  • This thesis deals with the rise, during the first half of this century, of the centrally organized co-operation between the principal actors on the Swedish labour market - Landsorganisationen, LO (The Swedish Trade Union Confederation) and Svenska Arbetsgivareforeningen, SAF ( The Swedish Employers' Confederation). This cooperation forms the core of what has later been called "The Swedish Model" - a partly formalized partly informal "constitution" regulating the relations between Labour, Capital and Government in Sweden. The formal startingpoint was Saltsjöbadsavtalet (The Agreement of Saltsjöbaden) in 1938 setting down general rules for co-operation and for modes of peaceful conflict resolution. It was followed, up to the early 50's, by a number of subsequent agreements regulating special questions. Crucial steps towards "The Swedish Model" were taken in the 1920's, following the increased strength of the Labour Movement and the high level of industrial conflict. Government interventions and the threat of such interventions were essential to the formation process. The basic condition of "The Swedish Model" was, as is shown in the thesis, the bridging of conflicting interests in view of a common interpretion of the conditions of fast industrial growth, particularly with regard to the paramount importance of technical rationalization. A vital part of the deal that made organized Labour whole-heartedly in favour of fast technical rationalization in industry, was a fundamental change in Government labour policy whereby the State accepted principal responsibility for compensating Labour for the adverse effects of efficiency programs. The successive rise of general economic growth as an overarching national goal provided formulas for harmonizing the potentially conflicting values of social justice and competitive efficiency in industrial relations. Until disintegrating forces set in during the 1970's "The Swedish Model" acted as a successful constitutional frame for fast and peaceful economic growth in Sweden.The book is a detailed study of the formation of "The Swedish Model" based on unique access to the central archives of both W and SAF permitting the use of a host of novel data on the precise nature and causes of the evolving cooperative pattern. It provides of a comprenhensive view of what actually formed the content and ground for centralized co-operation. The formation process and the social, economic and political conditions guiding its path is examined for the first half of the century, concentrating on the key developments in the 1930s and 40s.
