  • Implementing Plant Health Regulations with Focus on Invasive Forest Pests and Pathogens : Examples from Swedish Forest Nurseries
  • 2018
  • In: The Human Dimensions of Forest and Tree Health. - Cham : Palgrave Macmillan. - 9783319769554 - 9783319769561 ; , s. 193-210
  • Book chapter (peer-reviewed)abstract
    • International trade and climate change have increased the movement potential for invasive alien species (IAS), including invasive pests and pathogens (IPPs), to the point where biological invasions are considered one of the major threats to biodiversity. However, practical implementation of plant health with regard to IAS and IPPs is difficult: regulative responsibilities are commonly spread across different authorities, and resources on the ground are often limited. Based on a legislative and literature review and semi-structured qualitative interviews (N = 7), the present study examines the possibilities and potential risks of monitoring and detection of forest invasive species in Sweden, with a particular focus on forest plant nurseries. The study thus adds practical implementation aspects concerning possibilities to limit the spread of invasive species in the plant trade.

  • Lessons from Thailand and Australia on the Diffusion of Anti-IUU Fishing Trade Policy
  • 2023
  • In: EU Trade-Related Measures against Illegal Fishing : Policy Diffusion and Effectiveness in Thailand and Australia. - 9781032283418 ; , s. 61-81
  • Book chapter (peer-reviewed)abstract
    • This book presents a study of the effects of the policy on non-EU countries’ efforts to control IUU fishing. Discursive analysis of Thailand and Australia as receivers of EU anti-IUU fisheries trade policy provides understanding towards the makeup, trajectory and outcomes of the spread of EU IUU policy. The two previous chapters have provided in-depth accounts based on primary data of Thailand and Australia. These chapters answer two core questions: ‘to what extent will trade-based measures successfully spread to other countries?' and ‘what are some of the processes involved in adopting such an approach?' In this chapter, we draw on policy diffusion and policy translation literature to explore the two cases together. Our analysis shows that while Thailand’s experiences of the EU’s anti-IUU trade regulation can be characterised as a coercive type of policy diffusion, with implications for the ways the policy has taken shape on the ground, Australia’s a potential as a ‘receiver’ of policy diffusion is through learning or emulation mechanisms. We conclude that the Thai and Australian cases support strands of the policy diffusion literature that emphasise that policies travel for normative and politically driven reasons, and not only as a rational, technocratic uptake of evidence-based best practice.

  • Reindeer husbandry vs. wind energy: analysis of the Pauträsk and Norrbäck court decisions in Sweden
  • 2022
  • In: Indigenous Peoples, Natural Resources and Governance : Agencies and Interactions. - London : Routledge. - 9780367674151 ; , s. 39-58
  • Book chapter (peer-reviewed)abstract
    • In 2019, the Land and Environmental Court of Appeal, Sweden’s highest court in environmental matters, authorized the establishment of two wind energy projects in the Norrbäck and Pauträsk areas on the winter grazing lands of Vapsten sameby in northern Sweden. These decisions overturned previous court rulings that rejected the two wind energy projects due to the expected impacts on nature and cultural values, and because the projects were seen to harm the interests of reindeer husbandry. In the analysis of these two legal cases, we seek to understand and explain the judicial conflicts between Sámi samebyar and wind energy developers. Based on the interpretation of the court decisions, we focus on the main features of the courts’ reasoning and examine how the courts have assessed the impact of wind turbines on reindeer husbandry. This chapter thus explains the main factors that have influenced and limited the court decisions and also concludes that these court decisions have failed to guarantee the right of the Sámi Indigenous people to practice sustainable reindeer husbandry in Sweden.
