    • Globalization discourse is deeply flawed in its very conception, expressing a gratuitous assumption of the emergence of a new era that is discontinuous with the past and whose conflicts are primarily the product of those who resist this development: nationalists, racists, localists. This discourse is itself an ideological product of a cosmopolitan elite identity that has emerged (again) in recent years and which can be accounted for, in turn, by another approach. A global systemic perspective situates cosmopolitan discourses in periods of hegemonic decline, which are also periods of economic, social, and cultural fragmentation in the hegemonic zones as well as of vertical polarization that creates a new "rootedness" at the bottom and a cosmopolitanization at the top. While these processes are underway today in the West, something quite the opposite is occurring in the emergent new hegemonic centers to the East. A global systemic approach also offers a model of today's crisis that is absent in globalization discourse.

    • This essay answers the question What good is anthropology? via a discussion of SusanSontag’s review of photographer Diane Arbus’s 1972 retrospective exhibition at theMuseum of Modern Art. Sontag asserts that Arbus, in depicting people whom Sontagsmugly regards as “ugly,” is necessarily exploiting them. I perceive an exact compari-son between Arbus’s photographs and anthropology as an epistemological project and arepresentational practice. Like Arbus’s photographs, anthropology is good for subvertingthe privileged protocol articulated by critics like Sontag, who are prepared to contem-plate “ugly” people, vastly different from themselves, but only through an optic of pityor of vicarious indignation at the supposedly unrelentingly grim conditions under whichsuch people are imagined to live their lives.

    • In Sweden, an ostensibly secular-majority society, urban planners facilitate the construction of new churches and mosques for minority religious groups. In this work, they typically perceive themselves as neutral professionals relying on a technical education. But since the 1980s, Swedish civil servants, including planners, have transformed from experts to managers, and their interactions with clients for mosques and churches often reveal their opinions and preferences, including for modernism and secularism. These awkward encounters challenge the planners' technocratic understanding of their work, forcing them into a new kind of productive labor: as uncomfortable arbiters of difference and its public presence. This is a result of neoliberal governance, which has ambiguously expanded the types of European civil servants asked to manage minority groups, as well as the professional roles they must play.
