    • Obtaining sustainable and inclusive societal organization is not merely a simple matter of ‘doing it’ by subscribing to some winning formula. Given that conceptual frameworks always guide our thoughts, judgments and actions (Latour, 2013; Harvey, 1996; Dennett, 1993), the ways in which we relate to concepts chosen to serve as guiding forces for future development will eventually determine its outcome. As scholarly evidence continuously suggests the concepts ‘rural’ and ‘urban’ are increasingly recognized as artificial barriers for conducting sound and integrated development endeavors in a globalized reality of interconnectedness. In line with the Sustainable Development Goals, which aim to eradicate poverty, shield the planet and safeguard prosperity for all, commitment to universal access to healthy food year round has become an important agenda point. This, however, has been exacerbated by binary thinking and separate ways of doing policy. This paper aims to share experiences from a unique project launched in the northern parts of Gothenburg, Sweden’s second largest city. While the area offers ample resources and immense opportunities for areal economies, it at the same time remains one of Gothenburg’s most segregated, with high levels of unemployment, ill health and crime. The uniqueness of the project lies not only in its way of abridging the rural-urban divide, but also by consciously deferring from the debilitating rhetoric of previous ‘immigrant policies’, and instead focusing on agricultural productivity, small-scale food producers and sustainable food strategies. Such exhortations to bridge between philosophical and material polarities, however, have not come without conceptual and practical challenges, something this paper aims to subsume and open up to debate.

    • What are the effects and perceptions of increased installation of water metering and volumetric billing in residential areas in Sweden? An interview study was undertaken in a low-income suburb of Göteborg to explore residents’ experiences and opinions. Additionally, the interests of water and energy companies, social affairs committee, real estate owner and maintainer were investigated to contrast the added value of reduced water consumption. Stakeholders either benefit or are disadvantaged by the introduced system. Furthermore, the applied tariff structure fails to motivate all segments of the population to reduce water consumption, yet still inequitably burdens the most financially exposed groups.

    • This paper explores the river landscapes and concomitant values resulting from tensions between flood management and visions of a River City. The aim is to contribute to an understanding of the management of urban waters as valuation practices. We regard valuation practices as co-constitutive of current and future river landscapes. Sweden’s second-largest city, Gothenburg, is located next to the sea, and the Göta River, Sweden’s largest water system, runs through it. Our empirical focus is on how this city approaches increasing risks of flooding. We explore three approaches that have been formulated in relation to flood management: defend, retreat and attack. We ask how these approaches are applied in the management of Göta River flooding and in the city’s vision of a future Gothenburg that embraces the river as a genuinely positive aspect of urban life. We present the case as a journey that takes us upstream from the river’s sea inlet port and through Gothenburg. During our kilometre by kilometre journey, the river’s appearance shifts. The varied river landscape mirrors the diversity in how its waters are valuated, both historically and in present times. The perception of urban waters is shaped by practices of valuation. These valuations are generative. They connect the value of water to other entities, actors, plans, activities and buildings, and they are thus key to the river landscapes that will eventually be realised. By way of conclusion, we identify a number of governance challenges that are particularly relevant to urban rivers.

  • Space, state-building and the hydraulic mission : Crafting the Mozambican state

    • This article explores the role of large-scale water infrastructure in the formation of states in sub-Saharan Africa. We examine this through a focus on government agents and their shifting hydro-developmental visions of the state in colonial and post-colonial Mozambique. Over time, the focus, underlying principles and goals of the hydraulic mission shifted, triggered by contextual factors and historical developments within and outside the country. We identify the making of three hydraulic paradigms, fostering different imaginaries of ‘the state’ and social and spatial engineering of the territory: the ‘Estado Novo’ (1930–1974), the socialist post-independence state-space (1974–1987) and the neoliberal state (1987–present). We then conclude by discussing how the shifting discursive justifications for infrastructure projects consolidate different state projects and link these to material re-patterning of hydrosocial territories. Whilst promoted as a rupture with the past, emerging projects tend to reaffirm, rather than redistribute, power and water within the country.

