  • Integrated cost and environmental impact assessment of management options for dredged sediment

    • Large quantities of sediment must be dredged regularly to enable marine transport and trade. The sediments are often polluted, with e.g. metals, which limits the management options. The aim of this study has been to assess costs and environmental impacts (impact on climate, marine organisms, etc.) of different management options for polluted dredged sediment, by combining life-cycle assessment (LCA) of the climate impact, scoring of other environmental aspects and a cost evaluation. This approach has been used to study both traditional and new management alternatives for a real port case. The studied options include landfilling, deep-sea disposal, construction of a port area using a stabilization and solidification (S/S) method, and a combination of the aforementioned methods with the innovative option of metal recovery through sediment electrolysis. The LCA showed that deep-sea disposal had the lowest climate impact. The assessment of the other environmental impacts showed that the result varied depending on the pollution level and the time perspective used (short or long-term). Using sediment for construction had the highest climate impact, although other environmental impacts were comparably low. Electrolysis was found to be suitable for highly polluted sediments, as it left the sediment cleaner and enabled recovery of precious metals, however the costs were high. The results highlight the complexity of comparing different environmental impacts and the benefits of using integrated assessments to provide clarity, and to evaluate both the synergetic and counteracting effects associated with the investigated scenarios and may aid early-stage decision making.

  • A framework for barriers, opportunities, and potential solutions for renewable energy diffusion: Exemplified by liquefied biogas for heavy trucks

    • This study has developed and applied a framework to analyse barriers, opportunities, and potential solutions for the diffusion of alternative fuels, here exemplified by liquefied biogas (LBG) for heavy trucks. The study is based on expert and stakeholder interviews in Sweden. Also, the study estimates a cost example of using heavy duty LBG-trucks instead of conventional diesel trucks. The framework is based on two previously published frameworks to categorise barriers, opportunities, and potential solutions and comprises five categories: financial, technical/commercial/physical, policy, public acceptability, and market structure/interaction barriers. Each category considers both the system and actor levels. The results of this study fit the framework's categories well, and the framework is appropriate for analysing the diffusion of liquefied biogas for heavy trucks, and other technologies with similar characteristics. The results further indicate that a network level, in addition to the system and actor levels, could advance our understanding of renewable energy diffusion. The most mentioned opportunities were climate/environmental benefits, potential profitability, and newly introduced policies. The cost estimates show that given current taxes and policies in Sweden, the costs of using LBG-trucks are only marginally higher than those of using conventional diesel trucks. Commonly cited barriers were financial issues, an unstable policy context, lack of infrastructure, and lack of knowledge. Suggested solutions for overcoming barriers were financial incentives, a stable policy context, demonstration projects, and information campaigns. Improved knowledge and working together throughout the biogas value chain, with a palette of renewable energy options, are important for accelerating a sustainable renewable fuel diffusion. Several policy instruments that currently exists in Sweden already target the mentioned barriers. Thus, it is important to continuously evaluate policy instruments to understand if they are effective and efficient, or if anything need to be changed to reach the targets of the policy instrument.

  • On the utilization of hydrological modelling for road drainage design under climate and land use change

    • Road drainage structures are often designed using methods that do not consider process-based representations of a landscape's hydrological response. This may create inadequately sized structures as coupled land cover and climate changes can lead to an amplified hydrological response. This study aims to quantify potential increases of runoff in response to future extreme rain events in a 61 km(2) catchment (40% forested) in southwest Sweden using a physically-based hydrological modelling approach. We simulate peak discharge and water level (stage) at two types of pipe bridges and one culvert, both of which are commonly used at Swedish road/stream intersections, under combined forest clear-cutting and future climate scenarios for 2050 and 2100. The frequency of changes in peak flow and water level varies with time (seasonality) and storm size. These changes indicate that the magnitude of peak flow and the runoff response are highly correlated to season rather than storm size. In all scenarios considered, the dimensions of the current culvert are insufficient to handle the increase in water level estimated using a physically-based modelling approach. It also appears that the water level at the pipe bridges changes differently depending on the size and timing of the storm events. The findings of the present study and the approach put forward should be considered when planning investigations on and maintenance for areas at risk of high water flows. In addition, the research highlights the utility of physically-based hydrological models to identify the appropriateness of road drainage structure dimensioning

  • A framework for assessing urban greenery's effects and valuing its ecosystem services

