Resistant to Change? The EU as a Normative Power and Its Troubled Relations with Russia and China

- In this article, we investigate the European Union's (EU) role as a normative foreign policy actor and its troubled relations to Russia and China. We contend that the lack of preparedness of the EU to foresee the increasingly tense relations with these countries can be explained through a role theoretical perspective. We show that the attachment of the EU to its role as a normative international actor reduced its awareness of Russia's and China's growing refusal to accept the EU's ambition to diffuse liberal norms and principles. The EU's inability to read the changing role expectations of China and Russia hampered the shaping of an appropriate foreign policy leading up the diplomatic crises with these two countries in the late 2000s and early 2010s, respectively. Theoretically, the findings contribute with a novel understanding of role conceptions in terms of reducing an actor's preparedness to acknowledge changes to its international role position caused by challenges raised by antagonistic partners.

- Hur påverkar och påverkas EU av de pågående maktförskjutningarna inom världspolitiken och utmaningarna mot den liberala världsordningen? Att grundpelarna i den liberala världsordningen såsom vi känner den sedan slutet av andra världskriget utmanas av starka krafter både inom och utom EU:s gränser utgör en av unionens hittills mest komplexa utmaningar. Komplexiteten grundar sig inte minst i att EU som organisation på samma gång är ett resultat av denna världsordning och en garant för densamma. EU:s roll i en världsordning under omvandling ger upphov till en rad frågor: På vilket sätt påverkas EU:s förmåga att främja hållbar handel och upprätthålla internationell frihandel av att USA driver en mer protektionistisk handelspolitik? Vilket handlingsutrymme har EU att agera i världspolitiken om multilaterala organisationer och globala regler undermineras? Hur kan EU påverka det internationella klimatsamarbetet givet de globala maktförskjutningar som pågår? Hur påverkas EU och sammanhållningen mellan medlemsstaterna av utomeuropeisk migration? Vilken betydelse har Brexit för EU:s sammanhållning och framtida utveckling? Hur påverkas EU:s politik av att högerpopulistiska partier tar allt större plats i många medlemsländer och hur kan EU-rättens genomslag och efterlevnad säkras gentemot nationalistiska krafter?

Overcoming Dissent : Socialization in the EU's Political and Security Committee in a Context of Crisis

- Various crises have plagued the EU's foreign policy over the last decade. As some member states increasingly question the founding principles of the EU, it is reasonable to expect that national representatives serving in preparatory bodies in the EU are forced to operate under stricter instructions from their capitals. Nevertheless, strong adherence to the coordination reflex and problem‐solving ethos is still prevalent within the political and security committee (PSC), the main policy coordination body within EU foreign policy. In order to understand this counterintuitive puzzle we conducted interviews with 20 PSC representatives. We found that national representatives primarily internalize and adhere to the rules and practices at the level of the group (procedural norms) rather than the founding principles of the EU (constitutive norms). Contrary to existing research, we argue that a theoretical distinction between these norms is necessary in order to understand fully how crises and contestation affect microlevel socialization.
