  • Public vs. private managers. : How public and private managers differ in leadership behavior.

    • This article aims to find out whether there are behavioral differences between public and private sector managers. Two groups of public managers (managers of social insurance agencies and public school principals) and a group of private managers (two samples) are investigated. Behavioral dimensions are investigated including leadership style (task, relationship, and change orientation), decision-making style (the functions of sensing, intuition, thinking, and feeling), and motivation profile (achievement, affiliation, and power motivation). An analysis of data from 459 managers in four organizations in Sweden reveal significant differences in behavior between public and private managers. However, no significant differences in leadership behavior are discovered among public managers. Possible explanations for such differences and similarities are explored.

  • Keeping the magic alive : The multiple functions of magic concepts

    • Despite scholarly fascination with magic concepts, empirical research on how they fare in practice is scarce. This study explores how magic concepts retain their magic when used in public organizations. Using survey data and case studies, we identify “trust” as a magic concept in Scandinavian municipalities and develop a typology of its four central functions. We find that the concept of trust is used to confirm and confront old organizational practices, as well as to calibrate and catalyze new ones. We suggest that the multivocal character of magic concepts enables them to fit multiple agendas simultaneously, strengthening their ability to stay magic.

  • Choose your collaborators wisely : Addressing interdependent tasks through collaboration in responding to wildfire disasters

    • Responding to disastrous wildfires traversing geographical scales requires multi-actor collaboration to address a series of interdependent operational tasks. While this type of distributed collective action problem is salient across governance contexts, less is known about if and how collaboration helps individual actors effectively address their tasks. Applying a novel network-centric method to wildfire responder networks in Canada and Sweden, this study shows that when actors working on the same tasks collaborate, and/or when one actor addresses two interdependent tasks, effectiveness increases. The number of collaborative ties an actor has with others does not enhance effectiveness. Furthermore, when the chain of command is unclear, and/or when actors lack recent disaster management experience and/or pre-existing collaborative relationships, effectiveness only increases if multiple actors collaborate over multiple interdependent tasks. The results have implications for disaster response agencies, and they provide valuable insights for collaborative responses to significant societal and environmental challenges.

    • Previous studies have identified institutional, organizational, and individual factors that promote innovation in public organizations. Yet they have overlooked how the type of public administration-and the type of administrators-is associated with innovative attitudes. Using two large, unique comparative data sets on public bureaucracies and public managers, this article examines how bureaucratic politicization and legalistic features are associated with senior public managers' attitudes toward innovation in 19 European countries. Results of multilevel analysis indicate that the bureaucratic politicization of an administration and the law background of public managers matter. Public managers working in politicized administrations and those whose education includes a law degree exhibit lower pro-innovation attitudes (i.e., receptiveness to new ideas and creative solutions and change orientation).

  • Voluntary Regulations and Innovation : The Case of ISO 14001

    • Governments enact environmental regulations to compel firms to internalize pollution externalities. Critics contend that regulations encourage technological lock-ins and stifle innovation. Challenging this view, the Porter-Linde hypothesis suggests that appropriately designed regulations can spur innovation because (1) pollution reflects resource waste; (2) regulations focus firms' attention on waste; and (3) with regulation-induced focus, firms are incentivized to innovate to reduce waste. This article explores the regulation-innovation linkage in the context of voluntary regulations. The authors focus on ISO 14001, the most widely adopted voluntary environmental program in the world. Examining a panel of 79 countries for the period 1996-2009, they find that country-level ISO 14001 participation is a significant predictor of a country's environmental patent applications, a standard proxy for innovation activity. The policy implication is that public managers should consider voluntary regulation's second-order effects on innovation, beyond their first-order effects on pollution and regulatory compliance.

    • While a growing body of research argues for increased attention to ethics within public administration, scholars diverge on how to conceptualize the character of public ethics. Likewise, empirical evidence regarding the role that ethics plays in the quality of service delivery is rare. The author argues that the concept of a public ethics of care is useful for public administration in welfare states. She examines the idea empirically through a large-N analysis of frontline bureaucrats within the Swedish Social Insurance Administration. The analysis develops two general measures of a public ethics of care as well as a public ethics of justice. The author proceeds to show a clear presence of an ethics of care in the Swedish public sector. Further, analysis shows that these two ethics measures are supplementary, not contradictory, and that age is the main individual determinant behind ethics of care, strongly correlating with number of years in office. The conclusion underscores how public ethics of care results from acquired experience in fulfilling care-oriented tasks.
