    • Droughts can affect people’s political trust positively, through rallying effects, or negatively, through blame attribution. We examine how drought conditions affect political trust in the context of Africa. We link high-precision exogenous climate data to survey respondents, 2002–2018, and report moderate negative effects of drought conditions on people’s trust in their president. These negative effects increase with the severity of drought conditions. The political economy of favoritism, where some regions are preferentially treated by rulers, should result in heterogeneous effects across territories. We find that trust increases in capital regions and in leader birth regions during dry conditions. In contrast, when droughts take place in such regions, trust levels fall in other regions. This is in line with the idea that capital regions and leader birth regions could be preferentially treated in the aftermath of droughts. Understanding these processes further is important given their salience because of global warming.

  • What do Citizens think about Redistribution and Aid within the EU? Description and Highlights of a Pan European Citizen Survey on Public Support for Cohesion Policy

    • This paper introduces the main findings and methodology of a new large-scale pan European survey capturing citizens’ support for EUs efforts to reduce inequality between richer and poorer regions in Europe, cohesion policy. Despite that cohesion policy currently constitutes the 2nd largest budget item of the European Union, we know surprisingly little on about the level of public support for such redistribution. This major data collection effort was aimed at enhancing our understanding of citizen knowledge, attitudes and experience with Cohesion policy, along with potential determinants –both original to the project and others drawn from the literature –that are associated with support (or lack thereof) for the policy. In all, 17,147 interviews were carried out in 15 EU member states, which represent 85% of the total EU28 population. The results contribute towards a better understanding of some of the factors that may ultimately determine the level of redistribution and inequality in Europe, such as identification with Europe, utilitarian (self-interest) factors, political party support, and perceptions of the quality of government and corruption at regional, country, and EU level.

  • Marketization and the Quality of Residential Elderly Care in Sweden

    • Against a backdrop of increased levels of marketization of welfare services in OECD countries, this article aims to shed light on the separate effects of private ownership and competition on service quality. Using residential elderly care in Sweden as our case, we leverage unique panel data of ownership and competition against a set of indicators, pertaining to the structure, process and outcome dimensions of care quality. The main finding of our analyses is that competition does surprisingly little for quality: private entrepreneurs perform neither better nor worse under stiff competition and the quality of care is approximately the same in those nursing homes that are exposed to competition from private actors as in those that are not.

  • Taxation and Government Quality: The Size, the Shape, or just Europe 300 Years Ago?

    • Based on historical research, focusing mainly on early-modern Europe, it is assumed that taxation functions as a booster of state capacity and Quality of Government (QoG). The presence of this relationship for modern-day developing states is however heavily contested. This paper analyzes the relationship in a sub-Saharan context. By using new taxation data, which disaggregates resource income from other types of taxation (drawn from African Economic Outlook [2010]) we can with greater specificity dissect the different effects of different types of taxation. Through a multivariate regression analysis the paper shows that taxation, and in particular direct and indirect taxation, as a share of GDP seems to be associated with higher levels of QoG, although this relationship is at times weak. Furthermore, the relative dependence on direct and, to an extent indirect, taxation, measured as its share of the total tax base is shown to be more consistently coupled with better QoG. Thus, the paper concludes, more research on the importance of both size and shape of the tax base is warranted and needed.
