    • Two models are treated. One deals with a mineral deposit, the other with a biological substance. It is assumed that in the deposit there exist all grades of ore, and that, the biological substance grows as long as a positive quantity is left. The course of investment, and production decisions is derived when capital is expressly built up for the purpose of exploitation of the specific resource. Within the simple linear control problem it is concluded that exhaustion is never profitable. The steady state in the biological case is discussed and compared to maximum sustainable yield.

    • We analyze the interplay between policies aimed to control transboundary and local pollutants such as greenhouse gases and particulate matter. The two types of pollution interact in the abatement cost function of the polluting firms through economies or diseconomies of scope. They are regulated by distinct entities, potentially with different instruments that are designed according to some specific agenda. We show that the choice of regulatory instrument and the timing of the regulations matter for efficiency. Emissions of the local pollutant are distorted if the regulators anticipate that transboundary pollution will later be regulated through emission caps. The regulation is too stringent with diseconomies of scope, and not enough with economies of scope. In contrast, we obtain efficiency if the transboundary pollutant is regulated by emission taxes or tradable emission permits provided that the revenue from taxing emissions are redistributed to the countries in a lump-sum way and that the initial allocation of tradable emission permits is not linked to abatement costs.

    • We examine the choice of policy instruments (price, quantity or a mix of the two) when two pollutants are regulated and firms' abatement costs are private information. Whether abatement efforts are complements or substitutes is key determining the choice of policies. When pollutants are complements, a mixed policy instrument with a tax on one pollutant and a quota on another is sometimes preferable even if the pollutants are identical in terms of benefits and costs of abatement. Yet, if they are substitutes, the mixed policy is dominated by taxes or quotas

  • Water sharing agreements sustainable to reduced flows

    • By signing a water sharing agreement (WSA), countries agree to release an amount of river water in exchange for a negotiated compensation. We examine the vulnerability of such agreements to reduced water flows. Among all WSAs that are acceptable to riparian countries, we find out the one which is self-enforced under the most severe drought scenarios. The so-called upstream incremental WSA assigns to each country its marginal contribution to its followers in the river. Its mirror image, the downstream incremental WSA, is not sustainable to reduced flow at the source. Self-enforcement problems can be solved by setting water releases and compensations contingent to water flow. We apply our analysis to the Aral Sea Basin. We compute the upstream incremental compensations for the Bishkek agreement and asses its vulnerability with historical flows. © 2013 Elsevier Inc.

    • This study elicits individual risk preferences in the context of an infectious disease using choice experiments. A main objective is to examine scope sensitivity using a novel approach. Our results suggest that the value of a mortality risk reduction (VSL) is highly sensitive to the survey design. Our results cast doubt on the standard scope sensitivity tests in choice experiments, but also on the validity and reliability of VSL estimates based on stated-preference studies in general. This is important due to the large empirical literature on non-market evaluation and the elicited values' central role in policy making. (C) 2015 Elsevier Inc. All rights reserved.

    • The optimal provision of a state-variable public good, where the global climate is the prime example, is analyzed in a model where people care about their relative consumption. We consider both keeping-up-with-the-Joneses preferences (where people compare their own current consumption with others’ current consumption) and catching-up-with-the-Joneses preferences (where people compare their own current consumption with others’ past consumption) in an economy with two productivity types, overlapping generations, and optimal nonlinear income taxation. The extent to which the conventional rules for provision of state-variable public goods (a dynamic analog of the Samuelson rules) ought to be modified is shown to clearly depend on the strength of the relative concerns of both kinds, but also on the preference elicitation format.

  • Natural resource wealth and crime : The role of international price shocks and public policy

    • An extensive literature highlights the potential detrimental effects of natural resource wealth on social, economic and political outcomes. We study a largely unexplored relationship - the impact of natural resource wealth on criminal activity. Our empirical strategy exploits price fluctuations in 15 internationally traded minerals to study the impact of mineral wealth on local crime levels in South Africa - leveraging detailed data from 1084 police precincts over 10 years. In contrast to prior work, we find that increased mineral wealth leads to less crime. An exploration of mechanisms suggest that the effect is due to changes in employment opportunities created by the mining industry. Our results suggest that low international mineral prices can cause surges in crime. To investigate how resilience against such surges can be achieved, we study a government employment guarantee program and show that it was effective in reducing the crime response to international price fluctuations.

    • © 2018 Elsevier Inc. We argue that demand effects in stated preference studies are understudied. By demand effects, we mean anything in the survey that unintentionally influences respondents’ beliefs about appropriate behavior, which in turn might affect their responses in the survey. We implement two methods for measuring and implicitly reducing the influence of demand effects. The first approach—random selection of good to be valued—does not have any effect on respondent behavior. The second approach—a demand script and a control question with feedback—has a sizable and statistically significant effect on respondent behavior. In particular, estimated marginal willingness to pay for improvements in water quality are substantially (around 50 percent) lower than a control treatment; we attribute this decrease to a reduced demand effect. Our results suggest that stated preference methods tend to lead to biased willingness-to-pay estimates due to demand effects, but that the bias can be reduced using simple measures.

    • Using identical surveys a decade apart, we examine how attitudes and willingness to pay (WTP) for climate policies have changed in the United States, China, and Sweden. All three countries exhibit an increased willingness to pay for climate mitigation. Ten years ago, Sweden had a larger fraction of believers in anthropogenic climate change and a higher WTP for mitigation, but today the national averages are more similar. Although we find convergence in public support for climate policy across countries, there is considerable divergence in both WTP and climate attitudes within countries. Political polarization explains part of this divergence.

    • In this paper, we analyze the effects of the interaction between national and local policies designed to reduce an environmental externality that causes environmental damages both nationally and locally.We formulate a theoretical model to develop hypotheses regarding the combined effects of such policies on the stringency of the local policies and on firms’ emissions reductions. To test our hypotheses, we use actual data for Sweden, where emissions of nitrogen oxides from combustion boilers are subject to a heavy national tax and most are also subject to individual emissions standards set by county authorities. Our analytical findings suggest that the national tax has brought along stricter emission standards. This is confirmed in our data, where emission standards are significantly more stringent when combined with the national tax.
