    • Ocean temperatures are rising; species are shifting poleward, and pH is falling (ocean acidification, OA). We summarise current understanding of OA in the brackish Baltic-Skagerrak System, focussing on the direct, indirect and interactive effects of OA with other anthropogenic drivers on marine biogeochemistry, organisms and ecosystems. Substantial recent advances reveal a pattern of stronger responses (positive or negative) of species than ecosystems, more positive responses at lower trophic levels and strong indirect interactions in food-webs. Common emergent themes were as follows: OA drives planktonic systems toward the microbial loop, reducing energy transfer to zooplankton and fish; and nutrient/food availability ameliorates negative impacts of OA. We identify several key areas for further research, notably the need for OA-relevant biogeochemical and ecosystem models, and understanding the ecological and evolutionary capacity of Baltic-Skagerrak ecosystems to respond to OA and other anthropogenic drivers.

  • Reducing the risk of invasive forest pests and pathogens : Combining legislation, targeted management and public awareness

    • Intensifying global trade will result in increased numbers of plant pest and pathogen species inadvertently being transported along with cargo. This paper examines current mechanisms for prevention and management of potential introductions of forest insect pests and pathogens in the European Union (EU). Current European legislation has not been found sufficient in preventing invasion, establishment and spread of pest and pathogen species within the EU. Costs associated with future invasions are difficult to estimate but past invasions have led to negative economic impacts in the invaded country. The challenge is combining free trade and free movement of products (within the EU) with protection against invasive pests and pathogens. Public awareness may mobilise the public for prevention and detection of potential invasions and, simultaneously, increase support for eradication and control measures. We recommend focus on commodities in addition to pathways, an approach within the EU using a centralised response unit and, critically, to engage the general public in the battle against establishment and spread of these harmful pests and pathogens.

    • The methods of the Guide to the Expression of Uncertainty in Measurement, e.g. Law of propagation of uncertainty or Monte-Carlo simulations, are the most applied guidelines in the framework of measurement sciences. These methods require a-priori knowledge of the statistical distribution of the taken sample. However, in some practical cases, this condition cannot be fulfilled. In descriptive statistics, analysis methods are known that do not required knowledge of the underlying distribution of the data. One well-known algorithm is the bootstrapping. In this contribution, the bootstrap algorithm is applied to the surface analysis to derive confidence intervals of estimated parameters, exemplified by the adjustment of an elliptic ring-focus paraboloid. Introducing kernel density estimation, the unknown probability density functions of the estimates are approximated and transformed to the resulting focal area to derive the level of confidence of the intervals.

  • Bolster Legal Boundaries to Stay within Planetary Boundaries

    • The mounting threats posed to the global environment by harmful human activities cannot be averted without effective legislation controlling those activities. However, the environmental laws designed for this purpose are themselves under global attack. Because it is binding and enforceable, legislation is a unique and essential instrument in the overall effort to keep humanity’s impacts on the planet from transgressing critical thresholds. For instance, biodiversity laws do so by designating and protecting natural areas and controlling the exploitation of wildlife populations. Yet, due to short-term economic and other interests, such laws face constant pressures aimed at weakening their regulating impact on human activities. This new study reveals and illustrates the staggering number and diversity of tactics used to weaken biodiversity legislation across the globe. This ‘taxonomy of tactics’ encompasses dozens of categories, ranging from the creative re-definition of terms to the ‘fast-tracking’ of environmentally harmful projects, and from limiting concerned citizens’ access to court, to the silent or even express refusal of appointed authorities to enforce biodiversity laws.Whereas the predicament of the planet’s wild fauna and flora would have been even worse without the legal protection they have received so far, the onslaught against biodiversity laws has prevented these from fully performing their assigned function. The global acceleration of wildlife population declines bears witness to this. To stem the tide, strategic approaches are needed to anticipate and counter attacks on biodiversity legislation; to make the most of existing laws, including in court if need be; and to develop new or improved laws where necessary.

