  • Between Law and Safety : Licensed Aircraft Maintenance Engineers and the Socio-professional Construction of Legality in European Civil Aviation

    • The survey and interview-based mixed methods research presented in this compilation dissertation explores how licensed aircraft maintenance engineers in Sweden, Norway and Portugal experience working under the vertical chain of hard and soft law that makes up the European Union regulation of this sector. By focusing on occurrence reporting and the certification and release of aircraft into service, as two regulated phenomena directly shaping the everyday working lives of these maintenance engineers, the research ultimately found that a sectorial legal consciousness emerged that is characterised by normative pluralism and a shared professional cultural allegiance to a norm of putting safety first. From a bottom-up perspective, this normative commitment to upholding “safety- first” was found to both compliment and conflict with top-down “law-first” understandings of compliance and non-compliance. Building on Ewick and Silbey’s critical and empirical approach to legal consciousness research, modulated derogation is a devised concept in this thesis that explains the prevalence of deviance in everyday work situations as a resistance against overly complex rules, and captures how these professionals displace law-first meanings of compliance by amending a compliance/non-compliance binary code to that of a safe/unsafe code which puts safety first. Key findings from the survey-based research show that differences emerged concerning how aircraft maintenance engineers in the three studied countries experience legal accountability when reporting occurrences and/or certifying the release of aircraft. It was also found that just culture, explored as a procedural justice-infused legal intervention, commonly enhances legitimacy among the LAMEs for the rules and authorities, and legal anxiety not found to significantly affect that relationship. Against the backdrop of a gap between hard law requirements and the soft law application of same in aircraft maintenance organisations, the uniformity and adequacy of European Union regulations for releasing aircraft into service was found to depend on where the hard law lands, by whom the soft is applied, and the extent to which competent authorities enforce both.

  • Simple Models for Complex Nonequilibrium Problems in Nanoscale Friction and Network Dynamics

    • This doctoral thesis investigates three different topics: How friction evolves in atomically thin layered materials (2D materials); How social dynamics can be used to model grand scale common-pool resource games; Benchmarking of various image reconstruction algorithms in atomic force microscopy experiments. While these topics are diverse, they share being complex out-of-equilibrium systems. Furthermore, our approach to these topics will be the same: using simple models to obtain qualitative information about a system's dynamics. In the case of atomically thin layered materials, we will be expanding on the influential Prandtl-Tomlinson model and obtain an improved model constituting a substantial improvement in the theoretical description of friction in these systems. In the context of social dynamics, we will introduce a novel model representing a new approach to consensus rates on social networks in relation to society spanning coordination problems. For the image reconstruction project, our ambition is to investigate a new method for recreating free-energy surfaces based on AFM experiment, however, for this project only preliminary results are included.

