    • The Swedish prostitution law from 1999, now followed by Norway and Iceland, criminalized the purchaser and decriminalized the prostituted person. This is analyzed as a cogent state response under international trafficking law, particularly to the obligations set forth in the United Nation’s Trafficking Protocol from 2000. The Protocol states that a person is regarded a trafficking victim when, e.g., someone abuses her “position of vulnerability” in order to exploit her. International jurisprudence and social evidence strongly suggest that prostitution, as practiced in the world, usually satisfies this definition. Further, the Protocol urges states to reduce the demand for prostitution and to protect and assist victims, for instance by adopting laws deterring purchasers of sex, and by supporting those exploited in prostitution. Policy makers, such as the U.S. Department of State, are criticized for taking an inadequate position in face of the growing evidence from the Swedish law's impact.The article shows that Sweden has significantly reduced the occurrence of trafficking in Sweden compared to neighboring countries. It also scrutinizes some misinformation of the law's impact, showing for instance that claims alleging a more dangerous situation for those still in prostitution after 1999 were unfounded. In addition, the article addresses remaining obstacles to the law's effective implementation, arguing that in order to realize the law's full potential to support escape from trafficking, the civil rights of prostituted persons under current law should be strengthened to enable them to claim damages directly from the purchasers for the harm to which they have contributed, and for the violation of the prostituted persons' equality and dignity - a position now recognized by the government to some extent by clarifying amendments made in 2011.

    • The aim of this study is to explore the effects of fathers’ experience of parental leave on their attitudes towards existing gender roles and division. Many studies have claimed that fathers’ parental leave may hardly eradicate deep-rooted gender divisions between men and women, and fathers’ care-giving is a temporary phenomenon during their parental leave. However, this study demonstrates that gender per se is a concept constructed by repeating gender-specific behaviors, not by biological features. Thus, by repeatedly performing care-giving and housekeeping, fathers on parental leave come to doubt the given gender roles and can develop alternative views on the dominant gender structure. This in-depth analysis on fathers’ changes through parental leave suggests that fathers’ parental leave can contribute to a gender-equal society as well as sharing domestic chores.

    • This study aims to provide a systematic examination of the development process of Swedish parental leave for fathers, and to draw the implications of this process for Korean society. The study was conducted by analyzing the process of establishing a father-friendly welfare state. Sweden originally featured a male breadwinner model, but since the 1930s it has gradually transitioned to the world's ideal welfare state and gender-equal society. This transition was made possible through a long period of Social Democrats’ rule and their optimistic views on social engineering. Sweden's male parental leave system started with the conversion of maternity insurance to parental insurance in the 1970s, and a quota system known as 'Daddy Month’ was introduced in 1995. The allocation period was extended to 60 days in 2002 and again to 90 days in 2014. Sweden has not only focused on improving women's work-family balance, but also aimed to create a father-friendly welfare state that guarantees men's family rights, that is, the right to raise children by strengthening the universal parental leave and quota system. This was the result of the long-term efforts of the Social Democrats and the Swedish government to change the traditional gender roles deeply rooted in the home and workplace, and it was the fruit of the value of gender equality through feminism settled in the political arena. This Swedish case study demonstrates the necessity to invest in a multifaceted approach to expanding male participation and raising the female employment rate. This study calls for a reflection on the goal of male parental leave reforms in Korea, the necessity to transition to universal parental insurance, as well as a paradigm shift towards social investment in the welfare state.
