- The international community has in recent decades supported the installment of formal regulations and institutions for monitoring, control, and surveillance to decrease illegal, unreported, and unregulated fishing in African nations. Yet, few studies have investigated the effectiveness of these reforms. By conducting a systematic comparison of the enforcement of fisheries regulations in five Southern African Development Community (SADC) countries, we illustrate how the effectiveness of international agreements and regional commitments are fundamentally conditioned by national capacities. The empirical investigation also provides some tentative insights into the general dynamic process and mechanisms through which this can be understood.

Resilience revisited: taking institutional theory seriously

- Resilience thinking has in recent decades emerged as a key perspective within research and policy focusing on sustainable development and the global environmental challenges of today. Originating from ecology, the concept has gained a reputation far beyond its original disciplinary borders and now plays a key role in the study and practice of environmental governance in general. Although I fully support the interdisciplinary ambitions of resilience thinking, I argue that if the resulting scholarly insights and policy advice are to be of any true added value, resilience thinking should take existing social scientific advances more seriously. In particular, I argue that resilience thinking does not give sufficient recognition to the already existing accounts of, for example, institutional change trajectories, the dynamics of path dependence, the distributional character of institutions, or the fundamental political determinants and drivers of institutional design and diversity. A resilience theory truly recognizing social scientific advances in these areas, however, has substantial chances of truly furthering our understanding of and practical abilities in facing the fundamental environmental challenges of today. Thirsting for Credible Commitments. How Secure Land Tenure Affects Access to Drinking Water in sub-Saharan Africa

- Abstract The argument developed in this dissertation contends that access to drinking water is closely related to the institutional arrangements under which land is managed. However, while previous research goes astray in definitional debates over which form of land tenure – customary systems, state control, or private titles – best promotes increased water coverage levels, the argument here is that to be truly secure and stimulate citizen investments – in for example water infrastructure, wells, and housing – land tenure needs the backing of a credible governmental commitment. The empirical investigation – a large-n quantitative assessment and a small-n comparative analysis of tenure legislation and policies in twelve sub-Saharan African countries – illustrates that there is an unambiguous link between high water coverage levels and credible governmental commitments to protect citizen property rights to land. The result indicate that in order to increase our understanding of why some countries have more secure property rights and thus higher water coverage levels than others, we more explicitly need to focus on the role of the government in making property rights to land secure. More specifically, the commitment argument developed and tested in this doctoral dissertation shows that if land tenure is to have a positive impact on investments and water coverage levels, the government must enter into a self-enforcing agreement that makes it credibly committed not to confiscate all the wealth or produce of its citizens. The analysis shows that this can be accomplished by establishing a cooperative history of play through adopting anti-eviction laws, by refraining from forced evictions, and by engaging in a consultation process. In addition, a cooperative history of play should be complemented by a tying of the grabbing hand through the devolution of land management responsibilities to lower levels. Such a commitment is clearly associated with higher water coverage levels, and thus constitutes an important step towards reaching the Millennium Development Goal number seven aimed to cut the proportion of people without access to drinking water in half by 2015.
