    • Remote operation of ships is a fundamental concept for the introduction of autonomous shipping. The legal challenges associated with remote operation, despite their crucial importance for the transformation of shipping, have so far received relatively limited attention. The remote operator’s role and responsibilities can be seen as key issues in this context and are discussed and highlighted in this article. A crucial question to clarify from a legal perspective is who or which actor the term remote operator aims at. Also, which tasks and duties do remote operation involve and how does the distribution of these responsibilities look like between different people involved in the operation of a remotely operated ship? Another closely related question in this context is which requirements of competence, skills and training are necessary or relevant for remote operation of a vessel from a remote operation center.These questions are discussed and analysed below. A summary conclusion of the authors is that the introduction of autonomous shipping and remote operation will require a new kind of role set-up and division of labor between the various actors within the shipping industry. This may necessitate the introduction of new legal actors. Also, the legal challenges and the resulting uncertainty need to be addressed at the national level to remove or reduce obstacles to the industry’s development. Thus, a regulatory review is necessary to achieve this purpose.

    • The term seabed warfare, though insufficiently defined, seems to be increasingly important. Unmanned, and specifically autonomous, underwater vehiclesare generally expected to play an essential role in seabed warfare.In addition to smaller unmanned vehicles, which have been used for many years,the focus has lately shifted to what is usually called XLUUVs – extra large unmanned underwater vehicles, with a diameter of more than two metres. These large unmanned submarines could, through their long range and endurance, be suitable systems for seabed warfare outside ports and other confined areas. Some of the largerunmanned submarines can be launched from submarines and thus offer a uniquecapability for covert insertion of the vehicles.The development and employment of XLUUVs is accelerating worldwide, withsystems coming into service in several states, some developed by commercial companies and others on order by armed forces. Two suitable roles for unmanned submarines in a Swedish context could be as patrol vehicles and as decoys to protectmanned submarines

    • In November 2020, the Swedish government initiated an enquiry with the task to propose a future materiel supply strategy for Sweden’s military defence. Ba[1]sed on this task, we discuss which actors make up today’s national defense industry, specifically within the naval domain. In order to maintain a high rate of innovation, there should be a continuous inflow of new actors. There are different ways to make it possible and attractive for start-ups and other small firms to operate in this complex market. The author suggests in-depth studies of how other nations have approached this issue, and recommends that innovation ecosystems be initiated, centered on specific product platforms, i.e. naval ship classes.
