EU-lid tegen wil en dank? Zweden en de Europese integratie

• Anna Michalski offers a long-term perspective on the position of Sweden vis-à-vis the European Communities and, later on, the European Union, labelling the country a reluctant European. She sets out to analyse the Swedish debate by focusing on the role of Sweden in the European Economic Area, the referendum on EU membership in November 1994, the Swedish Presidency in the first half of 2001, and finally the recent referendum on the introduction of the Euro on 14 September of this year. By looking at these defining events, paradoxes and contradictions in Sweden's relationship to European integration emerge. The negative outcome of the latest referendum has made the adoption of the Euro an impossible prospect in the foreseeable future. The social democratic government's long-standing reluctance to fully embrace the significance of European integration and to avoid issues of constitional, institutional and democratic character has become a hall-mark of the Swedish debate on the EU. This time this attitude has backfired, but these deep questions will not go away with the Euro-referendum since they constitute the essence of the constitutional settlement that is now debated in the IGC and elsewhere in Europe.
