  • Revisiting public transport service delivery : Exploring rail commuters’ attitudes towards fare collection and verification systems

    • Making Public Transport services more attractive and effective requires attractive and effective ticketing. This requires a clear understanding of user attitudes, needs and expectations. This study explored commuters’ attitudes to fare collection and verification and the underlying factors, their acceptance of the policy of “No-ticket-purchase on-board” and their preferences for fare verification options. Commuters rated their agreement with 17 ticketing related statements in a cross-sectional questionnaire survey conducted along the corridor with the largest proportion of cross-county commuting in Sweden, Stockholm – Uppsala. Four sets of hypotheses were then tested. The average scores were normally distributed and hence analysed using a two-way ANOVA. A One-way chi-square test was conducted to determine the commuters’ preference for fare verification approach. A t-test was used to analyse the perceived quality of ticketing and the commuters’ reaction to the policy of “No-ticket-purchase on-board PT vehicle”. Whilst the results showed that the commuters were relatively uniform in their attitudes, income, commuting route, ticket type and ticket purchase channel affected their attitudes. They were neutral to the policy of “No-ticket-purchase on-board”. Their attitude to fare collection was more positive than that of fare verification and they showed a preference for automatic fare verification. The study highlights a number of policy implications and recommends further research on the feasibility of passive fare verification and on commuters’ preferred options for fare verification.

  • Investigating intra-household interactions between individuals’ time and space constraints

    • The activity space of an individual is defined as the activity-travel environment which a traveller is using for his or her activities (Axhausen et al., 2002). It is limited by this individual's ability and resources, such as available time for travel as well as his or her anchor points. However, most existing studies have focused on single individual activity space, ignoring the fact that individuals’ activities often interact with that of his or her family members’. In this paper a multivariate model is proposed where the correlation between travel time of fathers and mothers, and the correlation between the activity space and travel time are modelled explicitly. The estimated correlations from these joint distributions provide insights into both the intra-household interactions in daily travel and the intrinsic relationships of the hidden limits in the dimensions of space and time. The travel time limits are modelled using a stochastic frontier model component, which can estimate an unobserved upper or lower limit for travel time expenditure. This limit usually refers to the maximum travel time budget or minimum travel time need, which denotes the maximum or minimum amount of travel time that an individual is willing or able to allocate per day. The concept of the confidence ellipse is used as a measure of activity space constructed from the multi-day travel diary data. It is hypothesised that the unobserved travel time limits and activity space sizes of fathers and mothers are correlated with each other, due to a similar spatial knowledge and accessibility to various facilities. The daily variations in the travel time expenditure of parents are also assumed to be correlated because of daily household task allocation and joint household travel. Data collected from a three-week household travel diary in the Bandung Metropolitan Area in Indonesia are used for estimation in this study. The estimated frontier model component shows that neither parent has reached their maximum travel time budget and/or minimum travel time need that they inherently must spend. Compared with other attributes, the perceived accessibility attributes play the most important role in influencing the activity space limits. For households with fully employed fathers, a trade-off mechanism is found in travel time expenditure between parents, which is likely due to the redistribution of household tasks. On the other hand, for households with fathers who are not fully employed, a complementary effect is found, arising from the joint travel among household members. The travel time budget and activity space limits of fathers are positively correlated with those of mothers. These findings call for the formulation of transport policies that consider the household as a unit, especially in developing countries such as Indonesia, to fulfil the mobility needs of different market segments, e.g., households with fully employed fathers and those with fathers who are not fully employed.

    • Sweden enacted ambitious environmental goals to mitigate climate change and cut carbon emissions. Swedish public agencies have promoted restricting parking norms to decrease automobile travel. This paper proposes a model to calculate flexible parking norms based on urban form and accessibility factors commonly used in architectural, urban design and planning practices. The transportation systems like the automobile need physical preconditions such as parking spaces and motorways that support driving around. The rationale is that parking norms can be lowered to zero if the urban form supports sustainable mobility choices, namely walking, cycling and public transportation. The model aims to inform municipality officials and developers, architects, urban designers and planners about urban form preconditions and integration with walking, cycling and public transportation as possibilities to reduce parking requirements and meet sustainable mobility goals.

    • This paper explores the potential role of indigenous transport for increasing the adaptive capacity of selected cities in developing Asia. Indigenous transport drivers were surveyed face-to-face in Bandung, Indonesia, and in Ho Chi Minh City, Vietnam, to gain an understanding of how transport workers, specifically drivers-operators, characterize transport modes considered as indigenous and perceive their potential role in increasing the adaptive capacity of these cities. The main finding was that indigenous transport modes in the two cities in the case study had evolved to fit a niche market influenced by differing urban scales and divergent demographic and geographic characteristics. Thus, the experiences and the perceptions of transport workers on indigenous transport were highly contextualized in relation to service and route characteristics. Operating conditions for drivers were indicative of the regulatory status of indigenous transport modes in the informal landscape. This analysis contributes to an increased understanding of the role and the operation of indigenous transport modes within the transport system. The analysis also contributes policy-relevant insights to improve an understanding of the potential role of indigenous transport in climate change adaptation, as well as to increase awareness and to anticipate a shift to a more environmentally sustainable transport mode.