    • Ongoing urban exploitation is increasing pressure to transform urban green spaces, while there is increasing awareness that greenery provides a range of important benefits to city residents. In efforts to help resolve associated problems we have developed a framework for integrated assessments of ecosystem service (ES) benefits and values provided by urban greenery, based on the ecosystem service cascade model. The aim is to provide a method for assessing the contribution to, and valuing, multiple ES provided by urban greenery that can be readily applied in routine planning processes. The framework is unique as it recognizes that an urban greenery comprises several components and functions that can contribute to multiple ecosystem services in one or more ways via different functional traits (e.g. foliage characteristics) for which readily measured indicators have been identified. The framework consists of five steps including compilation of an inventory of indicator; application of effectivity factors to rate indicators' effectiveness; estimation of effects; estimation of benefits for each ES; estimation of the total ES value of the ecosystem. The framework was applied to assess ecosystem services provided by trees, shrubs, herbs, birds, and bees, in green areas spanning an urban gradient in Gothenburg, Sweden. Estimates of perceived values of ecosystem services were obtained from interviews with the public and workshop activities with civil servants. The framework is systematic and transparent at all stages and appears to have potential utility in the existing spatial planning processes.

    • Severe accidents and high costs associated with weather-related events already occur in today’s climate. Unless preventive measures are taken, the costs are expected to increase in future due to ongoing climate change. However, the risk reduction measures are costly as well and may result in unwanted impacts. Therefore, it is important to identify, assess and prioritize which measures are necessary to undertake, as well as where and when these are to be undertaken. To be able to make such evaluations, robust (scientifically based), transparent and systematic assessments and valuations are required. This article describes a framework to assess the cause-and-effect relationships and how to estimate the costs and benefits as a basis to assess and prioritize measures for climate adaptation of roads and railways. The framework includes hazard identification, risk analysis and risk assessment, identification, monetary and non-monetary evaluation of possible risk reduction measures and a step regarding distribution-, goal-and sensitivity analyses. The results from applying the framework shall be used to prioritize among potential risk reduction measures as well as when to undertake them.

    • © 2015 The Authors. The urban environment is a complex structure with interlinked social, ecological and technical structures. Global warming is expected to have a broad variety of impacts, which will add to the complexity. Climate changes will force adaptation, to reduce climate-related risks. Adaptation measures can address one aspect at the time, or aim for a holistic approach to avoid maladaptation. This paper presents a systematic, integrated approach for assessing alternatives for reducing the risks of heat waves, flooding and air pollution in urban settings, with the aim of reducing the risk of maladaptation. The study includes strategies covering different spatial scales, and both the current climate situation and the climate predicted under climate change scenarios. The adaptation strategies investigated included increasing vegetation; selecting density, height and colour of buildings; and retreat or resist (defend) against sea-level rise. Their effectiveness was assessed with regard to not only flooding, heat stress and air quality but also with regard to resource use, emissions to air (incl. GHG), soil and water, and people's perceptions and vulnerability. The effectiveness of the strategies were ranked on a common scale (from -3 to 3) in an integrated assessment. Integrated assessments are recommended, as they help identify the most sustainable solutions, but to reduce the risk of maladaptation they require experts from a variety of disciplines. The most generally applicable recommendation, derived from the integrated assessment here, taking into account both expertise from different municipal departments, literature surveys, life cycle assessments and publics perceptions, is to increase the urban greenery, as it contributes to several positive aspects such as heat stress mitigation, air quality improvement, effective storm-water and flood-risk management, and it has several positive social impacts. The most favourable alternative was compact, mid-rise, light coloured building design with large parks/green areas and trees near buildings.

    • Natural events such as floods and landslides can have severe consequences. The risks are expected to increase, both as a consequence of climate change and due to increased vulnerabilities, especially in urban areas. Although preventive measures are often cost-effective, some measures are beneficial to certain values, while some may have negative impacts on other values.The aim of the study presented here was to investigate two frameworks used for assessing the effectiveness and sustainability of physical and nonphysical flood and landslide risk reduction measures. The study is based on literature, available information from authorities and municipalities, expert knowledge and experience, and stakeholder views and values. The results indicate that the risks for suboptimization or maladaptation are reduced if many aspects are included and a broad spectrum of stakeholders are involved.The sustainability assessment tools applied here can contribute to a more transparent and sustainable risk management process by assessing strategies and interventions with respect to both short- and long-term perspectives, including local impacts and wider environmental impacts caused by climate change, for example. The tools can also cover social and economic aspects. The assessment tools provide checklists that can support decision processes, thus allowing for more transparent decisions.

