- A central issue in democratic theory concerns whether and how politicians can maximize their policy returns from bureaucratic delegation. In this article, we propose that politicians assure favorable delegation outcomes in part by strategically matching responsive personnel and prioritized resources across policy issues and over time. We substantiate our analysis with four decades' worth of data from the Swedish executive bureaucracy, taking particular advantage of the fact that the cabinet ministers generally appoint their agency heads on tenure-protected fixed terms. Using a within-agency research design, we show that the governing parties award more funds to agencies appointed by their ideological allies than to agencies appointed by their ideological opponents. Our findings underscore that political decisions about bureaucratic appointments and appropriations are both part of the same general delegation process but also highlight how political competition can undermine democratic control of bureaucratic policy making.

- We study competition between political parties in repeated elections with probabilistic voting. This model entails multiple equilibria, and we focus on cases where political collusion occurs. When parties hold different opinions on some policy, they may take different policy positions that do not coincide with the median voter's preferred policy platform. In contrast, when parties have a mutual understanding on a particular policy, their policy positions may converge (on some dimension) but not to the median voter's preferred policy. That is to say, parties can tacitly collude with one another, despite political competition. Collusion may collapse, for instance, after the entry of a new political party. This model rationalizes patterns in survey data from Sweden, where politicians on different sides of the political spectrum take different positions on economic policy but similar positions on refugee intake-diverging from the average voter's position, but only until the entry of a populist party.

- Integrating horizontal perspectives in sectoral policies is an increasingly popular way to address complex, societal problems like climate change and gender inequality. Policy evaluation can contribute to policy integration by shedding light on the coherence between sectoral goals and the mitigation or solution of the problem in question - including possible synergies and/or conflicts. To denote this evaluation modality, we introduce the concept of "integrated evaluation" - i.e. integrating horizontal perspectives in evaluations of sectoral policies. A Swedish case study helps identify salient factors affecting the implementation of this type of evaluation. We find that the prospect for integrated evaluation is significantly affected by the perceived inappropriateness in asking independent evaluators to contribute to political agendas, the lack of requisite knowledge to produce credible integrated evaluations, and a disinterest in the integrated perspective among policymakers. In light of our case study, we discuss the outlook for this kind of evaluation and provide ideas on how to support its future implementation.

- The impacts of extreme weather events, causing severe storms and wildfires, cascade across administrative borders within a country, challenging the steering capacity of governance networks at different political scales. This paper examines how accountability and risk were constructed and negotiated in the aftermath of Sweden’s largest wildfire. It draws on results from an interview study with executives of organizations and landowners involved, and an analysis of government reports about the wildfire’s cause and consequences. Although the fire was human-caused, public administrative bodies paid considerable attention to the local emergency services and their poor handling of the wildfire, caused by lack of knowledge of forest fire behavior. The study confirms many of the challenges associated with governance networks. It finds that issues about who to hold accountable, in what forum and for what issue are not fully addressed, being overwhelmed by demands for better knowledge of forest fire prevention and improved coordination and collaboration. To conclude, the paper calls for a better-informed public administration, forest sector and interrelated networks that take responsibility for their actions or lack thereof.

It argues that a number of organizatiobal factors challange the notion of agency assumed by a governance model. The book criticizes the governance model for resting on the rational myth and the assumtion that democratic ideals can be translated to specific democratic values, which in turn can be adhered to by democratic agents. By adding an organizational perspective to th eanalysis of governance and democracy, th ebook proves that theories about organizing and the construction of agency can be used to explain how and why democratic values are attended to in governance structures.

Det visar en analys av policydokument och kvalitativa intervjuer med ledningspersonal inom ett lokalt arbetsmarknadsområde. Arbetsförmedlingens utvärderingar genomförs centralt och kommuniceras nedåt i organisationen. New Public Management-modellen i organisationen tycks vara överordnad Arbetsförmedlingens funktion som människobehandlande organisation.
