Who moves and who gains from internal migration in Egypt?: Evidence from two waves of a labor market panel survey

- In recent decades, Egypt has experienced rapid internal migration movements triggered by urbanization, socioeconomic development, and environmental changes. From a literature perspective, few scholarly studies have empirically examined the drivers and welfare impacts of internal migration in Egypt, despite the increasing recognition of its inextricably links to urban sustainability. The present study utilized data from two waves of an Egyptian Labor Market Panel Survey (ELMPS) conducted in 2012 and 2018 and consisting of 63,909 observations to examine factors that determine internal migration decisions and their subsequent welfare effects. The results of the two-stage Heckman selection model indicate that both the determinants of internal migration decisions and welfare outcomes differ appreciably depending on migration stream as well as the socioeconomic characteristics of the migrants. In particular, females were found to be more likely to migrate from rural to urban areas, lending support to the growing literature on the “feminization of migration” in developing countries. The OLS regression results, after correcting for self-selection, make a strong case for the positive welfare gains from internal migration in Egypt. Specially, we found that the welfare gains for older and female migrants are much higher than other age and gender groups. A comparison of the welfare effects between different migration streams shows that all migratory movements were associated with positive and statistically significant welfare gains, except for rural-to-urban migration that was surprisingly found to be associated with significant welfare loss for the migrants. Urban-to-urban migration was found to have the strongest welfare enhancing effects on all migrant groups. The empirical findings underline a number of research and policy implications for a sustainable management of internal migration in Egypt and other countries with similar internal migration trends.

COVID-19 risk perception and public compliance with preventive measures : Evidence from a multi-wave household survey in the MENA region

- This study investigates the association between individuals’ concern about contracting COVID-19 and their compliance with recommended preventive and mitigation measures, namely wearing face masks, maintaining social distancing and handwashing, in the context of the Middle East and North Africa (MENA) region. The empirical analysis is based on a panel dataset from the Combined COVID-19 MENA Monitor Household Survey, which was carried out in Jordan, Morocco, Sudan, Tunisia and Egypt. Applying a probit estimation technique, a positive and statistically significant association was found between the level of COVID-19 worries and individuals’ compliance with the mitigation measures. Notably, the results revealed that this association followed a “first-up-then-down” trend, showing that compliance with the three mitigation measures rose as individuals’ worries about contracting the virus increased, and then markedly decreased after they had been infected. Socio-demographic characteristics contributing to lower levels of compliance included being male, being over 60, having lower levels of education and having a lower household income. A cross-country analysis revealed remarkable differences between the five countries, with the strongest association between COVID-19 concerns and adherence to mitigation measures observed in Tunisia and Sudan, and the weakest association seen in Jordan and Morocco. Policy implications are outlined for effective risk communication and management during disease outbreaks and public health emergencies to encourage appropriate public health behaviours.

- As a policy field largely characterised by handbooks and manuals, gender and Security Sector Reform (SSR) has been insufficiently studied and analysed. Analytical discussion of what gendering SSRmeans is quite rare, as is the study of the already gendered nature of the security institutions that are the subject of intervention. This policy dialogue unpacks aspects of the discourses and practices regarding gender and SSR. It highlights limitations and problems both in the conceptualisation of gender and its incorporation into practical SSR work. The publication also demonstrates how researchers and policymakers often have divergent views of what gendering SSR means. Finally, it calls for closer and more constructive dialogue between researchers and practitioners, a dialogue which acknowledges the conditions and constraints in these two spheres of work.

- Based on original interview material, this article addresses the organization of unofficial economic activities within the Congolese (Democratic Republic of the Congo) police force. In contrast to dominant assumptions in security sector reform discourses in the Democratic Republic of the Congo, in which property violations tend to be portrayed as disorganized, ad-hoc activities, following from irregular and insufficient salaries, the article shows how property violations are highly organized with large portions flowing upward in the chain of command. However, the article also argues for the need to go beyond one-dimensional notions of “unrestrained predation” and simplistic dichotomies between civilians (victims) and police/military (predators). Furthermore, it argues for a more contextual analysis in which the core security sector institutions are situated more firmly in the political and economic context in which they operate.

- This report, the first in Sida’s gender-based violence series, draws on an original case study, including extensive interviews with members of thearmed forces in the Democratic Republic of Congo (DRC). By critically exploring and convincingly challenging existing stereotypes and narratives about sexual violence in conflict settings, the authors reveal the need for a nuanced understanding of SGBV, including its invisible victims. Their analysis transcends reductionist explanations that separate SGBV from other forms of violence that afflict war-torn societies, and haunt post-war contexts. They thus provide invaluable insights into the complex circumstances in which SGBV occurs.

- This article explores how the protection of civilians is being militarized by African policymakers and diplomats. I draw on practice approaches to analyze what social groups are doing when they claim to “protect civilians.” I show how innovative protection mechanisms can be seen as a function of officials and diplomats coping with the changing circumstances of increasingly militarized politics in Africa. Specifically, accountability mechanisms for unintended and intended civilian harm by African security operations have originated in connection with this development. I argue that these are results of anchoring practices, which means that everyday informal interactions in one context become linked to another context. I argue that these emerging accountability mechanisms represent a new combination of practices, with the potential of changing the routine activities and mutual learning between policymakers and diplomats.

- Non-technical summary: We summarize some of the past year's most important findings within climate change-related research. New research has improved our understanding about the remaining options to achieve the Paris Agreement goals, through overcoming political barriers to carbon pricing, taking into account non-CO2 factors, a well-designed implementation of demand-side and nature-based solutions, resilience building of ecosystems and the recognition that climate change mitigation costs can be justified by benefits to the health of humans and nature alone. We consider new insights about what to expect if we fail to include a new dimension of fire extremes and the prospect of cascading climate tipping elements.Technical summary: A synthesis is made of 10 topics within climate research, where there have been significant advances since January 2020. The insights are based on input from an international open call with broad disciplinary scope. Findings include: (1) the options to still keep global warming below 1.5 °C; (2) the impact of non-CO2 factors in global warming; (3) a new dimension of fire extremes forced by climate change; (4) the increasing pressure on interconnected climate tipping elements; (5) the dimensions of climate justice; (6) political challenges impeding the effectiveness of carbon pricing; (7) demand-side solutions as vehicles of climate mitigation; (8) the potentials and caveats of nature-based solutions; (9) how building resilience of marine ecosystems is possible; and (10) that the costs of climate change mitigation policies can be more than justified by the benefits to the health of humans and nature.Social media summary: How do we limit global warming to 1.5 °C and why is it crucial? - The Nordic Africa Institute, the Dag Hammarskjöld Foundation and the Norwegian Institute for International Affairs hosted a seminar in Uppsala, Sweden, on 15 and 16 December 2011, that brought together AU, EU and UN officials closely involved in peace operations in Africa. The seminar’s purpose was to allow participants to compare their experiences of the different support models that have been used to date in Sudan and Somalia. International support for African peace operations provides opportunities but also poses challenges. This report examines four of these challenges in some detail: the AU Commission’s limited capacity to plan and manage peace operations; insufficient political engagement by African member states with AU peace operations; the short-termism and self-interest of some of the AU’s partners; and the need for UN Security Council permanent members to value and ensure a shared AU-UN strategic vision. The report also includes policy recommendations for resolving these challenges.