    • Every year flooding and landslides cause severe material damages and thousands of deaths and injuries. To reduce the risk, measures can be taken by applying different management strategies either by reducing the probability of the event or by reducing the potential consequences in case of an event. This chapter provides a systematic (step-by-step) guidance, a brief overview of landslide and flood risk management in general and a summary of an investigation of the present risk management situation in Sweden which has resulted in some general recommendations. Examples of general recommendations are to apply available knowledge, for example by learning from existing good examples and, when available, lessons learned and documentation of the rational argumentation made in the decision process. There is a request of checklists and guides that can be used in the current daily work among planners and risk managers. It is important with a broad basis for decisions, therefore integrated assessments and valuations are recommended for example by applying multi-criteria analysis methodology and involving relevant stakeholders in the process for example through well working networks. It is further important to counteract the current trend that more automatic monitoring results in less field monitoring and reduced local knowledge.

  • Targeting the reduction of shipping emissions to air: A global review and taxonomy of policies, incentives and measures

    • Abstract Purpose – The purpose of this paper is to identify and classify the various initiatives developed and implemented across the globe for the abatement of maritime air emissions. Design/methodology/approach – In this paper, an extensive survey of various sources was conducted, including the official reports of international and regional institutions, government policy documents, port authority websites, classification society pages, private firms’ sites and the academic literature. The initiatives were then categorized in accordance with the classification of the Swedish Environmental Protection Agency and analyzed using the SPSS Statistics software to give some insight into their frequencies and the interrelationships between them. Findings – This exploratory review resulted in the establishment of a comprehensive global database of initiatives encouraged by the whole range of shipping stakeholders and decision-makers for the reduction of shipping air emissions. According to the findings, economic incentives that provide motivation for the adoption of less environmentally damaging practices are the most commonly used initiative, followed by infrastructure investments and informative policies. Research limitations/implications – The results provide implications for further research that include an in-depth analysis of ports’ policies, as well as an evaluation of initiatives applied on a large scale to map their emissions reduction potential for shipping. Originality/value – The main contribution of this paper is the identification and analysis of all the diverse initiatives implemented globally in a comprehensive way and its dealing with air pollution from shipping as a whole.

    • Planeringen av transportinfrastrukturen spelar en viktig roll i arbetet med att skapa ett hållbart samhälle och att nå målen i Agenda 2030. I omställningen till ett hållbart samhälle behöver gemensamma mobilitetsutmaningar lösas vilket kräver tvärdisciplinära samarbeten och tvärsektoriella lösningar. För att lyckas med detta är samverkan mellan aktörer inom transport- och markanvändningsplanering av stor vikt. Ett avgörande inslag för en lyckad samverkan är att skapa samsyn av problem- och målbild mellan aktörerna. Syftet med FoI-projektet HållSam (Hållbarhetsnytta i transportplaneringen: Samordning av målbild och miljöfunktioner i ÅVS) är att studera hur processen för strategiska val av åtgärder i transportplaneringen kan utvecklas för att främja utvecklingen mot ett hållbart samhälle, bland annat genom samverkan mellan aktörer. En del i projektet har varit att studera en Åtgärdsvalstudie (ÅVS) i Stockholmsregionen som applicerat verktyget ILKA-verktyget i processen. Studien grundar sig på följeforskning och dokumentstudier. Dessutom har intervjuer, fokusgrupper, och litteraturstudier gjorts med fokus på samverkan mellan transport- och markanvändningsplanering och hållbarhetsperspektiv i strategiskt val av åtgärder.Resultaten visar att ILKA kan gynna det strategiska valet av åtgärder i transportplaneringsprocessen på flera sätt. Till exempel kan verktyget bidra till att identifiera och utvärdera de olika värden som förknippas med landskapet, t.ex. ekologiska, estetiska, historiska och rekreativa värden. Den kunskapen kan underlätta prioriteringen av åtgärder som bevarar eller förbättrar de mest värdefulla aspekterna av landskapet. Dessutom involverar ILKA olika intressenter i bedömningsprocessen vilket medför ett ökat utbyte av kunskap och erfarenheter som kan leda till mer välgrundat beslutsfattande och större acceptans för de valda åtgärderna. Sammanfattningsvis kan planerare och beslutsfattare, genom att använda ILKA-verktyget i exempelvis ÅVS:er, skapa en större samsyn mellan aktörer i transport- och markanvändningsplanering samt fatta mer välgrundade beslut som tar hänsyn till landskapets bredare sammanhang och dess värden. Detta tillvägagångssätt främjar hållbar och integrerad transport- och samhällsplanering, vilket leder till bättre resultat för både miljön och samhället.
