  • Swedish shippers’ strategies for coping with slow-steaming in deep sea container shipping

    • When container shipping lines experience over-capacity and high fuel costs, they typically respond by decreasing sailing speeds and, consequently, increasing transport time. Most of the literature on this phenomenon, often referred to as slow-steaming, takes the perspective of the shipping lines addressing technical, operational and financial effects, or a society perspective focusing on lower emissions and energy use. Few studies investigate the effects on the demand side of the market for container liner shipping. Hence, the aim of this study is to elaborate on the logistics consequences of slow-steaming, particularly the strategies that Swedish shippers purchasing deep sea container transport services employ to mitigate the effects of slow-steaming. Workshops and semi-structured interviews revealed that shippers felt they had little or no impact on sailing schedules and were more or less subject to container shipping lines’ decisions. The effects of slow-steaming were obviously most severe for firms with complex supply chains, where intermediate products are sent back and forth between production stages on different continents. The shippers developed a set of strategies to cope with the low punctuality of containerised shipping, and these were categorised in the domains of transfer-the-problem, transport, sourcing and distribution, logistics and manufacturing, and product design. All firms applied changes in the transport domain, although the lack of service segmentation limited the effects of the strategy. Most measures were applied by two firms, whereas only one firm changed the product design.

  • The dry port concept: connecting container seaports with the hinterland

    • The dry port concept is based on a seaport directly connected by rail with inland intermodal terminals where containers can be dealt with in the same way as if they were in a seaport. The main purpose of the article is to extend the theory behind the dry port concept and to define three dry port categories; distant, midrange and close. The findings show that the dry port concept can help identify ways of shifting freight volumes from road to more energy efficient traffic modes that are less harmful to the environment, relieve seaport cities from some congestion and facilitate improved logistics solutions for shippers in the port’s hinterland.

    • An intermodal freight transportation system is characterised by the subsequent use of different transportation modes for moving goods stowed into unit loads from the consignor to the consignee. Typically, it involves a wide variety of activities, actors and resources, which implies a certain degree of technological as well as organisational complexity. Other distinctive features are dependency on surrounding systems and a general lack of formal systems management as well as of objectives shared among all actors. This dissertation focuses the need for a renewal of the European intermodal transportation system that has not yet been able to fulfil the high expe ctations from society. Most of the commercial problems are directly or indirectly related to the complexity of the system and the scale in which the services are produced in. The solution foreseen and advocated in this dissertation is to divide the operations between the layers direct shuttle trains, corridor trains and locally adapted small-scale network modules, of which the latter layer is especially treated. Special attention is paid to the issue of connecting the layers as well as the different network modules. An outspoken systems approach is applied and a framework model is chiselled out from theories on general systems, transportation systems as well as on intermodal transportation systems. The object of study is successively narrowed, focusing technical matters and small-scale operations on lower system levels. The complexity and lack of systems management implies that implementing new technical resources involves distinctive barriers that are described and classified. Approaches for reducing the effects of barriers include to conform to standards, to create closed systems and to implement new resources gradually. Another issue addressed is the suitability of transshipment technologies for different network operation principles and national preconditions. Small-scale transshipment technologies - all of which are described in a detached appendix - are evaluated against an outlined list of requirements. The argumentation is finally applied to the intermodal freight system that received the highest score in the evaluation - Swedish State Railways' Light-combi project.

    • At the 9th WCTR in Seoul, we outlined six approaches for coping with heterogeneous goods in freight networks and gave common real-world examples of Logistics Service Providers’ actions. This article is a follow-up that re-uses the conceptual framework created in 2001 to develop the theory further and to analyse how the approaches are used in real-world network operations in 2013. We have found indications that European transport of heterogeneous goods has become increasingly complex and certainly more complicated over the studied period, not least of all due to the growth in transport network size and scope. Some of the tricks used by Logistics Service Providers to cope with the heterogeneous goods are de-scribed, characterised, segmented, and analysed to arrive at relatively generalised knowledge. Finally, a case study shows how a Swedish Logistics Service Provider has changed its consolidation network to encompass logistically demanding pharmaceuticals in its general flow.

