  • Immigration, Social Cohesion, and the Welfare State : Studies on Ethnic Diversity in Germany and Sweden

    • Can social cohesion and solidarity persist in the face of large-scale migration? One particularly contentious hypothesis states that native majorities will be unwilling to support the provision of government-funded welfare to those whom they do not consider to be part of their own sociocultural ingroup, especially when sociocultural or ethnic otherness and socioeconomic disadvantage overlap. Consequently, majorities’ willingness to accept disadvantaged immigrant groups as legitimate and trusted members of the welfare community is central to the social cohesion of societies diversifying through migration.The dissertation consists of a comprehensive summary, followed by four original studies addressing the interplay between migration-induced diversity and social cohesion through the lens of majority attitudes and the micro and macro contexts within which they are embedded. The studies focus on Sweden and Germany, two European societies that host strong welfare states and large immigrant populations. Together, they seek to answer two central questions:First, does social distance between native-born citizens and immigrants lead the former to withdraw support from all redistributive policies, or are some types of welfare more affected than others? Second, how does the migration-induced diversification of societies come to matter for majority attitudes toward the welfare state and, as they are closely related, for majority attitudes toward the trustworthiness of others?Looking at the case of Germany, Study 1 shows that the conflict between diversity and welfare solidarity is not expressed in a general majority opposition to welfare, but rather in an opposition to government assistance benefiting immigrants – a phenomenon sometimes referred to as welfare chauvinism.Study 2 turns to the case of Sweden and investigates three pathways into welfare chauvinism: via the first-hand experience of immigrant unemployment and putative welfare receipt in the neighborhood context; via exposure to immigrant competition at the workplace; and via negative prejudice against immigrants. We find that the direct observation of immigrant unemployment in the neighborhood increases natives’ preference for spending on other Swedes over spending on immigrants, while competition with immigrants at the workplace does not.Using the same Swedish data, Study 3 hypothesizes that ethnically diverse workplaces imply trust-fostering inter-group contact. Yet, like in Study 2, we find a negative relationship between majority Swedes’ exposure to certain immigrant groups in the neighborhood and their trust in neighbors, while diverse workplaces neither seem to increase trust nor to affect the negative neighborhood-level association.Both Studies 2 and 3 show that negative attitudes toward immigrants increase welfare chauvinism and lower trust, even disregarding majority Swedes’ actual experience of immigrant presence or unemployment. Study 4 thus turns to a social force outside the realm of first-hand experience and explores German online news media debates on the welfare deservingness of various sociodemographic groups – among them, immigrants (as refugees in particular). However, rather than observing the persistent and particular stigmatization of immigrants as undeserving recipients or untrustworthy abusers of welfare, we find much more nuanced descriptions in our vast corpus of news stories.

  • Choice as governance in community mental health services

    • In 2009, the Act on Freedom of Choice Systems (SFS 2008:962) wasestablished in Sweden, and this enabled municipalities to organise services aschoice models. This thesis describes and analyses the implementation of afreedom of choice system within community mental health services. Daycentre services were in focus, and a case study was conducted of a majormunicipality that sought to be a “world-class city” in regard to citizens’ choice.The experiences of policy makers, managers, professionals, and participantswere explored in interviews, and documents on a national, municipal, and citydistrict level, as well as homepages of providers of community mental healthservices, were all part of the study and were analysed using content-analysismethods.The results showed that the freedom of choice system aimed for two objectives– improvements at the individual level and financial efficiency. In practice,financial efficiency was experienced as the main objective. Increased varietyof services was aimed for by the competitive model, but such variety was notobserved. Instead, services tended to be more similar than specialised.Concerning new providers, they were characterised as committedprofessionals running companies with strained economies. Participantsaffected by the reform expressed anxiety and worries due to theunpredictability and uncertainty embedded in the competitive choice model.Choice within the system concerned where to go, whereas participantsemphasised a wish to be able to influence the choice aspects of who carriedout the service and how much time to attend the services.The conclusion was that the freedom of choice system was implemented as atechnology of governance to increase financial efficiency of services.Individual choice was not experienced as increased in any aspect except forthe choice of where to go. Instead, freedom of choice actually appeared todecrease due to standardisation and hierarchical structures. Aspects that werefound to be relevant when designing freedom of choice systems aiming toincrease individual freedom of choice were to address predictability andcontinuity, to address sustainable financial premises, to analyse the predictedimpact of administrative systems that are to be used, and to avoid the use of“hidden goals” in the policy-making process.

