    • We analyze the adoption of nonpharmaceutical interventions in the Organisation for Economic Co-operation and Development (OECD) countries during the early phase of the coronavirus disease 2019 (COVID-19) pandemic. Given the complexity associated with pandemic decisions, governments are faced with the dilemma of how to act quickly when their core decision-making processes are based on deliberations balancing political considerations. Our findings show that, in times of severe crisis, governments follow the lead of others and base their decisions on what other countries do. Governments in countries with a stronger democratic structure are slower to react in the face of the pandemic but are more sensitive to the influence of other countries. We provide insights for research on international policy diffusion and research on the political consequences of the COVID-19 pandemic.

    • During the past decade, analyses drawing on several democracy measures have shown a global trend of democratic retrenchment. While these democracy measures use radically different methodologies, most partially or fully rely on subjective judgments to produce estimates of the level of democracy within states. Such projects continuously grapple with balancing conceptual coverage with the potential for bias (Munck and Verkuilen 2002; Przeworski et al. 2000). Little and Meng (L&M) (2023) reintroduce this debate, arguing that "objective" measures of democracy show little evidence of recent global democratic backsliding.1 By extension, they posit that time-varying expert bias drives the appearance of democratic retrenchment in measures that incorporate expert judgments. In this article, we engage with (1) broader debates on democracy measurement and democratic backsliding, and (2) L&M's specific data and conclusions.

  • Investigating sequences in ordinal data : A new approach with adapted evolutionary models

    • This paper presents a new approach for studying sequences across combinations of binary and ordinal variables. The approach involves three novel methodologies (frequency analysis, graphical mapping of changes between “events”, and dependency analysis), as well as an established adaptation based on Bayesian dynamical systems. The frequency analysis and graphical approach work by counting and mapping changes in two variables and then determining which variable, if any, more often has a higher value than the other during transitions. The general reasoning is that when transitioning from low values to high, if one variable commonly assumes higher values before the other, this variable is interpreted to be generally preceding the other while moving upwards. A similar reasoning is applied for decreasing variable values. These approaches assume that the two variables are correlated and change along a comparable scale. The dependency analysis investigates what values of one variable are prerequisites for values in another. We also include an established Bayesian approach that models changes from one event combination to another. We illustrate the proposed methodological bundle by analyzing changes driving electoral democracy using the new V-Dem dataset (Coppedge et al. 2015a, b). Our results indicate that changes in electoral democracy are preceded by changes in freedom of expression and access to alternative sources of information.

    • This paper presents a new approach for studying temporal sequences across ordinal variables. It involves three complementary approaches (frequency tables, transitional graphs, and dependency tables), as well as an established adaptation based on Bayesian dynamical systems, inferring a general system of change. The frequency tables count pairs of values in two variables and transitional graphs depict changes, showing which variable tends to attain high values first. The dependency tables investigate which values of one variable are prerequisites for values in another, as a more direct test of causal hypotheses. We illustrate the proposed approaches by analyzing the V-Dem dataset, and show that changes in electoral democracy are preceded by changes in freedom of expression and access to alternative information.

  • Why Low Levels of Democracy Promote Corruption and High Levels Diminish It

    • Theory predicts democracy should reduce corruption. Yet, scholars have found that while corruption is low at high levels of democracy, it is high at modest levels, as well as low when democracy is absent. A weakness of studies that aim to explain this inverted curvilinear relationship is that they do not disaggregate the complex concepts of democracy and corruption. By contrast, this paper disaggregates both. We demonstrate that the curvilinear relationship results from the collective impact of different components of democracy on different types of corruption. Using Varieties of Democracy data, we examine 173 countries from 1900 to 2015, and we find freedom of expression and freedom of association each exhibit an inverted curvilinear relationship with corruption-both overall corruption and four different types. The introduction of elections and the quality of elections each act in a linear fashion-positively and negatively with corruption, respectively-but jointly form a curvilinear relationship with both overall corruption and many of its types. Judicial and legislative constraints exhibit a negative linear relationship with executive corruption. We offer a framework that suggests how these components affect costs and benefits of engaging in different types of corruption and, therefore, the level of corruption overall.

    • © 2018 The Author(s) This paper presents a new measure polyarchy for a global sample of 182 countries from 1900 to 2017 based on the Varieties of Democracy (V-Dem) data, deriving from an expert survey of more than 3000 country experts from around the world, with on average 5 experts rating each indicator. By measuring the five components of Elected Officials, Clean Elections, Associational Autonomy, Inclusive Citizenship, and Freedom of Expression and Alternative Sources of Information separately, we anchor this new index directly in Dahl’s (1971) extremely influential theoretical framework. The paper describes how the five polyarchy components were measured and provides the rationale for how to aggregate them to the polyarchy scale. We find that personal characteristics or ideological predilections of the V-Dem country experts do not systematically predict their ratings on our indicators. We also find strong correlations with other existing measures of electoral democracy, but also decisive differences where we believe the evidence supports the polyarchy index having higher face validity.
