A longitudinal approach to social exclusion in Sweden

This thesis consists of four papers, and has as its central theme the accumulation of welfare problems and social exclusion. We use Swedish data and all analyses are based on individuals of working age. We perform longitudinal analyses to scrutinize the accumulation of disadvantages over the individual life courses as well as to detect the general trends in social exclusion occurrence in Swedish society during the past two decades. In Paper I, in an analysis of social exclusion among immigrants in Sweden, we find that immigrants suffer more often from social exclusion than native Swedes do. We also find that even if the accumulation of welfare problems is more common among immigrants than native Swedes, the connections between welfare disadvantages are stronger among Swedes. Furthermore, a logistic regression analysis revealed that time spent in Sweden decreases the risk of social exclusion among immigrants. However, even though we control for several demographic variables, human capital indicators and socio-economic class, the odds for social exclusion are still greater for immigrants than for native Swedes. Some form of discrimination can therefore not be excluded. Paper II is co-written with Björn Halleröd. This paper involves a longitudinal analysis of the accumulation of closely related welfare disadvantages, showing that the initial deprivation increases over time. Latent growth curve models reveal that a high initial deprivation is related to low socio-economic class and being single. It is also shown that a high initial deprivation decreases the probability of upward class-mobility as well as the probability of deprived singles becoming cohabiting. Moreover, a high initial deprivation increases the risk that couples will experience a household break-up. In Paper III, we perform a longitudinal analysis of social exclusion in Sweden during the period 1979-2003, in which several logistic regression models for panel data are fitted to our data. We find no support that immigrants have been better integrated into Swedish society over time from the perspective of social exclusion risk. Instead, there are weak signs that integration has become worse. We also find weak signs that the higher social exclusion risk that men have relative to women has decreased during the past two decades. Furthermore, comparing with couples without children, the odds for social exclusion among singles with children have increased and the odds for couples with children have decreased during the period 1979-2003. Paper IV utilizes latent class factor models to scrutinize the connections between welfare problems and a set of demographic variables, human capital indicators and socio-economic class. We find that welfare problems do cluster. Our results also support several of the findings in the previous paper. Family type, especially being single or living in a relationship, makes a clear difference in the propensity to accumulate welfare problems. Furthermore, immigrants characterize the factors with a high problem accumulation. Additionally, there is no general difference between the sexes in the problem accumulation itself, but experiences of threat or violence and having sleeping problems seem to be more often related to being a woman, whereas the lack of a close friend is most often related to being a man. To conclude, this thesis reveals several interesting facts concerning the accumulation of welfare problems and social exclusion in Sweden. Considering the implications for policy, the situations of immigrants and single parents need to be underlined. That is, the integration of immigrants should be given more emphasis and measures should be taken to support single parents as well as to promote a discussion on how to make relationships last.

Happy hour? Studies on well-being and time spent on paid and unpaid work

The present thesis focuses on causes and consequences of paid working hours and housework hours among women and men in Sweden and Europe. It consists of four studies. Study I investigates changes in the division of housework in Swedish couples when they become parents. The study shows that women adjust their housework hours to the number and age of children in the household, whereas men do not. Longer parental leave periods among fathers have the potential to counteract this change towards a more traditional division of housework. Study II explores the associations between psychological distress and paid working hours, housework hours and total role time in Sweden. The results suggest that women’s psychological distress decreases with increasing paid working hours and housework hours, but that a long total role time is associated with high levels of distress. The gender difference in time spent on housework accounts for 40 per cent of the gender difference in psychological distress. Study III asks whether hours spent on paid work and housework account for the European gender difference in well-being, and whether the associations between well-being and hours of paid work and housework is influenced by gender attitudes and social comparison. The results indicate that gender differences in time spent on paid work and housework account for a third of the gender difference in well-being. Gender attitudes and social comparison do not to any great extent influence the associations between well-being and paid work and housework, respectively. Study IV examines possible differences between European family policy models in the associations between well-being and hours of paid work and housework. Some model differences are found, and they are accounted for by experiences of work-family conflict among men, but not among women. For both women and men, work-family conflict appears to suppress positive aspects of paid working hours.

Family (versus) Policy : Combining Work and Care in Russia and Sweden

The twentieth century has witnessed a revolution in the ways in which the social division of labour is organised, and in terms of how waged work and caring for children are reconciled. This study explores family policy from the perspective of its capacity to manage the socio-economic risks emanating from combining the roles of breadwinner and caregiver which many parents are beginning to do in contemporary society. This study is focused on Russia and Sweden, countries which have a large share of their female population in the labour force and an institutionalised public policy directed towards meeting the challenges of childrearing in dual-earner families.In the first empirical stage of the study, I examine the establishment and development of family policies in these countries, and analyse their effects in terms of how they have attempted to reconcile the competing demands of work and family life in recent years, specifically, by focusing on three main components: parental leave regulations, the organisation of early childcare and education, and schemes of financial assistance and support for families with children (including their impact on poverty reduction, with the use of Luxemburg Income Survey data). The next stage, involved the exploration of the normative setting in which employment and parenting are realised. To do this I used survey data from the International Social Survey Programme (ISSP), and its modules on Family and Gender Roles. In the final stage, by conducting in-depth interviews with families in Stockholm and St. Petersburg I was able to examine how decisions about using the available public means of assistance and support are negotiated within households, and which factors, other than public policy, influence such decisions. The results of these three empirical parts are juxtaposed in order to establish the relation between official inputs into family policy and the complex picture of its outcome in the two countries.

