    • The overall aim in this thesis is to describe and analyse how nature-based social services located in farm settings with animals are framed in the Swedish context, and what organisers/supervisors and participants holds as valuable aspects in the intervention in a selection of services. Social aspects, environmental aspects and activities, and the dynamics between them has been of specific interest. The study focuses on services targeted at people in need of work-oriented rehabilitation and persons with disabilities. Similar nature-based interventions located in farm settings have previously been mapped and raised interest among researchers in countries like Norway, the Netherlands, and Britain. Nature-based interventions is an interdisciplinary and developing field of knowledge with a variety of different practice initiatives that use nature and animals to promote health and social well-being. So far the area has just generated a small amount of research in Social Work even though the users of the services are mutual with clients in social work services.The thesis has had an explorative approach that includes three sub studies and a variety of data sources and methods. The first study was a national survey in the Swedish context that identified 55 ongoing services. A selective sample of services was the setting for participant observations of the daily practice, and interviews with supervisors and participants. To study the participants perspective “go-along” interviewing where used as a complement to more traditional forms of data collection.Conclusions from the studies show that the three key elements, social context, where even animals play an important role, farm environment and farm based activities are important as resources in the daily practice from both supervisors’ and participants’ perspectives. The supervisors use the performativity of the farm-environment to provide support and the participants experience them as supportive, even though from their point of view the supervisor role is superior for their experience of sense of coherence in the context.

    • This thesis addresses the issue of standardization in social work. Standardization is a necessary and fascinating, though underestimated, phenomenon, which governs, regulates and calibrates social life. In Swedish social services, we have witnessed an increased use of top-down imposed manual-based tools for investigative and assessment work. In human service organisations, such as social services, this raises questions about social workers’ control in terms of how work should be executed as well as the implications of standardization for professional discretion. The aim of this thesis is to investigate and understand standardization as a phenomenon, focusing on its consequences for social work as a profession and a field of practice.The thesis consists of four papers investigating the implementation and execution of manual-based assessment tools (BBIC, FREDA and SARA) in social services. The empirical material is based on interviews with a total of 68 social workers, managers, politicians and officials as well as documents and observations of risk assessment events. Each paper results from the analysis of an exclusive data set, with the concepts used in the analysis coming from theories of professions and organisations.The results show that increased standardization is a way for social workers to seek legitimacy as well as to claim jurisdiction and increase professionalism. The execution of the tools in social work is conditioned by significant key implementation factors in organisational contexts as well as the compatibility between the construction of tools and users’ needs and expectations. Along with previous research and theory, the results from the four papers are used to develop a tentative taxonomy of different discretionary positions that social workers can take with regards to standards in their practice. Those positions illustrate that it is not straightforward how the increased standardization of investigative and assessment work will impact professional discretion. It is argued that a balance between standardization and professional discretion is possible.

    • This thesis is about assessments of young people in secure accommodations. Institutional assessments relate to the paradox in child welfare of combining control and care. The procedure raises questions about their implications for young people, their caseworkers and evolving care trajectories. Although institutional assessments of young people have a historical heritage, research about their implications is lacking. The aim of the thesis is to explore young people’s and their caseworkers’ experiences of assessments in secure accommodations and their implications for young people’s care trajectories. Methods used are primarily repeated interviews with 16 young people during a period of two years and one interview with their caseworkers. Surveys about 85 youths, participatory observations and written assessments are also included. This thesis takes an interactionist approach and the material has been analysed with the main concept of care trajectory along with the concepts of self-presentation, total institution, institutional identity and texts as coordinators.The results are presented in four papers. The concluding analysis shows that assessments in secure accommodations can be divided into three elements: the practice, the text and the placement. These three elements have different implications for the young people and the caseworkers. For the young people the practice and the placement converge into an assessment universe that, with the text, intensifies their shaping of self-identity. The young people’s experiences are characterised by lack of control over their self-presentations, the present and the future. For the caseworkers, the practice has implications for their understanding of the young people’s individual troubles, the text for negotiating with other actors and the placement in their efforts to achieve change in the young people’s troublesome situations. The assessments’ implications for stability and foreseeability in the young people’s further care trajectories are limited. Moreover, the procedure of assessing young people in itself contains instability through involving several professionals in different parts of the assessment and decision-making process. Despite lack of stability, the thesis reveals that some young people experience the assessment as a place for self-development and where the course of the care trajectory changes to the better.

  • Relationen styrning och utvärdering : Hur en europeisk utvärderingsidé översätts i Sverige

    • Evaluation is an institutionalized practice in the western public sector with several applications and uses. At the same time, the effectiveness and use of evaluation is seldom demonstrated. This evaluation paradox is due to the fact that evaluation is constrained and shaped in relation to, among others, a political context.  In this dissertation, the political context is examined from the assumption that governance shapes evaluation. The aim is to analyze the relationship between governance and evaluation, by studying the translation (i.e. inter­pretation) of the European Union evaluation approach ongoing evaluation in Sweden, in the context of Cohesion policy 2007-2013, which in Sweden aims at reinforcing competitiveness and employment. The relation­ship is examined through documents and interviews on a European union and a Swedish level, and in the translation process in between. With key concepts such as steering logics, participatory evaluation and translation through framing, the formation of evaluation in relation to governance has been mapped. This is particularly interesting in Sweden where the approach puts forth ideals of learning and interaction that seem to depart from ongoing evaluation.   Results show that governance cannot fully explain the shape of evaluation. Instead, Swedish agencies and other implementing actors have promoted their evaluation norms while at the same time fulfilling the Swedish ministries’ learning frame. It is an actor perspective comple­menting the relation­­ship between gover­nance and evaluation previously presented. The evaluation approach in Sweden has been translated to a practical participatory evaluation approach within a larger group of collabora­tive inquiry.In conclusion, evaluation on both levels has functioned as a relatively un­critical supportive resource for decision making within predetermined boundaries, more connected to the object of evaluation than to a larger gover­nance context. Evaluation in Sweden is being separated from questions of accounta­bility, and participation in evaluation is for goal fulfillment rather than for critical examination of basic assumptions underpinning projects and programs. Results made possible through the lens of trans­lation show that the Swedish approach was made possible by the vague borders of the field of evaluation, the rhetorical use of evaluation terminology in translation, skilled institutional entrepreneurs using legitimizing strategies, and the framing by the Commission and state ministries that opens up for national variation.

