What kind of power? European Union enlargement and beyond

• The foreign policy of the European Union challenges many traditional assumptions in terms of foreign policy actorness and power. This has spurred a lively academic debate about the nature and significance of European power. Enlargement is widely seen as the most important foreign policy instrument of the EU. This chapter examines the EU's attempt at milieu-shaping European order through its enlargement and neighborhood policies.