Gender, Power and Post-Bureaucracy : Work Ideals in IT Consulting

This thesis deals with work environments defined as post-bureaucratic, and which are characterised by individualisation and a decrease in the employer's formal control. The study shows how the employees in such work contexts are both empowered and disciplined. The main questions concern to what extent power shifts in relations between the employer and the employees and between female and male employees are visible and how such potential power shifts manifest themselves. The primary analysis of this power shift focuses on post-bureaucratic work ideals. Work ideals prescribe the skills, competence, manner and qualities of the ideal worker. While bureaucratic work ideals have emphasised employees' rule-following and role adaptation, reflecting the employer's supervision and control over employees, the post-bureaucratic work ideal has been suggested to a shift in power and control that challenges the bureaucratic relationship between power and position. The study uses a narrative analysis to highlight post-bureaucratic work ideals through examining in depth how Swedish IT consultants constitute, and position themselves in relation to, the ideal IT consultant. Although the consultants present themselves as powerful and autonomous vis-à-vis their managers, they also appear highly controlled by the system of consulting, by customer relations and by a work environment restricted by economic, individualised rationality. They also portray themselves as powerless in relation to threats of being made unemployed. Notwithstanding the supposed feminisation of a post-bureaucratic work ideal characterised by social competence, this study also shows that the work ideal that is rewarded in post-bureaucracy is not a feminine ideal. Although alleged to be gender-neutral, it is concluded that the idealised character of IT consulting is a gendered construction that gives precedence to hegemonic masculinity, and subordinates traditional feminine qualities, thereby reproducing gendred power relations.

Carers in the Welfare State : On Informal Care and Support for Carers in Sweden

The general aim of this dissertation is to describe and analyse patterns of informal care and support for carers in Sweden. One specific aim is to study patterns of informal care from a broad population perspective in terms of types of care and types of carer. A typology of four different care categories based on what carers do revealed that women were much more likely than men to be involved at the ‘heavy end’ of caring, i.e. providing personal care in combination with a variety of other caring tasks. Men were more likely than women to provide some kind of practical help (Study I).Another aim is to investigate which support services are received by which types of informal caregiver. Relatively few informal caregivers in any care category were found to be receiving any kind of support from municipalities or voluntary organizations, for example training or financial assistance (Study II).The same study also examines which kinds of help care recipients receive in addition to that provided by informal carers. It appears that people in receipt of personal care from an informal caregiver quite often also receive help from the public care system, in this case mostly municipal services. However, the majority of those receiving personal, informal care did not receive any help from the public care system or from voluntary organizations or for-profit agencies (Study II).The empirical material in studies I and II comprises survey data from telephone interviews with a random sample of residents in the County of Stockholm aged between 18 and 84.In a number of countries there is a growing interest among social scientists and social policymakers in examining the types of support services that might be needed by people who provide informal care for older people and others. A further aim of the present dissertation is therefore to describe and analyse the carer support that is provided by municipalities and voluntary organizations in Sweden. The dissertation examines whether this support is aimed directly or indirectly at caregivers and discusses whether the Swedish government’s special financial investment in help for carers actually led to any changes in the support provided by municipalities and voluntary organisations. The main types of carer support offered by the municipalities were payment for care-giving, relief services and day care. The chief forms of carer support provided by the voluntary organizations were support groups, training groups, and a number of services aimed primarily at the elderly care recipients (Study III).Patterns of change in municipal carer support could be discerned fairly soon. The Swedish government’s special allocation to municipalities and voluntary organisations appears to have led to an increase in the number of municipalities providing direct support for carers, such as training, information material and professional caregiver consultants. On the other hand, only minor changes could be discerned in the pattern of carer support services provided by the voluntary organizations. This demonstrates stability and the relatively low impact that policy initiatives seem to have on voluntary organizations as providers (Study IV).In studies III and IV the empirical material consists of survey data from mail questionnaires sent to municipalities and voluntary organizations in the County of Stockholm.In the fields of social planning and social work there appears to be a need to clarify the aims of support services for informal carers. Should the support be direct or indirect? Should it be used to supplement or substitute caregivers? In this process of reappraisal it will be important to take the needs of both caregivers and care recipients into account when developing existing and new forms of support. How informal caregivers and care recipients interact with the care system as a whole is undeniably a fertile field for further research.

