  • Democratism : Towards an explanatory approach to international politics

    • International politics has often been viewed as a brutal place where might trumps right and where, as a consequence, questions of democracy are irrelevant to ask. In the last decades, however, scholars and political leaders have increasingly suggested that elements of democracy exist in governance beyond individual states. If this is so, how does democracy beyond the state shape international politics? This article suggests conceptual preliminaries for theorising consequences of democracy beyond the state in general and their implications for problems of peace and conflict in particular. The purpose is twofold: first, to begin reconstructing existing normative democratic theory into an explanatory perspective sensitive to international politics; second, to indicate how this new perspective is able to explain empirical observations pertaining to conflict and cooperation among states; international institutions; foreign policies; human rights protection; and the violence of transnational terrorist networks.

    • This study explores the relationship between principles of distributive justice (DJ) and the durability of negotiated agreements. Sixteen peace agreements negotiated during the early 1990s were coded for the centrality of each of four principles of DJ – equality, proportionality, compensation, and need – to the core terms of the agreement. The agreements were also assessed on scales of implementation and durability over a five-year period. Another variable included in the analysis was the difficulty of the conflict environment. These data were used to evaluate three sets of hypotheses: the relationship between DJ and durability, the role of the conflict environment, and types of DJ principles. The results obtained from both statistical and focused-comparison analyses indicate that DJ moderates the relationship between conflict environments and outcomes: when principles of justice are central to an agreement, the negative effects of difficult conflict environments are reduced; when principles are not central, the negative effects of difficulty are heightened. These relationships are accounted for primarily by one of the four DJ principles – equality. Implications of these findings are discussed along with a number of ideas for further research.

    • In a recent article, Maria Eriksson Baaz and Swati Parashar1 trace the continued salience of Eurocentrism in critical International Relations (IR), demonstrating how the 'master's outlook' continues to stifle the study of global politics; they ultimately encourage an unsettling and even implosion of the discipline. Starting from this proposed 'implosion' of critical IR, this article reflects on our hopes, as two current PhD candidates and one early career researcher in global politics, for teaching and learning in this future world. We begin by reflecting on our own complicity in reproducing the Western-centrism of the discipline and consider how this discomfort can be used productively. The article then considers the radical potential of the classroom and the necessity of empathetic, collaborative inquiry to the future of the discipline of global politics. We advocate for an IR which is imaginative, relational, messy, and vulnerable - and are hopeful about how this may animate a meaningful and sustainable implosion. Embracing our discomfort and the possibility of failure, we hope to contribute to the ongoing 'unsettling' of academia from the standpoint of incipient feminist scholars and hopeful early-career teachers.

  • States of ambivalence : Recovering the concept of ‘the Stranger’ in International Relations

    • This article revisits and revives the concept of ‘the Stranger’ in theorising international relations by discussing how this figure appears and what role it plays in the politics of (collective) identity. It shows that this concept is central to poststructuralist logic discussing the political production of discourses of danger and to scholarship on ontological security but remains subdued in their analytical narratives. Making the concept of the Stranger explicit is important, we argue, because it directs attention to ambivalence as a source of anxiety and grasps the unsettling experiences that political strategies of conquest or conversion, including practices of securitisation, respond to. Against this backdrop, the article provides a nuanced reading of the Stanger as a form of otherness that captures ambiguity as a threat to modern conceptions of identity, and outlines three scenarios of how it may be encountered in interstate relations: the phenomenon of ‘rising powers’ from the perspective of the hegemon, the dissolution of enmity (overcoming an antagonistic relationship), and the dissolution of friendship (close allies drifting apart). Aware that recovering the concept is not simply an academic exercise but may feed into how the term is used in political discourse and how practitioners deal with ‘strange encounters’, we conclude by pointing to alternative readings of the Stranger/strangeness and the value of doing so.

    • This article contributes to a theoretical understanding of rights claiming as a specific form of political practice. The article develops and defends a post-foundationalist understanding of rights discourse as a way of making a claim to social change through appealing to a universal and illustrates such an understanding with the contestation over women's rights in post-revolutionary Tunisia. To develop this argument, the article draws on Jacques Ranciere's notion of political subjectification and Ernesto Laclau's engagement with the relation between the universal and the particular. To examine the relevance of such conceptualisation, the article turns to the struggle over women's rights in post-revolutionary Tunisia, where secular and sacred understandings of the universal have been invoked frequently through rights discourse. In this context it is shown that claims to the universal give rhetorical force to rights discourse, and instead of depoliticising social relations, which rights discourse is often charged with, such claims are vital for political efficacy. However, whereas Laclau's position helps us to understand rights as a language of resistance, a more robust defence of the universal is needed to defend rights in terms of emancipatory political change. To pursue this argument, the article turns to Ranciere's defence of axiomatic equality.