  • Geographies of eHealth: Studies of Healthcare at a Distance

    • This thesis examines the proliferation of healthcare services using information and communication technology to overcome spatial and temporal obstacles. These services are given such names as telemedicine and telecare, which are sometimes grouped together as telehealthcare under the umbrella term eHealth. My main argument is that a prevalent and overoptimistic rhetoric of how the possibilities of digitalization are expected to produce a homogenous and ubiquitous healthcare space conceals many of the spatiotemporal complexities involved in introducing telehealthcare and in the overall organizing of healthcare. To counteract such simplifications, I contend that we need a relational understanding of the technical and the geographical as always nested in the social and vice versa. With such an approach, it is arguably possible to begin to tease apart the many spatiotemporal entanglements of these innovations and to trace their political ramifications. This position is developed by integrating perspectives from science and technology studies with insights from human geography. The four constituent papers of this thesis pursue this argument in qualitatively grounded case studies of telehealthcare and its geographies. Paper I looks at various initiatives for fetal tele-ultrasonography, demonstrating that this practice cannot be reduced to a mere transparent relay for the speedy transmission of digital information across space and time. The paper investigates how its introduction could affect medical knowledge production, power hierarchies, and subject positions, for example, the status attributed to the fetal figure. Paper II traces Swedish transformations of telehealthcare. The use of telemedicine to reach those outside medicine’s range has arguably been accompanied by efforts to achieve intra-organizational streamlining via telemedicine. This process has continued with the emergence of telecare for personal use directed toward the overlapping groups of the elderly people and patients with chronic conditions. I contend that this shift can be understood through a geographical lens as attempts to save space and time by keeping as many patients as possible out of costly hospitalization and preventing them from engaging scarce specialist resources. Paper III compares four telemedicine projects in Sweden. In detailing how the purpose of practicing telemedicine differed between these projects in relation to, for example, the specifics of distance, care availability, and treated medical conditions, the paper demonstrates the existence of many versions of telemedicine. Whereas this fluidity could further the spread of telemedicine, it could also cause problems. To various actors wanting to use telemedicine in a homogenous and fixed way for national streamlining purposes, this diversity has generated confusion when they wished to align telemedicine in a preferred direction. The paper concludes that technology travels best when it can contain both fluid and fixed relationships. Paper IV argues that, whatever is claimed about creating a space- and time-independent healthcare by means of telehealthcare, the use of telecare to connect the standardized spaces of healthcare with the fluid everyday lives of elderly people and patients with chronic conditions actually works by unfolding new spaces of visibilities and establishing new temporalities as well. By investigating these spatiotemporalities, I demonstrate how these applications draw together discourses on individual freedom with medically derived algorithms and concerns about how to make best use of scarce healthcare resources.

  • Influential Moments in City Planning Meetings : A Study of Decision-Making Situations in a Jordanian Municipality

    • The shaping of a city and its future relates to official decisions made in city planning meetings, where daily planning matters and decision-making processes adapt to changing societal circumstances. The interest of this research lies in how planning is officially established, managed and practiced in the setting of a Jordanian city, and its local districts. This interest leads the research to observational studies of the mechanisms of municipal council meetings and of the institutional setting of official city planning. One important backdrop for this research are the conditions of the study context tied to rapid changes that have been made to planning objectives due to changing geo-political circumstances and large numbers of migrants. More directly, the research has the basic purpose of improving the understanding of the manifold aspects that surround and make up a decision process, by including actors or relations of various kinds that can have an influence on the procedures.Through participant observations and drawing on actor-network theory (ANT), this research looks closely into how decision-making agency can be both formally and informally delegated to human actions, to material objects, to technologies, and to the rules and modes of institutional ordering. These heterogeneous aspects are studied in relation to, but also derivedfrom, empirical investigations of the planning culture that, as I see it here, encompasses the norms, values, and historical significance that may influence and define how planning is practiced. I investigate the conditions on which the meeting – as the most common decision-making body – depends to proceed in normal and destabilised situations. The observations are presented as narratives that convey situations of destabilization that were observed and selected through applying a ‘lens of controversy’ as a methodological tool. The analytical discussions that follow these narratives bring new insights by reflecting on the observed meetings, actions, and institutional environments with the help of architecture- and design-oriented actor-network-theory and relational planning theory, as well as organisation theory, decision-making studies and meeting studies. The detailed and situated studies in this thesis focus on the important role of the material and spatial components of the planning setting. They also highlight the importance of the setting as a flexible network that supports decision-making processes with various types of delegation from inside and outside the meeting room. This has for instance led to views on the temporal territorial productions that are created in interaction with the setting of the planning institution. The results also highlight the heterogeneity of actors with influence, and how time-related features such as timeliness and durabilization in meetings can influence the decision-making process. The research concludes in elevating several networked mechanisms and principles of influence. Principles like ‘redundancy delegation’, ‘transistor tactics’ and ‘recovering destabilizations’, and concepts such as ‘temporal institutional territorialisation’, and ‘state of predisposition’ represent such significant figures of thought that are found to be of interest, and that could be given further attention in the theoretical as well as practical analysis of planning and planning settings. This research hopes also to contribute to discussions regarding how to cope with emergent situations using long- and short-term planning in the development of policies and means for future modes of planning.
