  • Does foreign direct investment replace home country investment? The effect of European integration on the location of Swedish investment

    • The purpose of this article is to examine the effects of European integration on the location of investments by Swedish multinational corporations (MNCs). Evidence is presented about the extent to which European integration has attracted investment by Swedish MNCs, and whether foreign direct investment (FDI) is being undertaken at the expense of home country investment. In the empirical analysis, involving both OLS and iterative SUR techniques, a significant difference across industries has been confirmed. A substitutionary relationship between foreign and home country investment is found for more R&D-intensive production, whereas the opposite pattern seems to prevail for production based on traditional comparative advantage. The results of this study emphasize the importance of using disaggregated industry-level data when analysing the effects of foreign direct investment on home country investment.

    • This article presents a rational institutionalist account of why the Commission and the ECJ vary in their capacity to pursue successfully a supranational agenda. In the empirical part, the explanatory power of this approach is illustrated through a comparison of the Commission's and the ECJ's autonomy in the pursuit of a joint agenda in EU enforcement. The article suggests that the EU as a strategic context is comparatively more open to autonomous actions and supranational influence by the ECJ, which is subject to less intrusive control mechanisms and enjoys more accessible means of rule creation than the Commission.

    • On 30 May 2001, a new regulation on public access to EU documents was presented and was heralded in the European press as a breakthrough for transparency. We argue that a focus on institutions can cast light on the negotiation processes that led to this decision, and explain the final - for realist negotiation theory puzzling - outcome. We demonstrate the importance of institutions in EU negotiations by detailing actor interests and strategies in the transparency case, and by tracing and analysing the negotiation process that resulted in the regulation. The institutions that receive particular attention are: agenda-shaping rules, decision-making procedures and voting rules, informal norms, timetables and deadlines, and intervention by institutional actors.

    • Decision-making in the European Union is subject to the risk of negotiation failure, because of governments' incentives to conceal their true preferences. This article argues that the EU Presidency possesses a set of informational and procedural resources that can help unlock incompatible negotiating positions and secure efficient agreements, while simultaneously allowing the government in office to shape distributional outcomes. Drawing on general bargaining theory and rational choice institutionalism, it presents a theory of the demand for, and supply of, brokerage by the chair. The explanatory power of this theory is demonstrated through two case studies: Germany's chairing of the negotiations, and France's chairing of the IGC 2000 negotiations.

    • This article breaks new ground in our understanding of the Maastricht outcome by examining the role of the European People’s Party (EPP) and its member parties. Special emphasis is placed on the meetings of Christian Democrat leaders. At the time of the 1991 parallel Intergovernmental Conferences, six out of 12 heads of government met in the EPP. The article argues that the Treaty on European Union was facilitated by the transnational coalition of the Christian Democrats and by the shared ideological identity of this federalist movement. This weakens the intergovernmental approach to European integration

    • The article analyses what the third EU Directive on AML (anti-money laundering) and risk management means in terms of democratic accountability when the banking sector is given a role that is traditionally the prerogative of the public actors. The comparison between the UK and Sweden on the private actors' role in various stages of the risk-based decision process shows that the procedures used could jeopardize the traditional liberal understanding of democratic accountability.

    • This article offers a critique of Gary Marks’ recent article in JCMS, entitled ‘Europe and Its Empires: From Rome to the European Union’. Although it sympathizes with Marks’ invocation of empire as a key theoretical concept and historical category in the study of European integration, it fundamentally disagrees with his ‘continentalist’ operationalization. Marks chooses to discuss the nexus of empire and European integration exclusively with reference to historical processes of imperial expansion and community formation occurring on the western European landmass. Since this methodology leaves out Europe’s maritime colonial empires, it cannot account for the mutually conditioning relations between the intra- and extra-European imperial processes. Consequently, Marks also fails to register colonialism’s decisive bearing on postwar European integration, and thus the fact that the scale of the original EEC was not delimited by the European landmass, but corresponded to the geopolitical constellation that at the time was called Eurafrica

    • The theory of regulatory competition in environmental policy predicts a 'race to the bottom' of standards. This article tests the theory using environmental output data for 24 countries from 1970 to 2005. It finds a clear 'race to the top' and a search for international harmonization when competition is imminent.