On Interpersonal Violence in Russia in the Present and the Past : A Sociological Study

For much of the twentieth century researchers in the West knew little about the phenomenon of interpersonal violence in Russia as the Soviet authorities kept the vital and criminal justice statistics of violence secret. It was not until the Soviet Union was in its final death throes that these statistics were officially released for the first time in over fifty years. They showed that at least in terms of its level of lethal violence, Russia was one of the most violent countries in the industrialized world. Since that time, the sharp rise in violent mortality that has occurred in post-Soviet Russia during the transition period has attracted the attention of many researchers in both the East and West. The studies that have resulted have done much to enhance our understanding of violence in contemporary Russia. However, there are still many questions to be answered. For example, was Russia a violent country in much earlier periods of its history and are there particular social and/or cultural processes that have been important in explaining the occurrence of violence in Russia across time?To address these and other questions I have made use of the vital statistics data of homicide from tsarist and Soviet Russia, as well as individual-level survey data on violence from the contemporary period. By doing this it has been possible to show that there was a high level of lethal interpersonal violence in Russia throughout those periods of the twentieth century for which data exist and that Soviet Russia became comparatively more violent between the end of the tsarist and Soviet periods. Moreover, alcohol seems to have played an extremely important role in the occurrence of both lethal and non-lethal violence across time. In relation to this, I have focused on the particular drinking culture in Russia as a possible explanatory mechanism for the occurrence of violence, in conjunction with the Russian state’s dependence on the taxable revenue alcohol generated – which in both tsarist and Soviet Russia prevented any prolonged attempts to act against the deleterious effects of alcohol. The high level of violence in Russian society also highlights the problems that the Russian authorities had when trying to impose order on a geographically vast and ethnically diverse country. This might explain why even by the end of the Soviet period, rates of lethal violence were highest in those places (i.e. Siberia and rural Russia more generally) where the state’s presence is likely to have been at its weakest.The consequences of interpersonal violence have become a serious public health issue in contemporary Russia. The lesson that ‘might makes right’ seems to be learnt at an early age by some men who may subsequently model their behaviour on what they have witnessed in their childhood homes, with alcohol acting to facilitate the occurrence of violence in some instances. Any attempt to address the issue of violence in Russia must therefore focus on the specifics of the Russian drinking culture, as it is likely that if this can be changed, a reduction in levels of serious interpersonal injury can also be achieved. However, it may be the case, that it is not only changes in the drinking culture which are necessary, but also perhaps, the way in which violence is seen in Russian society traditionally, both by the state and its citizens – as a means of resolving both relatively minor and more intractable problems.

Bullying and social objectives : A study of prerequisites for success in Swedish schools

This thesis examines the relationship between organizations structure, culture and leadership. The specific organization that has been studied is Swedish secondary schools. The Swedish schools have a divided task, first to develop the students academic skills and secondly to develop the students socially and civically. This thesis has its interest on the schools social environment with special interest focused on questions regarding bullying and insulting behaviour. The data that has been used consists of interviews and questionnaires with students, teachers and principals in 24 Swedish schools that have been studied in a larger study. This work is a part of a project called Structure, Culture and Leadership – prerequisites for successful schools?. The 24 schools that took part in the SCL study were divided in to four different groups depending on how well they are succeeding in reaching the social and academic objectives formulated in the steering documents. The main result show that principals that succeed to align structure and culture in relation to both the social and academic objectives are the ones that can be perceived as successful. It is these schools that have the lowest level of bullying and the highest grades. The principal takes social responsibility and takes questions in relation to bullying and insulting behaviour seriously. By doing that the principal can communicate the seriousness of the topic in order to develop awareness within the organization and a preventive work can therefore be possible. In schools that work with the students’ ability to be participative seems to develop the students both socially and academically.

The care of children : A cross-national comparison of parents’ expectations and experiences

As a point of departure, this thesis is motivated by the big changes which have taken place in most Western European countries since the 1970s, with an increase in female labour market participation and, to some extent, men’s increased share of the domestic work. There is also a debate as to whether France, having a fairly extensive family support,should be categorised as closer to the Scandinavian countries or together with countries with more restrictive family policy such as Italy and Germany, and thus belonging to the conservative regime cluster as defined by Gösta Esping-Andersen. The major topic of this thesis concerns what expectations parents have on childcare and how they experience the combination of care of children and participation in paid work. Two studies, based on quantitative macro-data, analyse and compare differences in primarily women’s employment in relation to family policy measures. The studies concern in addition to France and Sweden, also Denmark, Germany and the United Kingdom. The results indicate that the extensive family support system brings France closer to the Scandinavian countries. However, results based on 80 interviews made with 40 French and 40 Swedish families in the three following studies indicate that this may not be the case concerning factors like attitudes and values about the care of children and the reconciliation of work and family. Results indicate that values expressed in the French families point to a strong connection with values significant for countries in the conservative regime cluster. Major findings are that in the reconciliation of work and family, Swedes experience role stress more than French people, and in particular Swedish fathers. In France, on the other hand, mothers strongly express a feeling of dissatisfaction with their partner’s lack of participation in the household work. Regarding the attitudes to the paid parental leave (allocation parentale d’éducation- APE), French families’ arguments reflect that the policy does not promote fathers’ use of paid parental leave, and French mothers more than Swedish mothers refer to the weaker labour market situation as a reason for their use of the leave. Concerning expectations on childcare, French families more than Swedish families stress the importance of ‘upbringing,’ ‘learning’ and ‘socialisation,’ whereas Swedish families emphasise ‘pedagogy’ and that the staff recognises the individual child.