    • Transition studies provide an opportunity to understand how water and sanitation sectors develop over time, including insights into how universal access to safe water and sanitation services can be achieved. There is, however, a lack of studies on water and sanitation sectors in low and middle-income cities, which are characterized by diverse technical systems and governance structures. This study aims to contribute to filling this knowledge gap and lead to increased understanding regarding initiation of transition to safe water and sanitation for all. It identifies windows of opportunities, i.e. sector instabilities that could create space for improvements of the different modes of service delivery and better aligning them. The diverse water and sanitation sectors of the Kanata metropolitan region, Bolivia were selected as a case study. Distinct modes of service delivery were identified based on different governance structures, i.e. individual, community and municipal service regimes. Regime stability was evaluated through assessing the institutionalization of 1) water and sanitation infrastructure, 2) actors & organization mode, 3) internal coordination, 4) prevalent sector values, 5) financing and 6) legislation. The stability of these characteristics varied among the service regimes, but they all included instabilities that implied opportunities for change.

    • There is an urgent need for innovations in the sanitation sector to minimize environmental impacts and maximize resource recovery. Uptake of innovations may require changes in established technical practices, organisational norms and/or individual behaviours. Achieving change in any of these areas requires influencing cognitive, normative and relational learning processes. Serious games have been identified a potential tool for planners and environmental managers to influence such learning processes. This study designed the serious game RECLAIM to share knowledge about resource recovery from sanitation and to support attitude-change and collaboration between players. A structured framework was applied to assess if the game: 1) increased understanding of resource recovery (cognitive learning), 2) changed worldviews (normative learning), 3) led to more collaboration (relational learning), and 4) was a positive experience. Proof-of-concept testing of the game in Uganda found that it was positively received. The game provided cognitive learning on environmental and health impacts, resource recovery, and sanitation in general. Players gained an appreciation of the need for collaboration and it was deemed to have the potential to influence worldviews of a larger stakeholder group. Future recommendations include embedding the game in planning processes, including several gaming sessions that would strengthen cognition learning and the potential for changing practices.

    • This article reports results from a questionnaire administered to Swedish homeowners (N = 1481) investigating factors that influence them, as users and owners of on-site sewage systems (OSS), to environmentally improve their OSS. Social and psychological factors were based on previous research into pro-environmental and compliance behaviors and a previous interview study. The results suggest that the most important motives are to benefit, to act when outcomes are fair, and to avoid inconvenience. Less important motives are to act when outcomes are fair and to act of concern for the environment. Perceived efficacy in decreasing the environmental impacts of current OSS, when the OSS is changed, and perceived ability to change their OSS are also among the strongest predictors of readiness to change OSS. However, among homeowners who changed their OSS to do ones duty and achieve long-term safety were ranked highest. The results support the expectations of goal-framing theory that motives related to “gain” would be focal in situations of unfavorable cost–benefit ratios. Similarly, the importance of fair outcomes and efficacious rules is consistent with general findings in research on social dilemmas.

    • Water and sanitation are pressing issues for the urban poor in Bolivia where the lack of safe water and sanitation services contributes to urban poverty. This paper defines sustainable development (SD) in relation to small scale water and sanitation systems in the metropolitan area of Cochabamba, Bolivia. A case study on the water and sanitation systems of two housing cooperatives is performed. By involving all the concerned stakeholders this study aims to identify a contextualized definition of SD, which can be used in order to assess and steer the development of small scale water and sanitation systems in the metropolitan area of Cochabamba. The identified definition consists of the following criteria, referred to as key issues: social context, socio-political factors, target group, freshwater resources, economic obstacles, reproducibility, knowledge, management, reliability, water quality and disposal. Three main challenges are identified to have had major influence on the contextualization of the SD concept: which stakeholders that are included, how the differing opinions among the stakeholders are addressed and how active the stakeholders are in the development process.
