- In his 2018 Stockholm prize winner lecture, Goldstein highlighted the need for problem-oriented policing (POP) to be not only effective but also fair. Contributing to the development of POP, this study examines how a wider perspective on problem-solving generally, and scoping in particular, can be adopted to address some of the growing challenges in 21st century policing. We demonstrate that the concept of ‘problem’ was too narrowly defined and that, as a result, many problem-solving models found in criminology are ill-structured to minimize the negative side-effects of interventions and deliver broader benefits. Problem-solving concepts and models are compared across disciplines and recommendations are made to improve POP, drawing on examples in architecture, conservation science, industrial ecology and ethics.

- The GDPR aims at strengthening the rights of data subjects and to build trust in the digital single market. This is manifested by the introduction of a new principle of transparency. It is, however, not obvious what this means in practice: What kind of answers can be expected to GDPR requests citing the right to “meaningful information”? This is the question addressed in this article. Seven insurance companies, representing 90–95% of the Swedish home insurance market, were asked by consumers to disclose information about how premiums are set. Results are presented first giving descriptive statistics, then characterizing the pricing information given, and lastly describing the procedural information offered by insurers as part of their answers. Overall, several different approaches to answering the request can be discerned, including different uses of examples, lists, descriptions of logic, legal basis as well as data related to the process of answering the requests. Results are analyzed in light of GDPR requirements. A number of potential improvements are identified—at least three responses are likely to fail the undue delay requirement. The article is concluded with a discussion about future work.

- We use a theoretical political-economy model with three cities and analyze three questions. First, should police in these cities have access to contentious crime fighting technologies such as facial recognition software? We describe a condition involving benefit, cost, and spatial spillover terms which tells us when the police ought to be provided with this technology. Second, if police are to be offered this technology then what are the properties of a policy regime that provides this technology in a decentralized way? We identify a condition that depends only on benefit and cost terms which tells us when this technology is to be made available in the cities in a decentralized way. Finally, what are the properties of a policy regime that provides the technology in a centralized way with equal cost sharing by the cities? We obtain two conditions involving benefit and spatial spillover terms that describe scenarios in which (i) the technology is provided with majority voting in a city even though it is inefficient to do so and (ii) it is efficient to provide the technology in a city but majority voting will lead to this technology not being provided.

Co-ownership shares in condominium – a comparative analysis for selected civil law jurisdictions

- Condominium is a special and relatively new type of property right emerged in the last century to be a remedy for the management problems in multi-unit buildings. There are many types of condominium regimes, as described in EUI (2005), UNECE (2005) and van der Merwe (2016). The common elements include: (a) Individual right to an apartment, (b) co-ownership (joint ownership) of the common property or the whole property, and (c) membership of an incorporated or unincorporated owners' association (van der Merwe, 2015, p. 5). The ownership shares in the common property are here referred to as co-ownership shares; yet, alternative terms include ownership fraction, condominium share, participation quota, share value, and unit entitlement. Generally, these shares will determine the proportional contribution to the common expenses and the share of common profits, as well as the voting power of each condominium unit owner in the administration of the condominium. The most common approaches to the determination of the co-ownership shares are based on equality, relative size or relative value of each condominium unit, or a combination of such (van der Merwe, 1994, p. 57–58). The literature presents detailed descriptions and comparative analysis related to condominium systems in different jurisdictions (e.g. van der Merwe, 2015; 2016; Paulsson, 2007; EUI, 2005; UNECE, 2005); however, the procedural aspects related to the allotment of co-ownership shares still need to be further investigated. This article aims to describe condominium systems in the Netherlands, Sweden and Turkey, and compare legal provisions and procedures related to the allotment of co-ownership shares in these jurisdictions. The main purpose is to clarify the methodologies behind the determination of the co-ownership shares in national systems to bring new insights to countries, which are trying to revise their national provisions.
