    • This paper makes the case that conferences and award ceremonies are important means through which best practices are presented as being successful, transferable and transformative. To do this, it draws on the expanding literature on policy mobilities and a case study of the European Week of Regions and Cities conference and one of the centrepieces at the conference, the RegioStars awards ceremony. Organised by public bodies within the European Union and European Commission, these events take place annually in Brussels, and focus on best practice in regional and urban policy. The paper elaborates on its main argument in three ways. The first is that award ceremonies and conferences shape and are shaped by institutional, spatial and scalar dynamics. The second being that learning and educating are central to the performance of conferences, award ceremonies and the associated mobilisation of policies. The third argument is that such events have important consequences for those hosting the events.

    • Whilst concurring with the new streams of literature in geography that highlight the importance of face-to-face and ‘buzz’ in the globalizing learning economy, we argue that this literature is misleading on three interrelated counts. Firstly, it conflates face-to-face and buzz; secondly, it fails to distinguish between the importance of face-to-face and buzz for industries drawing on different knowledge bases; and, thirdly, these conceptual inadequacies lead to an exaggeration of the importance of cities as sites for creativity and innovation, and hence regional competitiveness. By applying an industrial knowledge base approach, we seek to reconstruct an alternative framework that allows for a systematic differentiation between the importance of face-to-face and buzz for different industries. This provides a framework for developing a more nuanced understanding of the spatial implications of face-to-face communication and buzz for learning and innovation.

  • Sustainability-Related Media Coverage and Socioeconomic Development: A Regional and North-South Perspective

    • With this paper we discuss the differences between sustainability-related media agendas across different countries and regions. Utilising a sample of 115 leading national newspapers covering forty-one countries, we show that typically no homogeneous global trends exist with regard to sustainability-related media agendas. Instead, significant differences exist regarding the national-level prioritisations of sustainability-related issues in the countries under review. To some extent, these observed differences can be attributed to different levels of socioeconomic development as measured by Human Development Index scores and gross domestic product per capita. Here, generic differences can be identified between newspapers from the Global North and South, with a range of issues such as climate change emerging as typically Northern issues, whereas issues such as corruption and poverty show significantly higher levels of coverage across newspapers from the Global South. We conclude with a discussion of the results in the context of global environmental governance.

  • Corporate political strategizing in the European Union during the 2007-2010 recession : an exploratory study

    • Using original data collected from a survey of Brussels-based Government Affairs Managers (GAMs) in May and June 2010, we explore the political actions of firms in the European Union during the 2007 – 10 financial crisis. Findings suggest that the financial constraints imposed by the crisis had a significant impact on whether GAMs entered into short-term or long-term relationships with policy makers and whether they engaged in individual or collective action. Significant cross-country differences were also observed between the political objectives pursued by firms, their propensity to engage in collective political action, and the tactics they use to influence policy makers. Taken together, these findings challenge institutional explanations of EU lobbying, which suggest that the EU system of policy making provides powerful incentives for firms to adopt specific lobbying behaviours in order to gain a seat at the EU policy-making table.

  • Country-of-origin effects on managers’ environmental scanning behaviours : Evidence from the political crisis in the Eurozone

    • Using original survey data, we investigate how British, French and Swedish managers scanned their political environments during the crisis in the Eurozone. We expose instances when country of origin has a significant effect on scanning practices: British managers claimed to possess the most developed political scanning capabilities, making the most frequent use of government information sources. British and Swedish managers used business associations as intelligence sources more frequently than their French counterparts. We also found that exposure to the Euro crisis significantly affected scanning behaviours: irrespective of country of origin, managers strongly exposed to the crisis considered it strategically important to scan political events during the crisis, developed formal scanning routines, and reported frequent use of both governments and business associations as sources of political information. Combined, our findings contribute to county-specific research into executives’ environmental scanning practices by suggesting a universal mind-set of environmental scanning during times of crisis.

  • Exploring corporate lobbyists' perception of prospective coalition partners in Brussels

    • Using original data from a survey conducted in 2012, we apply theoretical insights from the literature on strategic alliances to explore Brussels-based corporate lobbyists’ perceptions of prospective political partners. We find these perceptions to be driven primarily by strategic considerations. We also uncover instances where the size and nationality of respondents’ firms influence their partner evaluations. Surprisingly, we find little evidence that respondents’ assessments of lobbying partners are shaped by EU institutional arrangements. Whilst extant literature suggests information and relationships are important preconditions for successful EU lobbying, we expose the specific circumstances when seeking access to these—and other political resources—that can influence corporate lobbyists’ perceptions of their partners. Combined, our findings respond to a concern that scholars of interest coalitions focus on why firms lobby in coalitions whilst overlooking how they select their lobbying partners.

    • The United Nations Conference on Sustainable Development, held in June 2012 in Rio de Janeiro, was probably the largest event in a long series of megasummits on environmental protection and sustainable development. Roughly 44 000 participants descended on Rio de Janeiro to take part in ten days of preparatory committee meetings, informal consultations, side events, and the actual conference. Yet despite this unprecedented high attendance by participants from governments and civil society, the outcome of the conference is less than many had hoped for. In this paper I review the outcomes of the 2012 Rio conference in detail, with a special focus on its contributions towards the reform of the institutional framework for sustainable development. Following this review, I discuss the way ahead and options for structural reform to restrengthen earth system governance.

    • Climate change is a ‘wicked’ problem. No central authority manages climate change, and those creating the problem are also trying to solve it. Climate change brings uncertainty in ways that cities have not tackled previously. There is a need to explore new governance forms able to deal with change and to enable transformations. In this paper we explore seven local climate innovations to better understand the enabling conditions underpinning success and the governance barriers that are encountered. We connect the more formal and emergent climate governance ‘innovations' through adaptation and mitigation experiments in Mumbai, India. Case studies indicate an emerging development model. Effective climate governance has to be an inevitable part of new development in the South. While climate externality exists in all development planning and implementation, smaller community-level efforts indicate how opportunities are offered within existing systems to integrate with larger institutional climate governance.

    • With this paper we present an analysis of sixty transnational governance initiatives and assess the implications for our understanding of the roles of public and private actors, the legitimacy of governance 'beyond' the state, and the North-South dimensions of governing climate change. In the first part of the paper we examine the notion of transnational governance and its applicability in the climate change arena, reflecting on the history and emergence of transnational governance initiatives in this issue area and key areas of debate. In the second part of the paper we present the findings from the database and its analysis. Focusing on three core issues, the roles of public and private actors in governing transnationally, the functions that such initiatives perform, and the ways in which accountability for governing global environmental issues might be achieved, we suggest that significant distinctions are emerging in the universe of transnational climate governance which may have considerable implications for the governing of global environmental issues. In conclusion, we reflect on these findings and the subsequent consequences for the governance of climate change.

  • Forestry administrator framings of responses to socioeconomic disturbance : Examples from northern regions in Canada, Sweden, and Finland

    • As the global forest sector endures rapid crises and more gradually evolving social, political, and environmental influences, little attention has been paid to how forest administrators view changing sectoral conditions and response measures. We analyze policy frames mobilized by 27 senior actors within major private and state-owned companies, and government agencies in northern forest regions of Canada, Sweden, and Finland. Results show that four intervening theme areas are engaged by forest administrators to frame sectoral changes and responses, namely, the role of international markets; timber pricing and supply; the role of the state; and environmental policies. However, perceived regional differences in the level of impact of the international market changes, public versus private wood supply dependence, and satisfaction with forestry institutions lead actors to frame problems and solutions differently. While forest policy discourse is relatively consistent across these regions, responses are specified to regional contexts.