  • Tillsyn i teori och praktik : om statlig styrning och kontroll av socialtjänstens individ- och familjeomsorg

    • The aim of this thesis is to deepen the understanding about the function of control in the inspection process and to increase the knowledge about the legitimacy and impact from inspection on different types of social and welfare services. In the thesis the form and legitimacy of the inspection process are studied in two types of social services in Sweden: a less complex service where the task to investigate and make decisions about social care dominates (IAD), and a more complex service where the task to provide treatment interventions dominates (TI). The data consists of policy documents, inspection reports, casefile documentation, and interviews with inspectors, politicians, managers and social workers. The inspection process is discussed in relation to theories about control systems and legitimacy processes. Inspection is a policy instrument whose standards are derived from legislations and where those subject to the inspection are obliged to meet the demands made by the inspectorates. This form of disciplinary control has been questioned given that its complexity makes it hard to regulate the practice of social work through detailed rules. By including a less disciplinary form of control the instrument’s ability to impact on more complex aspects of social services are expected to increase. The results show a difference in how the inspection process is set up in the two types of services. In the IAD services the process takes the form of a disciplinary control system, whereas the process in TI services initially takes the form of a non-disciplinary system. In spite of the differences observed in the initial stages of the process, the results show that the judgments of inspectors in both types of services are almost exclusively based on information about concrete and detailed aspects. This entails that the judgements of inspectors in both types of services mostly take the form of statements on simple observable and concrete conditions, whereas judgments about more complex aspects are rarely made. The study also shows that although the propriety and relevance of the inspectors’ judgements are questioned more in TI organisations inspections seem to have greater validity and impact on TI than on IAD organisations. The results of the thesis point to two explanations. One explanation is that the costs of dealing with the problems underlying the identified deficiencies are lower for TI than IAD organisations. This in turn leads to greater acceptance of carrying out the proposed measures in TI than in IAD organisations. Another possible explanation is that the potential sanctions are greater for TI than IAD organisations.

  • The spatial manifestation of inequality : residential segregation in Sweden and its causes

    • The thesis examines the relationship between income inequality and residential segregation in Swedish cities. In recent years, in Sweden, much attention has been given to the direction of causality from residential segregation to income inequality. Residential segregation is considered to lead to a differentiation of opportunities between neighbourhoods and, therefore, to be a contributing factor to or even a major cause of income inequality in cities. The thesis focuses on the opposite direction of causality, from income inequality to residential segregation. In fact, residential segregation can also be seen as the spatial manifestation of existing disparities in income distribution, since residential location choices are always (although not exclusively) made within a predetermined framework of economic constraints.Specifically, two research questions are addressed in this thesis. What institutional factors, in the Swedish context, favour the transformation of the social divide between specific population subgroups into a spatial divide between those groups? To what extent and in what ways does income inequality contribute to the development of residential segregation in Swedish cities?The first part of the thesis explains why Swedish cities are characterized by higher levels of residential segregation than cities of other countries characterized by higher levels of income inequality. The historical and comparative analyses developed in the first two studies indicate that it is not so much the magnitude of immigration that accounts for this difference between Swedish cities and their more unequal counterparts in other countries but, rather, the institutional factors influencing the modes of incorporation of immigrants into cities.The second part of the thesis analyses how, in recent decades, the increase in income inequality has influenced residential segregation patterns in Malmö and in the three major Swedish metropolitan areas. The third and the fourth study show that, during the studied period, the widening of income disparities between neighbourhoods mirrored the general upward trend in income inequality in the population. The growth of the immigrant population contributed only slightly to this trend and income inequality was primarily driven by changes in the distribution of market incomes. During the late study period, however, income sorting processes have played a steadily more important role in contributing to economic residential segregation. Therefore, neighbourhood-based urban policies have not succeeded to reverse, or even just impede, the trend towards an increased spatial clustering of poverty and wealth in Swedish cities.

