaling up knowledge across space, from local research sites to larger-scale or even global impact. Some potential pathways for funding agencies to overcome these challenges include providing targeted prolonged funding for dissemination and outreach, and facilitating collaboration and coordination across different sites, research teams, and partner organizations. By systematically documenting these challenges, we hope to pave the way for further innovations in the research cycle.

    • Meeting the European Green Deal’s (EGD) target of climate-neutrality by 2050 will require a 90% reduction in emissions from the transport sector, as formulated in the European Commission’s Communication on the EGD in December 2019 (EC, 2019a). “Accelerating the shift to sustainable and smart mobility” is identified as one of eight thematic priorities in the Communication and places an emphasis on:shifts from road transport to rail and inland waterways;automated and connected multimodal mobility;phasing out fossil-fuel subsidies and extension of the EU Emissions Trading Scheme to aviation and maritime transport;increased production and deployment of alternative transport fuels, specifically zero- and low-emission vehicles;transport becoming “drastically” less polluting “especially in cities”, including more stringent air pollutant emissions standards and CO2 emission standards for vehicles.It is notable that the urban context is not given much emphasis in the Commission’s priorities for future mobility: beyond emphasising the need to reduce air pollution in cities, the Communication does not mention walking, cycling, public transport or new mobility services that are central to daily mobility in urban areas. The formulation of new sectoral policy instruments linked to the EGD is still in its infancy, but the omission is nevertheless surprising, considering that tackling urban emissions is critical for meeting the 90% reduction target for transport. Road transport accounts for approximately 72% of total greenhouse gas (GHG) emissions in the EU (EC, 2019b), with urban areas contributing 40% of total road transport CO2 emissions (EC, 2020). Overall, urban areas are estimated to account for 23% of CO2 emissions from transport in the EU (EEA, 2019).

    • I Nazem Tahvilzadeh och Lisa Kings artikel diskuteras orsakerna till den uppståndelse, eller ”kaos” för att använda aktivisternas egna ord, som organisationen Megafonen skapade inom ramen för stadsutvecklingsprojektet Järvalyftet i Husby. Med inspiration från teorier om hur samtycke till ojämlikhet grundläggs på fabriksgolvet utvecklas två begrepp för att synliggöra den politiska ordningen i förorten och dess konkreta aktiviteter: urbana styrregimer och demokratiska spel. Studien visar hur Megafonens avhopp och sedermera kritik av Järvalyftet och förortspolitiken bröt mot den etablerade politiska ordningen i relationerna mellan stat och civilsamhälle i den urbana periferin. Aktivisternas handlingar kom därför att betraktas som ”skandalösa” av delar av det politiska etablissemanget. Megafonen vägrade att spela enligt spelets regler och synliggjorde således ojämlikheterna i förortspolitikens demokratiska spel med medborgarna. Underlaget för studien baseras på processpårande och etnografisk metod som empiriskt återskapar den förortspolitiska satsningen Järvalyftet och dess logiker samt Megafonens roll 2006–2013.

  • Span of control and the significance for public sector managers' job demands: A multilevel study.

    • The aim of this article is to investigate how span of control influences seven job demands common amongst operational public sector managers. Self-administrated surveys were collected from 434 managers organized in 37 municipal operations, i.e. management teams in a set of public organizations in Sweden, and complemented with register data. Multilevel analyses were performed and it was shown unfavorable to have a large number of subordinates for the majority of job demands investigated. Furthermore, managers who were members of management teams with a higher average span of control experience some job demands to an even higher extent. Thus, the results of this study demonstrate that span of control is a key upstream component of managers’ job demands and emphasize the value of a reasonable number of subordinates.
