    • As China's military muscle -particularly its naval power - strengthens rapidly even to challenge the existing US dominance in the Asia Pacific, the region is increasingly marked with disputes and political instability, especially in the recent maritime disputes in the South- and East China Sea and the Yellow Sea. China's firm support of North Korea's attacks against South Korea in Cheonan and Yeonpyeong incidents might trigger resumption of the Korean War yet to end, or a prelude to a new Cold War. Also, by abusing its rapidly growing economic and military power, Hu Jintao's China is assuming a highly aggressive stance to its neighboring countries geopolitically important to China, who are rich in natural resources yet politically vulnerable, such as North Korea and Myanmar. If Japan's Manchukuo policy in the 1930s is interpreted as (1) a large investment in economic infrastructure for extracting natural resources, (2) military interventions for protecting economic interests, and (3) social-political absorption by means of a puppet government, China's current strategy toward its neighboring countries can be well explained with such a historical model. It has similar effects in terms of incremental and discreet expansion of its strategic front initially disguised as investment for industrial infrastructure or ”economic cooperation”. This indicates that China is a new imperial power, notwithstanding its rhetoric of ”peaceful rise” or ”peaceful development”.

    • Scholars have long studied Western imperialism through the prism of pre-World War I literature and journalism. Characterizing this literature as Orientalist has become programmatic and predictable. The sometimes rigid analysis of this literature often misses, however, the contested dynamics within. This is especially the case with analyses of Ottoman contributions to the rise of a Western colonialist ethos – orientalism, imperialism, and racism – reflecting the political, structural, and economic changes that directly impacted the world. Essentially, colonial pretensions – servicing the ambitions of European imperialism at the expense of peoples in the ‘Orient’ – were articulated at a time when patriotic Ottomans, among others, were pushing back against colonialism. This article explores the possibility that such a response, usefully framed as Ottomanism, contributed regularly to the way peoples interacted in the larger context of a contentious exchange between rival imperialist projects. What is different here is that some articulations of Ottomanism were proactive rather than reactive. In turn, some of the Orientalism that has become synonymous with studies about the relationship between Europe, the Americas, and the peoples “East of the Urals” may have been a response to these Ottomanist gestures.

As argued, it is crucial to reflect moreclosely on the manner Eurasian agents securedtheir initial foothold in the Western Indian Oceanworld by way of such alliances. By the time Ottoman surrogates like Muhammad Ali and crewslinked to venture capitalists in London establisheda presence in the Red Sea, the political orientations of a growing set of new political-spiritualmovements were on the rise. The subsequentadaptations by Ottoman and British officerswould directly impact how their respectiveempires evolved over the following nineteenthand twentieth centuries.

    • In this special issue, we reflect on the relations between energy systems and imperialism via multiple expressions: the role of oil in international relations, the global economy, and the post-colonial world; the problem of waste created by the oil industry; the relations between capitalism and imperialism, and the role of the energy industry in fuelling these structures and these relations since the second wave of European colonisation. Through the adoption of a multidisciplinary and comparative perspective across different periods and geographical areas, we deconstruct the mythology of oil imperialism to highlight the nodes in which energy systems have an actual influence on the course of history, and on the shaping of societies.

    • Dramatically escalating prices of raw materials, driven by rapid industrialisation in China and other countries of the global South as well as by looming world shortages, had for the few years preceding the financial meltdown and global recession of 2009 promoted a new scramble for Africa’s natural resources. It signalled a brisk turnaround in prospects for what The Economist had dubbed the ‘hopeless continent’ as recently as 1999. However, while average growth rates across the continent have increased, the implications for Africa’s development were and remain at best dubious.In this important volume, the new scramble for Africa is placed in the historical context of imperialism and the contributors show important continuities with the original nineteenth-century scramble. However, while the previous scramble was between major European powers, today the continent provides a battleground for competition between the US, the European Union, China and other emerging players such as India and South Africa.This book raises significant general questions relating to the nature of emerging global competition between the US and China; the centrality of the struggle for oil and minerals and resulting militarisation; the international battle to capture Africa’s markets; the marginalisation of African capitalism; and the ambiguous benefits that investment and production by multinational companies bring to African communities. Arguing that exploitation of the continent by comprador African elites remains central, the book concludes by raising important questions about the prospects for development in Africa.