  • Crisis stability or general stability? : Assessing Northeast Asia's absence of war and prospects for liberal transition

    • Is the relatively long peace of Northeast Asia a result of crisis stability or general stability? The article introduces two stability concepts - crisis and general stability. Crisis stability occurs when both sides in military crisis are so secure due to its military capability and are able to wait out a surprise attack fully confident that it would be able to respond with a punishing counter attack. On the other hand, general stability prevails when two powers greatly prefer peace even to a victorious war whether crisis stability exists or not, simply because war has become inconceivable as a means of solving any political disagreements and conflicts. While crisis stability entails delicate balance of military power from the deterrence literature of security studies, general stability bases its logic of inquiry on constructivism where the idea of war aversion - categorically rejecting war as a means to end conflicts - becomes the prevailing norm. Therefore, this article empirically examines how Northeast Asia has sustained its peace through crisis stability and presents a new trend toward general stability.

  • Visual diplomacy in virtual summitry : Status signalling during the coronavirus crisis

    • On 26 March 2020, the leaders of the Group of twenty major economies (G20) convened in an emergency virtual meeting to discuss the extraordinary situation facing the world. Virtual summitry provided a stark visual contrast to the traditional staging of modern multilateral diplomacy – leaders were suddenly responsible for their own staging, leaving them with new opportunities to create a favourable impression of how they, and their respective state, would be seen. Taking the disruption of virtual summitry as a starting point, we focus on the resulting new opportunities for visual diplomacy. We draw on the symbolic interactionism of Erving Goffman and we argue that status signalling in this context was based on a shared understanding of the symbols and resources that have social value in the interaction order of summit diplomacy. Based on a visual analysis of 51 photographs from the G20 video conference, we find that the visual performances during the extraordinary meeting reflected evident, but not necessarily intentional, attempts at status seeking. The article thus contributes to an increased understanding of how visual performances contribute to uphold status distinctions in multilateral diplomacy.

    • This article explores the question of human agency in military targeting. Targeting is one of the key drivers of war. When studied by academic disciplines, much interest has been devoted to the ethics and effects of military targeting. Less debated, but focused here, is the question of the conditions of human agency within military targeting. In the literature that does exist on this topic, there is a questioning of the traditional conception of human agency but at the same time a lack of closer conceptualisation of different kinds of articulations of human agency in the targeting process. In this article, we propose a recentring of human agency in critical scholarship on military targeting. With inspiration from Theodore Schatzki's work on ‘practice’, by analytically approaching targeting as a practice, and through various examples from Operation Iraqi Freedom, the article develops and illustrates a framework for the conceptualisation of human agencies in targeting. This framework distinguishes articulations of agency based on whether they furthered the (temporary) ordering of the targeting practice or challenged its internal organising elements. The study of military targeting is significant not least since the phenomenon is one of the key ‘engines’ and drivers of war's constant becoming.

  • Institutional sources of legitimacy for international organisations : Beyond procedure versus performance

    • This article addresses a significant gap in the literature on legitimacy in global governance, exploring whether, in what ways, and to what extent institutional qualities of international organisations (IOs) matter for popular legitimacy beliefs towards these bodies. The study assesses the causal significance of procedure and performance as sources of legitimacy, unpacks these dimensions into specific institutional qualities, and offers a comparative analysis across IOs in three issue areas of global governance. Theoretically, the article disaggregates institutional sources of legitimacy to consider democratic, technocratic, and fair qualities of procedure and performance. Empirically, it examines the effects of these institutional qualities through a population-based survey experiment in four countries in different world regions with respect to IOs in economic, security, and climate governance. The findings demonstrate that both procedure- and performance-related aspects of IO policymaking matter for popular legitimacy beliefs. This result holds across democratic, technocratic, and fair qualities of IO procedure and performance. Disaggregating the results by issue area indicates that a broader scope of institutional qualities are important for legitimacy beliefs in economic governance compared to security governance and, especially, climate governance. These findings suggest that propositions to reduce the institutional sources of IO legitimacy to single specific qualities would be misguided.