  • Maybe Baby? : Reproductive Behaviour, Fertility Intentions, and Family Policies in Post-communist Countries, with a Special Focus on Ukraine

    • This thesis studies different aspects of reproductive behaviour on the international, national, and local levels in post-communist countries. The main focus is Ukraine, where fertility rates are very low and the population is in severe decline. The studies contribute new knowledge about the applicability of a family policy typology developed on the basis of Western countries’ experience for post-communist countries, and about the influence of family policies on fertility levels in these countries. Moreover, the studies investigate whether and how macro-level influences impact on individuals’ reproductive behaviour. Four articles are included in the thesis:Family policies in Ukraine and Russia in comparative perspective analyses the institutional set-up of family policies in both countries and compares the findings to 31 other countries. The results show that Ukrainian family policies support a male-breadwinner type of family, while the benefit levels of Russian family policies are low, compelling families to rely on relatives or the childcare market.Family policies and fertility - Examining the link between family policy institutions and fertility rates in 33 countries 1995-2010 comparatively explores whether family policies have an effect on fertility rates across the case-countries. Pooled time-series regression analysis demonstrates that gender-egalitarian family policies are connected to higher fertility rates, but that this effect is smaller at higher rates of female labour force participation.To have or not to have a child? Perceived constraints on childbearing in a lowest-low fertility context investigates the influence of the perception of postmodern values, childcare availability and environmental pollution on individuals’ fertility intentions in a city in Eastern Ukraine. It is shown that women who already have a child perceive environmental pollution as a constraint on their fertility intentions.Prevalence and correlates of the use of contraceptive methods by women in Ukraine in 1999 and 2007 examines changes in the prevalence and the correlates of the use of contraceptive methods. The use of modern contraceptive methods increased during the period and the use of traditional methods decreased, while the overall prevalence did not change. Higher exposure to messages about family planning in the media is correlated with the use of modern contraceptive methods.

    • Den här avhandlingen handlar om ungdomar i samhäilsvård och deras livsberättelser, om erfarenheter av att växa upp under kaotiska livsvillkor som karaktäriseras av psykiska problem, trasiga relationer, och andra fotmer av social utsatthet. Syftet är att undersöka hur ungdomar som är placerade i samhällsvård använder sina erfarenheteter för att skapa mening och sammanhang kring sig själva och sina liv. Genom att fokusera på röster, interaktioner och emotioner synliggörs livsvillkor samtidigt som kunskapen om ungdomar i samhällsvård och deras livserfarenheter fördjupas. Ungdomarnas berättelser analyseras i relation till identitet, relationer och emotioner, och framtiden. Avhandlingen tar avstamp i en interaktionistisk och erfarenhetsorienterad ansats, som ger ontologiskt företräde åt den tolkande, meningsskapande, kännande och betiittande individen och individens upplevelse av den sociala verkligheten. Avhandlingen bygger på empiriskt material insamlat genom semistrukturerade livsberättelseintervjuer på fyra samhällsvårdande institutioner. Sammanlagt genomfördes 20 enskilda imervjuer med 13 deltagare, sex tjejer och sju killar i åldrarna 13-21. Analysen har fokuserat på tolkningar av interaktioner som berättelsernas grundläggande byggstenar, vilka på olika sätt spelat en viktig roll i berättarnas syn på sig själva i relation till en bredare social kontext. Analysen visar hur erfatenheter kopplade till problem och avvikelser görs till dominerande erfarenheter genom vilka berättarna förstår sig själva och sina liv. Dessa berättelsers övergripande funktion är att skapa ordning som väger upp mot den sociala oordning som berättarna på ett existentiellt plan upplever att de befinner sig i och behöver förklara och motivera. Resultaten tyder på att tillvaron i institutionell kontext tenderar all förstärka synen på en själv och ens liv som problematiskt och avvikande. Detta ses som en inbyggd motsättning i den problemhmterancle verksamhet vars övergripa nde syfte är att kompensera for och "arbeta bort" problem. Analysen visar att tillvaron i en institutionell kontext istället förstärker orinteringen mot erfarenheter av problematisk karaktär. Andra resultat är att berättelser om relationer får sin huvudsakliga karaktäristik från negativa, emotionella erfarenheter, vilket pekar på vikten av att etablera tillitsfulla relationer i utformningen av hjälpinsatser. Slutligen, berättelser om framtida planer och förväntningar handlar i huvudsak om anpassning till traditionella normer. Livet efter samhällsvården handlar om att passa in i vad som definierns som samtidens vedertagna syn på normalitet och ordning.

