    • This paper investigates the outcome of the efforts to economically catch up during the so-called development era in French speaking West Africa. An attempt is made to measure and discuss key elements of social capability over the period 1930-1980 in Côte d'Ivoire and Senegal following Moses Abramovitz' interpretation of social capability. The paper distinguishes between four elements of social capability: degree of structural transformation, social and economic inclusion, the state's autonomy and its accountability. We find that there was significant but uneven progress in social capability in both countries during the development era. Despite their differences in economic performance both countries confronted fundamental shared challenges. Most notably, our analysis highlights how persistent lack of broad-based access to economic opportunities played a significant role in disrupting sustained economic and social progress in the two countries. This gives an opportunity to reflect on similarities and differences between the development era and the recent African growth phase.

    • During the last two centuries, taxation has not only increased dramatically in level and volume; its structure has also changed: from a heavy reliance on customs revenue in the early nineteenth century to a stronger emphasis on income taxation in the twentieth. A common explanation for this development is the spread of democracy, which supposedly increases redistribution and the size of government. This paper argues that the effect of democratization on taxation depends on the distribution of tax preferences in society. These preferences are not uniform: rural farmers prefer different policies than urban workers. Thus, the impact of democratization varies depending on the urbanization rate. The paper uses a novel dataset providing data on government tax revenue in thirty-one countries in Western Europe, the Americas, Australia, New Zealand, and Japan—from as far back as 1800 up to the present day—in order to evaluate the conditional impact of democratization on tax structure. The results show that democracy decreases property taxes in rural countries but instead increases income taxes and decreases excise and consumption taxes in more urbanized states. These results are robust to different estimation methods, a number of control variables, such as interstate warfare, and to alternative measurements of democracy.

    • Development economics has long focused on growth patterns to explain countries’ ability to catch up and forge ahead. We argue, however, that resilience to economic shrinking matters more. Using the examples of Brazil and Indonesia, we propose that a framework consisting of social capabilities—namely structural transformation, autonomy, and inclusion—can explain why Indonesia is more resilient to economic shrinking than Brazil and why the country is more likely to be successful in its catching-up process.

    • The third wave of democratization has given way to a reverse wave of autocratization. A critical question is what can be done to prevent democratic breakdowns and make democracy endure. A large body of historical-narrative and small-N comparative scholarship has suggested that an active mobilized civil society and institutionalized political parties can be mobilized to protect democracy from authoritarian takeovers. We provide the first rigorous set of empirical analyses to test this argument using data from the Varieties of Democracy (V-Dem) project for the period from 1900 to 2010. We find that both exert a robust, independent, and substantial effect on the survival of democracies. These findings have important policy implications for the international community.

    • The Civic Culture by Gabriel Almond and Sidney Verba is a path-breaking work within political science. Although The Civic Culture still provides inspiration for studies, new approaches to political culture have identified alternative citizen orientations that may be replacing the value orientations identified at the time. The more recent studies have examined specific attitudes such as political trust, party identification, and political efficacy or types of political subcultures such as critical citizens, stealth citizens or disenchanted citizens. These studies provide insights into the developments of specific attitudinal orientations, but do not discern the mix of political orientations among the population, which The Civic Culture suggests is central for democratic stability. The implications of these changes for the composition of political cultures are therefore still unknown. In this article, we, as suggested by The Civic Culture, examine the composition of political cultures to shed new light on the differences in political culture between old and new democracies. We use the fourth round of the European Social Survey to examine this question in 25 European democracies. The results suggest that there is a need to revise some of the main conclusions of The Civic Culture when it comes to the connection between political culture and democratic stability. Although civic citizens are widespread in old democracies, there is no single political culture sustaining a stable democracy. We also find considerable heterogeneity in the composition of the political cultures within old and new democracies alike, suggesting that there may be considerable variation in the cultural conditions for creating a stable democracy.

    • This article is the first to statistically examine the reciprocal relationship between formal political institutions and political corruption. We argue that political corruption is an informal institution that allows nondemocratic leaders to build political support, act as a substitute for liberalizing concessions in the formal institutions of the state, and thereby extends the longevity of non-democratic regimes. Yet, whereas high corruption level will prevail in nondemocratic regimes, we expect the electoral constituency in democratic regimes to have the formal power to curb political corruption. We demonstrate that these expectations hold by estimating a dynamic multinomial regression model on data for 133 countries for the 1985-2008 period. Our model shows that high-corruption autocracies and hybrid regimes are more stable than their low-corruption counterparts, but that low-corruption democracies are more stable than high-corruption ones. For autocratic and hybrid regimes, the stability is due both to corruption making the formal institutions more resistant to democratization and that the formal institutions prevent reductions in corruption. Consistent democracies, on the other hand, are able to reduce corruption and become more stable as a result.

    • Corruption interferes with and distorts the processes of political decision making and implementation, often to the disadvantage of the already disadvantaged. Yet our understanding of the factors that might propel a political system from lower to higher levels of probity remains speculative. This article examines the role of one category of actors often touted as an important countervailing force to political power: civil society. Existing case study research provides evidence that civil society can play a decisive role in holding public officials accountable, but that the success of such societal accountability is contingent upon a number of favorable contextual and institutional conditions. The analyses presented here use panel country data to examine whether the strength of civil society affects corruption. The results corroborate the findings of existing case studies; a vibrant civil society mitigates corruption but only provided that conditions such as political competition, press freedom, and government transparency exist in the country.

    • Social cohesion, often operationalized using measures of generalized social trust, has received enormous amounts of attention in previous scholarly work. However, another dimension of this broad phenomenon, norms of social solidarity, has meanwhile largely been overlooked in previous research. This study analyzes the association between micro-perceptions of corruption and solidarity with the less privileged both domestically and beyond, and how this association might vary across different societies with different types and forms of corruption. The data come from ISSP Citizenship II and include 33 countries, analyzed with multilevel regression models. The results show that the link between individual corruption perceptions and global solidarity varies so that it is comparatively weak and positive in contexts judged as more corrupt according to the Corruption Perception Index, while it is strong and negative in contexts judged by experts as relatively corruption free. For domestic solidarity, in turn, there is some evidence of a comparatively weak positive association but no significant contextual variations.

    • Accountability is one of the cornerstones of good governance. Establishing accountable governments is a top priority on the international development agenda. Yet, scholars and democracy practitioners know little about how accountability mechanisms develop and thus can be supported by international and national actors. The present study tackles the questions of how, and in what sequence accountability sub-types develop. We consider not only vertical (elections and political parties) and horizontal accountability (legislature, judiciary, and other oversight bodies) but also diagonal accountability (civil society and media) in both their de-jure and the de-facto dimensions. By utilizing novel sequencing methods, we study their sequential relationships in 173 countries from 1900 to the present with data from the new V-Dem dataset. Considering the long-term dimensions of institution building, this study indicates that most aspects of de-facto vertical accountability precede other forms of accountability. Effective institutions of horizontal accountability—such as vigorous parliaments and independent high courts—evolve rather late in the sequence and build on progress in many other areas.