    • To prevent road accidents and formulate policies to promote road safety in urban roads, it is crucial to understand factors that cause violation of traffic rules. Although such issues have been investigated in developed countries, the availability of such knowledge in rapidly motorizing countries, such as Indonesia, is still poor. This study aims to investigate the factors influencing violation behavior by motorcyclists and types of such violations. The study is based on surveys of three metropolitan cities, namely Bandung, Yogyakarta, and Surabaya, in Indonesia. Structural equation modelling has been performed to investigate factors influencing motorcyclists to commit traffic violations and their causal relationships. Although there are differences in the ranking of factors influencing traffic violations among the three cities studied, the analysis has been able to show patterns of similarities as well. The inadequacy of engineering and maintenance conditions of the road infrastructure appears to be partly responsible for the phenomenon of motorcyclists developing a lack of respect to traffic rules.

    • Using a data-set collected among paratransit users in Bandung, Indonesia, this paper explores the impacts of paratransit users' negative experiences and dissatisfactions with their paratransit usage pattern. Segmentation and ordered probit analyses are used to examine the impacts of users' opinions on service quality on their trip-making behaviour. The results indicate that users are divided into six segments - namely, the unlucky, the young user, the experienced, the adapter, the infrequent user and the captive. The results further indicate that paratransit users, especially women, perceive negative experiences related to on-time performance (departure and arrival time) and security issues related to vehicles. Despite these dissatisfactions and negative experiences, they are still likely to use paratransit as part of their daily life. Two paratransit market segments (the adapter and the captive) are also likely to result in more trips using paratransit. The study offers several strategies and recommendations that can improve the current paratransit system so that it can better serve local needs.

  • Influence of Individual Perceptions on the Decision to Adopt Automated Bus Services

    • The rapid development of automated buses holds great potential for the development of transportation systems. As research into innovative forms of automated transportation systems gains momentum, it is important to understand the public's perceptions of such public transport systems. Previous studies have contributed based on hypothetical scenarios, but not based on real observations. Based on an online survey in Stockholm in March 2019, the current research addresses this gap by investigating the public's perceptions from a real, fully operational, automated public transportation service operated in a mixed traffic environment on public roads. The respondents were selected along the automated bus line in Barkabystaden, Stockholm. Our findings indicate that (1) The presence of onboard operators has a positive impact on respondents' perceived safety, (2) People who have not taken automated buses before have a more negative perception of driving speed of the bus service than people who have taken the buses before, (3) Attitudinal factors, such as public perceptions of safety, driving speed, reliability, and convenience, have a significant influence on the acceptance of the new bus system, (4) As an emerging and innovative transportation mode, automated buses are expected to attract a high share of regular public transportation mode users and the younger generations in the future, (5) Social-demographic characteristics such as gender and income had no significant impacts on the adoption of the new technology. The results provide the characteristics of early bus adopters and their travel behavior and help to prioritize possible investments and allow the policymakers and private industries to identify the special needs of users.

    • This study investigates the relationship between road-based public transport users' preferences and expectations of particular levels of support and their support of a set of improvement policy scenarios in Indonesia. A series of structural equation modelling estimations was carried out, using empirical surveys among road-based public transportation users in three major urban areas: Jakarta, Bandung and Yogyakarta. The results show that negative experience, service importance and dissatisfaction are factors that significantly correlate with the user preferences in accepting improvement policies along with fare adjustment. The users' travel behaviours and their socio-demographic characteristics were also found to be significant in influencing the degree of such support. However, the results also show discrepancies in the influence of key determinants across the three studied cities, which indicates a need for locally designed approaches. (C) 2016 Elsevier Ltd.     • By jointly modelling the routine and leisure activity travel engagements of non-commuters in different regions of Sweden, this paper explores the interactions between time allocation, travel demand and mode choice under different weather conditions. Combined weather and travel survey datasets that span a period of over 13 years were analysed. Simultaneous Tobit models were applied to explore the interactions among these activity travel indicators, whilst municipalities' unique conditions and heterogeneities between different time-points were taken into account. The model results reveal the trade-offs between routine and leisure activities in terms of activity duration, number of trips and travel time. Positive mutual endogeneity was found between slow-mode share in routine and leisure trips. The results also highlight the trade-offs between routine and leisure activities under abnormal weather conditions. Regional differences between weather effects are substantial due to differences in direct, indirect and total marginal effects. Between-municipality variability constitutes a considerable part of the variability in activity duration and travel time. Between-municipality variability in leisure activity duration and leisure travel time is larger in northern Sweden, while that of routine activity duration and routine travel time is larger in central Sweden, after weather and social demographics have been controlled.

    • A fair distribution of public transport benefits is a commonly stated goal of agencies and operators of public transport. However, it is less complicated and costly to provide accessibility in some parts of cities and their surroundings than in other parts. Densely populated areas, and areas situated closer to the city center therefore often have higher public transport accessibility than remote or sparsely populated areas. Neglecting these realities results with an unrealistic assessment of equity in service provision and hampers their consideration when setting policy goals. In this study, we propose a framework for investigating equity in the distribution of accessibility, where the suggested goal is to provide residents with equal accessibility for equally dense and central areas. For the Stockholm County, we show that accessibility may seem to be distributed horizontally inequitable and vertically regressive. However, once controlling for how dense and close to the city center residents live, while still being horizontally inequitable the distribution of accessibility in Stockholm County is found progressive, i.e., benefiting those with lower incomes. We demonstrate the proposed method for the case of skip-stop train operations and find that it shifts our constructed accessibility measure toward a more horizontally inequitable and vertically progressive state. We conclude that our proposed method can be a potent way for public transport agencies to measure and concretize equity goals and evaluate policy changes.