    • This thesis analyzes how ethnicity is accomplished in the work of Swedish police officers. It draws on ethnographic data from participant observations and field interviews in Malmö and its theoretical framework is primarily based on ethnomethodology. Police officers – and others in their environment – are found to employ ethnicity and invoke it into interactions in a variety of ways: 1) redefining police-citizen interactions in friendly directions, 2) ethnic profiling, 3) strengthening police control over citizens, 4) questioning police legitimacy, 5) offering accounts for deviant behavior, 6) creating in-group solidarity among police officers by way of distancing oneself from norms of “anti-racist political correctness”. These and other uses of ethnicity vary between the ‘frontstage’, where police officers encounter other people, and the ‘backstage’, where police officers interact with their peers. Police officers treat ethnicity with a great deal of sensitivity in the frontstage region, but they speak more freely about it, and adopt an ironic attitude towards “political correctness”, in the back stage region. Ethnicity is found to hold a certain form of social tension that requires the participants of a police interaction to manage and respond to it, sometimes in a postponed fashion where events are discussed at a later time. The study also highlights ethnicity’s place within police culture and police organization in a more general sense. The police adopt a social code that the study calls “ironic knighthood”, where they maintain various heraldic, authoritative and militaristic aspects of their culture and organization but add a humorous and ironic twist. Actively using ethnicity is integral to the interests and incentives of this code. It is argued that ethnicity cannot be removed from the everyday practices of the police, and that a more viable goal of a critical sociology is to seek to carefully describe ethnified police practices so that they can be reflected upon, problematized and developed.

  • Child Psychiatric Patients Affected by Intimate Partner Violence and Child Abuse – Disclosure, Prevalence and Consequences

    • The overall aims of this thesis were (1) to document the prevalence of child abuse and exposure to intimate partner violence (IPV) among child and adolescent mental health care (CAM) patients, (2) to study the clinicians’ attitudes towards asking routinely about IPV, (3) to compare psychiatric symptoms between patients with (a) experience of family violence (child abuse and/or exposure to IPV) (b) experience of violence outside the family and (c) patients with no such experiences, and (4) compare psychiatric symptoms between patients who had both witnessed IPV and been subjected to child abuse with those either subjected to child abuse or those who had witnessed IPV, but not both. An additional aim in study IV was to explore the importance of concordance/discordance between children’s and parents’ reports of occurrence of IPV. Data for the studies were collected among 9- to 17-year-old patients, their parents, and clinicians (psychologists, social workers and nurses) in an outpatient CAM unit. Study I showed that routine questions identified many more IPV cases than expected from the known prevalence rate on the unit. Routine questions about IPV were difficult to implement, however. In study II clinicians were interviewed about their difficulties in asking routine questions about IPV using a written questionnaire. Their responses showed that they were anxious about damaging their relationship with the parent, anxious about putting the mother in danger of recurrent IPV and self-critical about their performance in this area. The questionnaire facilitates gathering information through asking routine questions about IPV as a matter of routine, but its implementation requires management support and family intakes complemented by meetings in private. In study III almost half of the consecutively enrolled patients reported exposure to family violence. Patients exposed to family violence in combination with exposure to violence outside the family had more general self-reported symptoms and more peer-problems and were more often assigned a PTSD diagnosis than those not exposed to violence either in or outside the family. Family violence was rated more negatively than exposure to violence outside the family. Patients affected by violence both in and outside the family rated the impact of violence more negatively than those affected by family violence only. The results indicate that experiences of violence outside the family are important to consider when assessing patients exposed to family violence. In study IV 14% of the patients reported abuse only, 14% reported exposure to IPV only, and 22% reported both (were doubly exposed). Patients exposed to IPV only or to child abuse only did not differ on psychiatric symptoms or diagnoses, with each other, or with patients with no such violent experiences. The doubly exposed patients, in contrast, had more self-reported general problems and conduct symptoms and rated the impact of those events as more negative than patients who were exposed only to IPV or to child abuse and patients with no experiences of violence. Doubly exposed patients were also more often assigned a diagnosis of PTSD compared to those abused only or exposed to IPV only. The negative impact of the events post trauma was rated as more severe when children and parents agreed on IPV. Children who reported IPV when their parent did not were more often assigned a mood disorder diagnosis. The results are discussed and implications for clinicians in CAM are offered.