  • Lessons from the regulatory approaches to combat eutrophication in the Baltic Sea region

    • Ever since the problem of eutrophication emerged, many approaches have been tested within the Helsinki Convention regime to reduce the discharges of nutrients to the sea. Despite important reductions in the levels of discharge since the 1970s, the nutrient loads to the sea are still significant and need to be further reduced. At the same time, it has become increasingly difficult to reduce the pollution that causes eutrophication. This difficulty is due to the complex nature of most pollution sources currently and the diffuse releases mainly related to agricultural activities and animal production. The regulatory structure for eutrophication in the Baltic Sea region has, however, adjusted rather well to these circumstances. The development over the past decade, since the introduction of the MSFD and the BSAP, progressed in adjusting the whole HELCOM regime to an ecosystem approach. Structures were created that embrace the new demands on the regulation through this approach. These structures put additional challenges on the perception of law, the general functions of the legal system, and how to assess and enforce compliance. The new structures not only create a kind of flexibility and openness to new regulatory approaches and soft law measures, but also combine law with governance and bridge the area of strict legal regulation with voluntary measures and projects. This combination of law with governance completes the overall picture of measures and approaches, but makes the line between law, extra-legal measures and non-governmental actors or organizations difficult to detect.

    • Controversies over forestry and environmental issues, including biodiversity, are common. Theory suggests that uncertainty may play a major role in framing biodiversity and its preservation. This paper examines written statements on biodiversity preservation published by two major Swedish organizations, i.e., the Swedish Forest Industries Federation and the Swedish Society for Nature Conservation, with different interests in forest use. Frame analysis suggests that when the actors pursue a certain policy course, both biodiversity-related uncertainty and lack of regulatory clarity are important factors contributing to dissimilar framings. This case study supports the general understanding that biodiversity-related uncertainty can have important implications for biodiversity preservation, in this case, via forest policy and legislation. Scientific uncertainty may allow actors with dissimilar interests in an issue to justify their standpoints. To successfully manage forest biodiversity in the future, legal frameworks must increasingly find ways to accommodate scientific uncertainty, and models must be developed in which stakeholders’ diverging interests and values address uncertainties via dialogue.

  • The evolution of intellectual property strategy in innovation ecosystems: Uncovering complementary and substitute appropriability regimes

    • In this article, we attempt to extend and nuance the debate on intellectual property (IP) strategy, appropriation, and open innovation in dynamic and systemic innovation contexts. We present the case of four generations of mobile telecommunications systems (covering the period 1980-2015), and describe and analyze the co-evolution of strategic IP management and innovation ecosystems. Throughout this development, technologies and technological relationships were governed with different and shifting degrees of formality. Simultaneously, firms differentiated technology accessibility across actors and technologies to benefit from openness and appropriation of innovation. Our analysis shows that the discussion of competitiveness and appropriability needs to be expanded from the focal appropriability regime and complementary assets to the larger context of the innovation ecosystem and its cooperative and competitive actor relations, with dispersed complementary and substitute assets and technologies. Consequently, the shaping of complementary and substitute appropriability regimes is central when strategizing in dynamic and systemic innovation contexts. This holds important implications for the management of open innovation, innovation ecosystems, platforms, and coopetition.

  • A likelihood ratio-based approach for improved source attribution in microbiological forensic investigations

    • A common objective in microbial forensic investigations is to identify the origin of a recovered pathogenic bacterium by DNA sequencing. However, there is currently no consensus about how degrees of belief in such origin hypotheses should be quantified, interpreted, and communicated to wider audiences. To fill this gap, we have developed a concept based on calculating probabilistic evidential values for microbial forensic hypotheses. The likelihood-ratio method underpinning this concept is widely used in other forensic fields, such as human DNA matching, where results are readily interpretable and have been successfully communicated in juridical hearings. The concept was applied to two case scenarios of interest in microbial forensics: (1) identifying source cultures among series of very similar cultures generated by parallel serial passage of the Tier 1 pathogen Francisella tularensis, and (2) finding the production facilities of strains isolated in a real disease outbreak caused by the human pathogen Listeria monocytogenes. Evidence values for the studied hypotheses were computed based on signatures derived from whole genome sequencing data, including deep-sequenced low-frequency variants and structural variants such as duplications and deletions acquired during serial passages. In the F. tularensis case study, we were able to correctly assign fictive evidence samples to the correct culture batches of origin on the basis of structural variant data. By setting up relevant hypotheses and using data on cultivated batch sources to define the reference populations under each hypothesis, evidential values could be calculated. The results show that extremely similar strains can be separated on the basis of amplified mutational patterns identified by high-throughput sequencing. In the L. monocytogenes scenario, analyses of whole genome sequence data conclusively assigned the clinical samples to specific sources of origin, and conclusions were formulated to facilitate communication of the findings. Taken together, these findings demonstrate the potential of using bacterial whole genome sequencing data, including data on both low frequency SNP signatures and structural variants, to calculate evidence values that facilitate interpretation and communication of the results. The concept could be applied in diverse scenarios, including both epidemiological and forensic source tracking of bacterial infectious disease outbreaks.
