Standardhöjning eller underhåll? Deltagande och hållbarhet i renoveringar av hyresbostäder

- Rapporten redovisar resultaten från ett forskningsprojekt som studerat och analyserat hyresgästers deltagande i renoveringar av hyreshus, byggda huvudsakligen under perioden 1960 – 1975. Projektets syfte har varit att undersöka om, i vilken utsträckning och hur, hyresgästers inflytande påverkar hur renoveringar uppfyller de hållbarhetsmål som anges under rubriken Hållbara städer och samhällen på Agenda 2030. Vi har specifikt intresserat oss för två aspekter i delmål 11. För det första gäller det ambitionen att skapa en inkluderande och hållbar urbanisering och en deltagandebaserad, integrerad och hållbar planering och förvaltning av bostäder. För det andra gäller det målet att skapa ekonomiskt överkomliga bostäder för alla. Med denna utgångspunkt ställer vi frågor om 1) hur hyresgäster bjuds in till dialoger i renoveringsprocesser, och i vilken mån detta inbegriper konflikter mellan olika intressenter, 2) hur hyresgäster självorganiserar för att påverka renoveringar och hur relationen ser ut mellan denna självorganisering och den av fastighetsägaren organiserade dialogen, 3) vad hyresgästerna önskar ha inflytande över, och vilket inflytande de får rent faktiskt, samt 4) hur dialogen och självorganiseringen påverkar uppmärksammandet och hanterandet av social, ekologisk och ekonomisk hållbarhet i renoveringen. Vi lägger i rapporten vikt vid politisk styrning och förändringar på bostadspolitikens och stadsutvecklingens område eftersom ett övergripande resultat är att samråd och hyresgästers möjligheter till inflytande vid renoveringar är kraftigt begränsade och att detta till väsentliga delar är en effekt av strukturella villkor. Det gäller framför allt de villkor som ges av de förändringar av den nationella bostadspolitiken som ägt rum sedan 1990-talet. En viktig slutsats med avseende på deltagande i renovering är att hyresgästers självorganisering avsevärt förbättrar möjligheterna till inflytande över renoveringsprocessen. Framför allt har vi sett ett inflytande som resulterat i: 1) mindre omfattande renovering och därmed lägre hyreshöjning; 2) införande av olika renoverings- (och därmed hyres-) nivåer, 3) intrappning av den nya hyran samt 4) påverkan på utformningen av förändringar på fasader och gårdar. Med avseende på hållbarhet betonar vi att tidsperspektiven måste vara tydliga – hur länge och för vem ska något vara hållbart? Vidare måste maktrelationer explicitgöras och balanseras – vem kan ha inflytande på boendesituationen, och vilka perspektiv och kunskaper avgör vad som anses hållbart?

Climate action in a globalizing World: Comparative Perspectives on Environmental Movements in the Global North

- The existence and urgency of global climate change is a matter of scientific consensus. Yet the global politics of climate change have been anything but consensual. In this context, a wave of global climate activism has emerged in the last decade in response to the perceived failure of the political negotiations. Drawing on over 100 interviews that have been conducted with key activists representing a total of 70 organizations, this book provides a unique comparative study of environmental movements in USA, Japan, Denmark, Japan and Sweden, analyzing their interaction with the international climate institutions of the United Nations, with national governments, and with currents in the global climate movement. It documents how and why the movement evolved between the Copenhagen Summit of 2009 and the Paris Summit of 2015, altering its strategies and tactics while attracting new actors to the issue area. Further, it demonstrates how the development of global environmental networks has increased contact between environmental movements in the Global North and those from the Global South, resulting in the establishment of ‘climate justice’ as a political cause and unifying frame for global climate activism.

- Africa is the name of a continent. Africa is also the name of a political idea. A large group of people, living in different places around the world, feel that they belong to an African cultural community. During the modern era, millions of people have been forced to leave the continent due to slavery, poverty or political oppression. They have carried cultural forms with them that have influenced societies all over the world. What the texts in this book have in common is that they all relate to Africa as a continent, as an idea or as a cultural identity. Historical perspectives on slavery, colonialism and anti-colonialism, as well as contemporary perspectives on cultural fusion and diaspora, open up some of the horizons of our globalized world. The book is a collaboration project between The Museum of World Culture and Museion at Göteborg University, connected to the exhibition Horizons: Voices From a Global Africa. In order to base exhibitions on the most current research, the Museum has invited researchers to produce background material and to write original texts which are presented in this book.