  • Graffitins spänningsfält. En studie av graffitikultur och interventioner på en lokal arena

    • The overall aim of the thesis is to explore and analyse graffiti in a translocal context, by asking questions about the actors' view on activity, meaning and interaction. The study has been located to a physical place, Jönköping, where actors with different interest perform graffiti-related activity. The study is based on qualitative data where participant observation and interviews form the two main methods. The study also utilizes other materials, such as newspaper articles and municipal documents. Central for the theoretical orientation is that empirical data has been collected that is first-hand information on how the actors themselves find meaning in graffiti. This implies a constructivist perspective on knowledge where meaning shifts depending on whose perspective is analysed. Theoretically, the study also is linked to Becker and his arguments that research in deviance must take notice of the interaction between actors who are perceived to deviate and those actors who respond to the deviant group.The actors consist of two main groups; graffiti writers and interveners. Graffiti writers mainly consist of young men who describe themselves as belonging to a global graffiti culture. The word “interveners” has bee selected as a generic name for actors who are involved in graffiti issues due to professional duties. Similar to the graffiti writers' interveners find the meaning in graffiti by actively select information from an “outside”, which corresponds with their professional commitment. The analysis links different approaches to perspectives of combating crime, confirming art and caring for the young men's socialisation. From those different understandings, three parallel patterns of interaction are observed. Interaction developed around graffiti as a crime has elements of a battle situation. From the graffiti writers' perspective, this fight is important when designing the local scene as an integral part of a global graffiti context. At the same time there are disadvantages managing an enemy. On a personal level, individual graffiti writers have to make an estimate how graffiti writing will affect life in the long term. Interaction developed around graffiti as an art form unites graffiti writers and interveners in an ideological consensus where graffiti can be seen as an art form that adds creative qualities to urban space. One significant difference is that the graffiti writers find the local arena as an important place. This local orientation is not necessary when actors from a cultural sector put attention on graffiti. Youth workers way of caring for graffiti writers follows a tradition of social work. This approach focuses the graffiti writers themselves and how to redirect them to accepted forms of artistic expression. The youth workers have good potential to make contact, but it seems difficult to establish long-term relations because graffiti writers themselves do not find it necessary to formalize graffiti as a scheduled activity.A conclusion made is that there is something locked up about graffiti issues because actors see graffiti from their "own" perspective, and at the same time they remain critical of alternative approaches. Somewhat contradictory to an interaction structured around distinctive perceptions, the study shows that actors express uncertainty about what they are doing. Such critical self-reflections seem to be perceived as personal objections and are not shared with others. This, together with the fact that interest in graffiti comes and goes in waves, adds ambivalence to the conflictual field of graffiti. The thesis ends with a hypothetical discussion of how the conflict level could change if graffiti would be met with a differentiated policy.

  • L’ordine sociale a tavola : L’interazione tra genitori e figli in famiglie italiane e svedesi

    • This dissertation examines mealtime conversations between parents and children in eight Swedish and eight Italian middle class, dual-earner households, exploring the ways in which children are engaged in the cooperative construction of social order. The study is part of an international project (cf. Aronsson & Pontecorvo, 2002), coordinated with prior work in the US (cf. Ochs & Kremer-Sadlik, 2013).Study I explores how children’s accounts work during family dinner conversations. So called proto-accounts (laments, multiple repeats, want-statements) and varied verbal accounts are analyzed in relation to age class or prior language socialization experiences.Study II focuses on the use of endearment terms in directive sequences between parents and children. The findings show an asymmetrical distribution of endearment terms, in that only parents make use of them when interactional problems – children’s non-compliance with parental requests in particular – arise.  Study III examines the ways in which Italian parents deploy the discourse marker dai (‘come on’) in directive sequences. This is a flexible linguistic resource that is employed by parents as a cajoling token when children fail to comply with parental requests, hindering the advancement of the in-progress activity.This thesis describes family mealtimes as parent-directed activities where sociality, morality and local understandings of the world (Ochs & Shohet, 2006) are collaboratively re-created and enacted. This confirms the crucial role of everyday family meals as rich cultural sites (Ochs & Shohet, 2006) for reasserting moral attitudes of the family: participants learn moment by moment how to be competent actors that are able to choose between alternative courses of action and that can therefore be held accountable for their actions (Bergmann, 1998: 284). From this point of view, a dinner is paradigmatic of the deep moral sense that permeates the making of a family.
