- The spatial distribution of human capital plays a fundamental role for regional differences in economic growth and welfare. This paper examines how individual ability indicated by the grade point average (GPA), from comprehensive school, affects the probability of migration among young university graduates in Sweden. Using detailed micro data available from the Swedish population registers, the study examines two cohorts of individuals who enrol in tertiary education. The results indicate that individual abilities reflected by the GPA are strongly influential when it comes to completing a university degree and for the migration decision after graduation. Moreover, there is a positive relationship between the GPA and the choice of migrating from regions with a relatively low tax base and a relatively small share of highly educated people in the population. Analogously, individuals with a high GPA tend to stay at a higher rate in more flourishing regions.

I rapporten analyserar forskarna förutsättningarna för att nå god kvalitet och effektivt resursutnyttjande vid marknadsliknande lösningar i äldreomsorgen. Baserunning - analyzing the sensitivity and economies of scale of the Swedish national freight model system using stochastic production-consumption-matrices

- The purpose of the paper is to analyze how sensitive the Swedish national freight model system Samgods is to uncertainties in its production-consumption matrices (PC-matrices). This is done by studying how sensitive outputs from one of its key component, the logistics model, are to changes in the PC-matrices. This paper is, to our knowledge, the first attempt to analyze the sensitivity and economies of scale of a national freight transport model using Monte Carlo simulation. The results indicate that the logistics model is able to find new logistics solutions when larger demand volumes are assumed. Freight volumes are calculated to shift to sea transport. If the transport volume increases with one percent, the logistics cost per tonne is on average reduced by about 0.5 percent. Part of the cost reduction comes from increased consolidation of shipments due to larger transport volumes. There is also a positive correlation between total transport demand and the load factor for heavier lorries, trains and larger ships. Without empirical data and further analysis it is difficult to assess the estimated strength of the effect. Furthermore, the analysis indicates that it might be possible to reduce runtimes by removing small transport flows from the PC-matrices without affecting aggregate results too much.

'Waiting for the other shoe to drop' : waiting for health care and duration of sick leave

- This paper uses a labor supply model that incorporates waiting for health care to derive an empirical specification for sick leave and to estimate the impact of waiting for health care on the duration of sick leave. In the estimations, we use the 2002 sample of the RFV-LS register database, supplemented with information from questionnaires. The results indicate that almost all waiting for health care variables have a statistically significant positive impact on the duration of sick leave, and did not induce substantial changes on the impact of traditional variables of the labor supply model.

Regional sorting of human capital : the choice of location among young adults in Sweden

- Migration rates are highest among young adults, especially students, and their location choices affect the regional distribution of human capital, growth and local public sector budgets. Using Swedish register data on young adults, the choice of whether to enroll in education and the choice of location are estimated jointly. The results indicate a systematic selection into investment in further education based on school grades and associated preferences for locations with higher per capita tax bases. For students, the estimates indicate lower preferences for locations with higher shares of older people. The importance of family networks for the choice of location is confirmed.

Choice and Competition in the Welfare State : Home Care as the Ideal Quasi-market

- We study a reform by which a standardized model of choice and competition was introduced in tax-financed home care in a majority of Swedish municipalities. The market for home care is of particular interest since it is close to the ideal quasi-market. For identification, we exploit the different timing of reform implementation across municipalities. We find that the introduction of free choice and free entry in home care increased perceived quality by about one quarter of a standard deviation without affecting costs. Since satisfaction is unrelated to the private market share, the underlying mechanism seems to be new choice opportunities rather than competition or an advantage of private providers.

- We investigate the changes under small perturbations of the canonical structure information for a system pencil (A B C D) − s (E 0 0 0), det(E) ≠ 0, associated with a (generalized) linear time-invariant state-space system. The equivalence class of the pencil is taken with respect to feedback-injection equivalence transformation. The results allow to track possible changes under small perturbations of important linear system characteristics.

- Matlab functions to work with the canonical structures for congru-ence and *congruence of matrices, and for congruence of symmetricand skew-symmetric matrix pencils are presented. A user can providethe canonical structure objects or create (random) matrix examplesetups with a desired canonical information, and compute the codi-mensions of the corresponding orbits: if the structural information(the canonical form) of a matrix or a matrix pencil is known it isused for the codimension computations, otherwise they are computednumerically. Some auxiliary functions are provided too. All thesefunctions extend the Matrix Canonical Structure Toolbox.
