- International politics has often been viewed as a brutal place where might trumps right and where, as a consequence, questions of democracy are irrelevant to ask. In the last decades, however, scholars and political leaders have increasingly suggested that elements of democracy exist in governance beyond individual states. If this is so, how does democracy beyond the state shape international politics? This article suggests conceptual preliminaries for theorising consequences of democracy beyond the state in general and their implications for problems of peace and conflict in particular. The purpose is twofold: first, to begin reconstructing existing normative democratic theory into an explanatory perspective sensitive to international politics; second, to indicate how this new perspective is able to explain empirical observations pertaining to conflict and cooperation among states; international institutions; foreign policies; human rights protection; and the violence of transnational terrorist networks.

Distributive justice and the durability of peace agreements

- This study explores the relationship between principles of distributive justice (DJ) and the durability of negotiated agreements. Sixteen peace agreements negotiated during the early 1990s were coded for the centrality of each of four principles of DJ – equality, proportionality, compensation, and need – to the core terms of the agreement. The agreements were also assessed on scales of implementation and durability over a five-year period. Another variable included in the analysis was the difficulty of the conflict environment. These data were used to evaluate three sets of hypotheses: the relationship between DJ and durability, the role of the conflict environment, and types of DJ principles. The results obtained from both statistical and focused-comparison analyses indicate that DJ moderates the relationship between conflict environments and outcomes: when principles of justice are central to an agreement, the negative effects of difficult conflict environments are reduced; when principles are not central, the negative effects of difficulty are heightened. These relationships are accounted for primarily by one of the four DJ principles – equality. Implications of these findings are discussed along with a number of ideas for further research.

- Has Visual International Relations (IR) become too distant from the content of visual artefacts? This is a paradoxical question. Visual IR is a vibrant and pluralist field exploring visuals in innumerable ways. Nonetheless, the field tends to focus on 'deep' readings of the socio-political implications of visual artefacts at the expense of a close and attentive observation and description of the events, situations, or phenomena they may depict. Simply put, visual IR usually analyses visuals-as-visuals rather than seeing them as entry points for studying the social world. But might a video of torture teach us something about the practicality of torture? Might a video of peace negotiations teach us something about their successes or failures? Can we gain a fleeting glimpse of 'reality' within visuals? We address these questions by first situating our focus on close 'visual (data) observation' in conceptual conversation with the literature's existing focus on deep interpretation. Second, we outline three approaches to visual observation as they are deployed outside IR. Third, we unpack how those approaches might be of value for IR, especially vis-à-vis the study of practice, materiality, and discourse. Finally, we conclude by asking if visual data observation can retain critical political potentiality.

- This paper seeks to reconstruct the worldview informing Iberian overseas expansion during the long sixteenth century, arguing that this worldview was more indebted to Renaissance cosmology than to a recognisably modern scientific worldview. The paper describes how this cosmology provided the intellectual resources necessary to justify overseas expansion to those who doubted its viability and legitimacy, and how the same cosmological beliefs were invoked to make sense of the New World and the people found there, if only to facilitate and justify the subjection of the latter to European rule. This story constitutes an important yet often neglected part of the prehistory of modern international thought insofar as it exposes its Iberian origins and Renaissance foundations and the role played by pre-modern ideas in the making of a modern international system.

- The concept of society and its cognates have long been widely invoked in order to understand International Relations. Theories of international society distinguish between a society of states and a mere system of states, and theories of world society assume that the world constitutes a single social space. In order to come to terms with the social character of International Relations, constructivists of different stripes have invoked a societal context within which the construction of identities and norms takes place. As I shall argue in this article, these usages draw on conceptions of society that emerged during the early phases of modern sociology, and have then been projected onto alien historical and cultural contexts. In order to avoid the anachronism and Eurocentrism that invariably have resulted from these uncritical usages, I argue that academic International Relations should seek to accommodate those forms of human association that cannot be subsumed under a recognisably modern concept of society by incorporating insights from postcolonial sociology into its theoretical core.

- In a recent article, Maria Eriksson Baaz and Swati Parashar1 trace the continued salience of Eurocentrism in critical International Relations (IR), demonstrating how the 'master's outlook' continues to stifle the study of global politics; they ultimately encourage an unsettling and even implosion of the discipline. Starting from this proposed 'implosion' of critical IR, this article reflects on our hopes, as two current PhD candidates and one early career researcher in global politics, for teaching and learning in this future world. We begin by reflecting on our own complicity in reproducing the Western-centrism of the discipline and consider how this discomfort can be used productively. The article then considers the radical potential of the classroom and the necessity of empathetic, collaborative inquiry to the future of the discipline of global politics. We advocate for an IR which is imaginative, relational, messy, and vulnerable - and are hopeful about how this may animate a meaningful and sustainable implosion. Embracing our discomfort and the possibility of failure, we hope to contribute to the ongoing 'unsettling' of academia from the standpoint of incipient feminist scholars and hopeful early-career teachers.

- This article revisits and revives the concept of ‘the Stranger’ in theorising international relations by discussing how this figure appears and what role it plays in the politics of (collective) identity. It shows that this concept is central to poststructuralist logic discussing the political production of discourses of danger and to scholarship on ontological security but remains subdued in their analytical narratives. Making the concept of the Stranger explicit is important, we argue, because it directs attention to ambivalence as a source of anxiety and grasps the unsettling experiences that political strategies of conquest or conversion, including practices of securitisation, respond to. Against this backdrop, the article provides a nuanced reading of the Stanger as a form of otherness that captures ambiguity as a threat to modern conceptions of identity, and outlines three scenarios of how it may be encountered in interstate relations: the phenomenon of ‘rising powers’ from the perspective of the hegemon, the dissolution of enmity (overcoming an antagonistic relationship), and the dissolution of friendship (close allies drifting apart). Aware that recovering the concept is not simply an academic exercise but may feed into how the term is used in political discourse and how practitioners deal with ‘strange encounters’, we conclude by pointing to alternative readings of the Stranger/strangeness and the value of doing so.

- This article contributes to a theoretical understanding of rights claiming as a specific form of political practice. The article develops and defends a post-foundationalist understanding of rights discourse as a way of making a claim to social change through appealing to a universal and illustrates such an understanding with the contestation over women's rights in post-revolutionary Tunisia. To develop this argument, the article draws on Jacques Ranciere's notion of political subjectification and Ernesto Laclau's engagement with the relation between the universal and the particular. To examine the relevance of such conceptualisation, the article turns to the struggle over women's rights in post-revolutionary Tunisia, where secular and sacred understandings of the universal have been invoked frequently through rights discourse. In this context it is shown that claims to the universal give rhetorical force to rights discourse, and instead of depoliticising social relations, which rights discourse is often charged with, such claims are vital for political efficacy. However, whereas Laclau's position helps us to understand rights as a language of resistance, a more robust defence of the universal is needed to defend rights in terms of emancipatory political change. To pursue this argument, the article turns to Ranciere's defence of axiomatic equality.
