    • Past research has posited that effective leadership is an essential ingredient in reaching international agreements and overcoming the collective action problems associated with responding to climate change. Despite its fundamental importance for leadership relationships, the demand side of the leadership equation has been comparatively neglected in the literature. In this study, we answer several related questions that are vital for understanding the leadership dynamics that impact the United Nations Framework Convention on Climate Change (UNFCCC) negotiations. Are there any leaders in the field of climate change and, if so, who are they? How do followers select climate leaders? What factors are important to them? Using unique survey data collected at four consecutive United Nations (UN) climate summits, Conference of Parties (COP) 14–17, this article investigates which actors are actually recognized as playing a leadership role in the UNFCCC negotiations and probes how followers select leadership candidates in this issue area. The survey findings reveal a fragmented leadership landscape, with no one clear-cut leader, and spotlight that if an actor seeks to be recognized as a leader, it is crucial to be perceived as being devoted to promoting the common good.

  • Building a Safety Net : Explaining the Strength of Ex-Military Networks

    • The disarmament, demobilization, and reintegration of excombatants has become an integral part of peacebuilding. Although the main purpose of such interventions is to dissolve the military structures of armed groups, there is growing evidence that ex-combatant networks often remain intact. We investigate why such structures continue to thrive. We argue that ex-military networks are stronger when ex-commanders have weak links to elite patronage systems. Ex-combatants who are unable to rely on their former superiors for economic assistance must instead build denser ties to each other to gain access to a social safety net. To assess our argument, we conduct a comparative social network analysis (SNA) of two ex-military networks in Liberia. This innovative approach helps us uncover previously overlooked, but central, dynamics related to ex-combatant groups. We thereby show that SNA provides a range of underutilized tools and exact definitions that can increase our understanding of ex-military networks.

    • In this article, we present the most up-to-date, fine-grained, global dataset on external support in armed conflicts: theUCDP External Support Dataset (ESD). The dataset encompasses data on states and non-state actors as bothsupporters and recipients and provides detailed information on the type of support provided to warring parties inarmed conflicts between 1975 and 2017. We use it to highlight three broader trends in the provision of externalsupport: (1) a dramatic increase in the number of external supporters, (2) a larger share of pro-government interventions, and (3) the rise of direct military intervention as the predominant mode of external support. In conclusion,we identify several avenues worthy of future inquiry that could significantly improve our understanding of externalsupport in armed conflicts.

    • Piracy can lead to risks so high that they, according to the International Maritime Organization, are tolerable only if risk reduction is not practicable or is disproportionate to the benefits achieved. Therefore, there is a need for reducing ship security risks in relation to antagonistic threats such as piracy. The aim of this study is to identify challenges for ship operators when developing their ship security management. Furthermore, this study also investigates two central aspects in the analysis: understanding the threat and understanding how a security threat affects the crew and operation of the ship. It is clear from the analysis that the importance of subjective aspects beyond a ship operators’ direct control is high. This seems to be the fact for all aspects of the risk management process. The situation is also dynamic as the security risk, as well as the risk perception, can change dramatically even though there are no actual operational changes. As a result, the ship security management process is highly iterative and depends on situations on board as well as conditions out of the ship operator’s control. In order to make ship security manageable, the risk management has to put particular focus on methodological understanding, relevant system understanding and well-defined risk acceptance criteria as well as on including all levels of the organization in the risk reduction implementation and on a continuous monitoring.

    • This article analyses why the offensive dominates tactical thinking among Swedish officers. Having found that the large majority of Swedish officers think that the offensive dominates tactical thinking in the armed forces (6:1, 16:1 in the case of the army) ten possible reasons are identified and analysed. It found that the key factors for the dominance are military culture and education which together produce and reproduce the offensive bias. These are the factors with the most direct and deepest impact on the officer identity and understanding, form the foundation for tactical thinking, and work as a prism for other important factors.

    • This article first traces the origin of hybrid warfare and the label game surrounding the concept, asking whether it is merely old wine in a new bottle, and if so, whether it is still a useful concept. It is found that while being old wine in new bottles, it is still a good wine well worth drinking. While there is not much new in the concept itself, it is a useful tool to think about past wars, today’s wars and the wars of the future. Thereafter, this paper analyses how hybrid warfare and hybrid threats are to be understood in the context of peace, conflict and war. It is shown how hybrid warfare and threats fit into our traditional understanding of conflict dynamics.

    • There is quite some consensus that today’s international security environment has substantially changed following the end of the Cold War in 1989/90 and that this requires the transformation of modern armed forces from conventional ones to something else. This ‘something else’ may indeed be an expeditionary military. The military metamorphosis that is needed seems to be nothing less than a substantial overhaul of the armed forces in various dimensions. One obvious dimension is organizational structure. The second dimension is technology and especially armament technology where weapons and equipment need to be adapted to present-day conflict and combat challenges including a shift in focus of procurement policies. The third dimension rests with the assumption that the given, current security political landscape necessitates a change not only in the military’s organizational format and technological posture, but also in mindset. Changing the conventional military mindset towards one that is focused on expeditionary operations calls into question how such a transformation will influence the core values of the military. The fourth and final dimension is educating and training the soldiers because expeditionary operations call for additional skills and expertise compared to those required for a Cold War military mission.The contributions to this book focus on the mindset and the core values of an expeditionary military and take different avenues to approach these themes. At times, they also reach out into the other dimensions. The book is divided into two parts. The first part covers concepts and conceptual approaches, while the second part contains contributions that basically carry case-study character. The contributors belong to a wide range of academic disciplines, which allows for different avenues and perspectives on our topic, thus enriching our knowledge of the problems involved. The book is of great interest and relevance to academia, military practitioners and political decision-makers.
