- Cold war - friendly rhetoric?In October 1961 Finland received a diplomatic note from the Soviet government that called for military consultations according to the FCMA-treaty[1]. This note added to the tense relationship between the Great Powers and gave rise to questions about Finland’s position and neutrality-policy. Finnish president Urho Kekkonen gave several speeches during the Note Crisis. In this article four of them are analysed with a focus on how he, by concentrating on virtues like friendship, trust and neutrality, managed to re-achieve Finland’s trustworthiness.