    • Denna rapport är framtagen för Falköpings Kommun inom ramen för projektet SustAccess och behandlar processen att etablera kombiterminaler där lastbärare såsom ISO-containrar, semi-trailrar och växelflak lastas om mellan järnväg och landsväg. Den är en fortsättning och fördjupning av tidigare arbete inom SustAccess. Arbetet har finansierats av Europeiska Kommissionen genom programmet Interreg IIIB och av Västra Götalandsregionen och Falköpings Kommun samt av Banverket och Vägverket via FUD-centret Sir-C. Syftet med studien är att studera hur intermodala terminaler kan etableras. Särskilt belyses faktorer som påverkar huruvida etableringsprocessen är framgångsrik och den tid processen tar i anspråk. Den primära forskningsfrågan är således vilka faktorer som avgör hur lång tid ett etableringsprojekt tar. Tanken är att rapporten skall vara till hjälp för de aktörer som vill utveckla kombiterminaler. Utifrån teori om rationella val och tre fallstudier - Falköping, Jönköping och Nässjö – analyseras vilka faktorer som avgör hur lång tid en etableringsprocess tar i anspråk. De faktorer som identifierats är Lönsamhet, Finansiärer, Politisk entreprenör, Lokalisering Stor lokal transportköpare samt Banverket. Den första faktorn får nog bedömas som starkare än de andra. Det är förstås generellt så att investeringar som förväntas vara mycket lönsamma är enklare att driva igenom en beslutsprocess. Utifrån denna studie framgår det att en engagerad politisk entreprenör är vital för att etableringsprocessen skall framskrida, men de övriga faktorerna är svårare att rangordna.

    • Intermodal road-rail freight transport works best within markets with relatively large flows occurring over long distances, which corresponds poorly to the current demand for transport in the European Union. The purpose of this paper is to compare the capabilities of conventional European intermodal transport, with special reference to the competitiveness in markets with small flows over short distances, and to explore innovative concepts. Using a technological systems approach, key functions are identified as being the inducement and blocking mechanisms that affect the development and diffusion path of this 'small flows over short distances' (SFSD) system, providing a tool for empirical delineation of the system. These concepts are illustrated and analysed through a case study of the Swedish development project Light-combi. The results show that market and financial uncertainties, insufficient network connectivity and policies favouring the existing technology paradigm, severely hamper the development and diffusion of SFSD systems. © 2004 Taylor & Francis Ltd.

    • In recent years, the location of logistics facilities, in particular with regard to “logistics sprawl,” has emerged as a topic in the literature that is, a process of spatial decentralisation of logistics facilities in large metropolitan areas. The aim of this paper is to look at logistics sprawl patterns in the Gothenburg metropolitan area, in the south-west of Sweden. Looking at a medium-size monocentric urban region that is also a major port gateway for the country, this study provides novel elements in the study of locational patterns of freight facilities in metropolitan areas. It also provides an opportunity to identify the role of freight in planning, land use and zoning policies. A literature review is carried out on the issues of freight and logistics facilities locational patterns. A quantitative analysis is proposed, using data from Swedish statistics about the number of establishments with a NACE code related to logistics, as well as an original method providing a “cleaned” and more comprehensive dataset. We look at data at two different scales, one metropolitan and one regional, for years 2000 and 2014, as to enable a comparative and diachronical analysis. Logistics sprawl is measured by the average distance of warehouses to their common centre of gravity. Finally, interviews with transport and logistics providers as well as real estate investors and public agencies in the region, add qualitative information on the relative importance of different location factors related to logistics facilities and the issues raised. Logistics sprawl in Gothenburg occurs in specific ways, and differently at the two geographical levels of analysis.