    • This thesis describes and analyses in three substudies how home-based measures for children are expanding and why an open care idea are established as part of the Swedish child welfare. The first substudy describes the national increment of what today can be considered as a treatment policy – non-institutional care in child welfare. The results are analysed with Kingdon's agenda setting theory and shows that the factors of what Kingdon describes as problems-, politics- and policyflow influenced the national increment. Significant mechanisms have primarily been, the profession, the society's concerns for socially disadvantaged children, negative experiences of institutionalisation and a political position to deinstitutionalise all care. The second substudy focuses on how knowledge and research contributes to ideological, professional, and organizational change in child welfare by analysis of Research & Developments reports and articles from the professional journal Socionomen. Based on the neo-institutional concepts of organisational fields and isoformism the study's results shows that a consequence of adaptation strategies and "rationalized myths" are a number of similarities in how home-based measures are organized and which measures that are used. The third substudy, a case study, analyses how we can understand a local development of ideas in social services for children with concepts from neo institutional theory. Interviews and municipal documents are analysed and shows that the local translation of an open care idea is characterized by discretion, personal preferences and action and affects the choice of method and organization. The study also shows a political mistrust of institutional care while there is at the same time political confidence in the individual social worker's ability to find solutions that allow non-institutional measures to be an alternative to institutional care.An overall conclusion of the thesis is that there is now a treatment policy in social services for the children, which involves extensive efforts at home and it has led to that more children receive support from social services. One result of non-institutional care increment is that it led to increased costs for municipalities for intervention for children and young people when out-of-home care has not decreased. Another general conclusion is that translation and adaptation of ideas to local contexts is something that generally fits street-level bureaucrats need for discretion.

    • The dissertation is about people with serious functional impairments who receive support pursuant to the Swedish LSS – the Act Concerning Support and Service for Persons with Certain Functional Impairments. LSS gives compensatory support, so that a person can enjoy the right to live a life like anyone else. The user’s right to influence and self-determination is emphasized in the Act.The overall aim of the dissertation is to describe and analyse conditions, possibilities, and limitations to influence and self-determination for people receiving LSS support. The investigation includes two interview studies. One is a study of influence and self-determination in everyday life with personal assistance. The other study focuses on people receiving some form of LSS service in combination with having a limited guardian.The thesis shows that LSS can be understood on a general level as a judicial recognition of the group’s right to support for citizenship on individual terms. In many cases LSS service give the user influence and self-determination in everyday life. The interaction between the user and the supporting persons are crucial. If it involves mutual recognition of equality and recognition of difference – the right to be compensated for restricted abilities – then the user can act autonomously. The study deals with power and recognition as essential aspects. The analysis shows that recognition and power together contribute to an understanding of the complex situation that users of LSS measures have in their day-to-day lives. The intention behind the care is to ensure the user’s best interest. Relations and encounters around the user are affected by pastoral power with a caring purpose where support and control are interwoven. Mis-directed recognition is perceived as an infringement of integrity. The dilemma is that care that aims for something good without recognition reduces the user to an object and disrespect. The studies reveal a tension between the ideal of influence and self-determination as ”subject of rights” and the user’s everyday life. Personal assistance can be designed to contribute to achieving the intentions. Among many people receiving LSS support and having a legal guardian, the personal influence and self-determination are not distinct and guardianship is unclear. Relations are characterized by dilemmas concerning the preferential right of interpretation. The individuals are seen as “objects of care” by others. Influence and self-determination depend on a fundamental recognition of the user as subject with a need for individually adapted care. This means the right to be and act as a “subject of care”. Recognition, relations and power are keys to influence and self-determination in LSS.

    • The dissertation deals with an inquiry concerning how the transformation of community work can be understood from a comparative perspective within the framework of social work in Scandinavia. Community work is examined by means of two main studies: an international literature review and an empirical study in four Nordic countries (Denmark, Finland, Norway and Sweden). The transformation is discussed in the light of theories of modernisation and discourse analysis. The results propose that the transformation is characterised by differentiation, both divergence and convergence. The discourses are far from constant, while the practices seem to remain the same. There are surprisingly many similarities between settlement work and contemporary community strategies across the globe. Since the 1980´s, they have expanded rapidly because of the political and ideological changes within welfare states – towards decentralisation and devolution. The concept of community work has been replaced by a plurality of community-orientated concepts. Within social work, it has converged into community social work. The transformation of Nordic community work has also moved towards a national and local diversity. The Nordic countries share similar phases of transformation of community work, but also have traits of their own. In general, community work has been carried out as projects. Denmark is characterised as the promised land of projects, Finland as the community land of minimal number of projects, Norway as the land of co-ordinated projects, and Sweden as the land of structural project-ideology. The transformation has also resulted in a polarisation – an increased professionalisation in academic communities and deprofessionalisation in practice. A constant problem with community work is its temporary nature, due to dependence upon recurring projects. There is a great need for sector transcending and integrating research, knowledge and practice development within the area of community policy and practice, including community work.
