Nordic environmental policy in transition: Ecological modernisation and beyond

• This chapter seeks to provide an overview of developments in the environmental policies of the Nordic countries. It focuses on the implications of past environmental policies for the possibilities of changing course in Nordic environmental policy and on the question whether this change will be in the direction of ‘superenvironmentalism’ or ‘ecological modernisation’, or some other model. The allocation of authority in environmental matters was structured in accordance with the dominant patterns of central/local administration and power distribution. As environmental research produced new results, the intricate and complex interrelationships between society and the natural environment became known. The chapter deals with the interplay between existing institutions and the forces trying to change policy courses, for example political parties, administrative bodies, and organised interests. It argues that the Nordic responses to the ecological challenge would be capacity dependent, knowledge based, and consensus oriented. © Marko Joas and Ann-Sofie Hermanson 1999, collection as a whole.
