  • How have waste management policies impacted the flow of municipal waste? : An empirical analysis of 14 European countries

    • Waste management policies aim to divert waste from lower positions on the waste hierarchy such as landfill and incineration to higher positions in the hierarchy such as energy recovery and recycling. However, empirical evaluations of such policies are scarce. This study highlighted the effect of waste management policies on the amount of waste treated with landfill, incineration, energy recovery and recycling by analysing a panel dataset consisting of 14 European countries and the period 1996 to 2018. Findings from a seemingly unrelated regression model suggest that the landfill ban is associated with a decrease in landfill waste, but an increase in incineration, energy recovery and recycling waste. The landfill tax is also correlated with an increase in energy recovery waste but, in contrast, it is associated with a reduction in incineration and recycling waste. Meanwhile, the deposit refund scheme is associated with a decrease in the amount of landfill waste. Concerning the effects on total waste generated, regression results from a fixed effects model indicate that the landfill tax and the deposit refund scheme are both correlated with a reduction in the amount of waste generated. These findings contribute to the scarce academic literature evaluating waste management policies and may better inform policy makers on their longer-term implications.

  • Using Spatial Regression to Estimate Property Tax Discounts from Proximity to Brownfields : A Tool for Local Policy-Making

    • This paper assesses the discount in property values due to proximity to brownfields using a spatial hedonic price model. Using two Bayesian hedonic pricing models, namely the spatial lag of X (SLX) model and the spatial Durbin error model (SDEM), this study identifies a significant decrease in property values for properties located within 2,000 feet of a brownfield. The loss in property value and the subsequent decrease in tax revenue for the City of Cincinnati, Ohio, are then calculated based on these results. Using logarithmic transformations of the property value and the distance to the nearest brownfield variables, we calculate that a 1% increase in the average distance to the closest brownfield leads to a 0.0893% increase in market value. This translates into a $2,262,569 total annual revenue loss for the City of Cincinnati that could presumably be recovered following brownfield cleanup. In addition to accounting for the phenomenon of spatial dependence, this study contributes to the urban planning and environmental policy literature by providing a method for local policy-makers to identify and estimate the negative effects of brownfield sites on local tax revenue.

    • Digital visualization tools are widely used in planning nowadays around the world by various contributors to the field and in different planning scales. Visualization facilitates perception of underlying thoughts and objectives of planning alternatives and consequently assists with communication of the plan to different stakeholders. This, in turn, enables them to actively and efficiently participate in the procedure from the very initial stages to the implementation phase thanks to the insight provided by user-friendly visualization tools. Available visualization tools for planning, however, are either not integrated and efficient enough or too resource- or expertise-demanding and thus not entirely fulfilling the qualities mentioned above. This study is a search for a conceptual framework for an integrated web-based visualization tool. Web-accessibility diminishes temporal and spatial distance among the users and planning agents and provides the possibility for more participation in and interaction with planning projects. Within this study, major characteristics of an integrated tool have been investigated through literature, online resources, contacts with experts and practitioners, a survey over off-the-shelf products and comparative analysis of the outcomes. An evaluation cube was initially developed and used as the basis for provision of a set of dual criteria. A selection of visualization tools were examined against those criteria and results were demonstrated visually. Eventually, findings were used to provide a back-casted example of the integrated tool.
