- Leadership is widely seen as a condition for the EU being able to act, to achieve its aims, and to have an impact on some of the critical issues in the European neighbourhood. While academic debates about the nature of European power in the neighbourhood have been subject to much debate, the concept of leadership has received scant attention in academic analysis. The aim of this chapter is to address this lacuna. The chapter is organized in five main parts. The first provides a general overview of the academic debates on Europe as a power and highlights the assumptions of leadership implicit in this literature. The second part distinguishes four ways in which the concept of leadership tends to be discussed in the academic literature on the ENP. The third part defines leadership as a social role between leaders and followers, while the fourth part discusses leadership performance. The chapter concludes on the contested idea of European leadership in the ENP.
