    • Outside of the Soviet Union, the effects of the large radioactive release from the Chernobyl accident have been most obvious along a strip of land running across Sweden from the coast of the Bothnian Sea to the mountain areas in the provinces of Jaemtland and Vaesterbotten. It should therefore be of particular interest to examine what policy changes have resulted from the accident. Many would consider the impacts in Sweden as trivial. The radioactive doses to the population have certainly been far below the levels where immediate health effects can be expected. The economic consequences of the high levels of radioactivity in reindeer meat, lake fish, game and wild berries may be serious for some individuals, but are not noticeable in the total Swedish economy. Only a fairly small part of the population have any reason to worry about delayed health effects, since the contaminated area is not very densely populated. Available online 12 July 2002.

    • Over the last two decades, extensive literature has examined the socioeconomic and environmental impacts of China's Sloping Land Conversion Program (SLCP), a program that was launched in late 1990s to mitigate the environmental effects of agricultural production and reduce rural poverty. However, little empirical evidence exists with regard to the impact of SLCP on rural households' sensitivity to nature-induced changes and environmental challenges. In this study, household-level data covering the period 1995–2010 from five Chinese provinces were used to examine the effect of SLCP on farmers' sensitivity to climate change. The empirical results show that participation in SLCP significantly reduced farmers' sensitivity to climate change by reducing their dependency on land and natural resources for income, and by diversifying their livelihood options. Spatially, the results reveal that the effect of SLCP on farmers' sensitivity vary across regions. Specifically, SLCP was found to have a ‘rate effect’ on farmers in the Northern regions and a ‘level effect’ on farmers in the Southern regions. Likewise, we found that the effect of SLCP differs considerably across income groups, with the effect on low- and middle-income groups being most significant. The results indicate that subsidy is the main pathway through which SLCP reduces farmers' sensitivity to climate change. In contrast, we found inclusive evidence about the indirect effect of SLCP farmers' sensitivity through the promotion of non-agricultural employment. These results carry major implications with regard to the effectiveness of ecological conservation programs and their mitigation potential through building farmers' resilience in China and ecologically fragile environments.

  • Governance challenges of small-scale gold mining in Ghana: Insights from a process net-map study

    • The artisanal small-scale mining (ASM) sector – commonly described as low-tech, labor-intensive mineral extraction and processing, in developing countries, is increasingly associated with the use of heavy earth moving machines and hazardous chemicals for ore extraction, which can have negative implications on agricultural land use and the environment. Moreover, land reclamation, or the lack thereof, associated with ASM is a rising concern. Despite the potentially far-reaching effects of informal ASM operations on the environment and human health, the legal framework for ASM, particularly in sub-Saharan African countries, is not well implemented. Focusing on Ghana as a study case, this paper explores the factors that hinder the implementation of its legal framework for mining. A combination of qualitative explorative methods was applied, including an innovative tool called “Process Net-Map”, a visual participatory mapping technique. The results help to explain the governance challenges of the ASM sector, enabling identification of policy reform options to address them. The findings exposed outdated legislature, which fails to capture the ever-growing complexities of the subsector's operations, as a major bottleneck. Hurdles associated with formal licensing bureaucracies and fees, land tenure, compliance monitoring, and ineffective collaboration of relevant stakeholders with and at the local level were identified as hindering the implementation of the existing legal framework. These bottlenecks must be addressed. Moreover, we recommend the adoption of collaborative governance systems, like co-management, which has been successfully implemented in other disciplines, in the ASM sector to ensure sustainability.

  • Land tenure formalisation and perceived tenure security: : Two decades of the land administration project in Ghana

    • Ghana’s Land Administration Project (LAP), initiated in 2003, aimed to enhance certainty regarding land rights. What has been achieved since then? We explore landowners’ perceptions of tenure security in Ghana using micro-level data from two waves of the Ghanaian Living Standards Surveys: GLSS5+ (2008) and GLSS7 (2017). This data allows us to study the linkages between land title formality and perceptions of tenure security, measured by landowners' perceived ability to sell or use their land as collateral. This is complemented by analysing government policy documents and appraisal reports from independent organisations, making our study a valuable contribution to ongoing research on the formalisation-security link in Ghana and other African countries. The results indicate that those with formal titles are more likely to perceive their land ownership secure. However, in some regions customary systems persist in parallel with perceived security. These regional nuances highlight the complex factors influencing perception of tenure security. For policy, these findings emphasise the need to consider contextual peculiarities and expertise when assessing the compatibility of customary traditions with formal titles and finding solutions for potential coexistence.

  • Evaluation of results and adaptation of EU Rural Development Programmes

    • The EU Commission highlights evaluations as important for improving common policies. But do evaluations actually contribute? This paper examines whether this has been the case for the EU Rural Development Programmes (RDPs). We investigate 1) to what extent evaluations have influenced the design of national programmes and 2) if they have affected the Rural Development Regulation on which national programmes are based. Our main finding is that evaluations do not seem to affect future policy to any discernible degree. This is the case for both national programmes and the Regulation itself, which seems to have evolved in response to external pressures. Partly, this may be because evaluations tend to give vague or too general recommendations. Moreover, evaluations seldom apply counterfactual analysis, often because of a lack of data, implying that results may be methodologically questioned. Lastly, evaluations, and RDPs, are hard to locate and seldom translated from their native languages, impairing the possibilities of learning from the experiences of others.

    • The Water Framework Directive (WFD) of the European Union provides a common framework for water policy that focuses on holistic and integrated water management in river basins. In many member states, implementation of the WFD has shifted the main responsibility for local water issues from the municipal level to the regional or supra-regional levels. In this study, we investigated how the implementation of the WFD has influenced local-level water management including the interpretation of the new environmental quality standards. Specifically, we considered Sweden, which has traditionally had relatively strong governance at the municipal level. Because a sufficient amount of time has now passed for evaluation of WFD-related effects on operational water handling, we interviewed individuals directly involved in water planning and land use planning at the municipal level in one sub catchment in the Northern Baltic Sea River Basin District of Sweden, as well as representatives for superior levels and associations. Despite divergent views regarding the priority of water issues in physical planning among the local-level planners interviewed, they had all participated in successful inter-municipal pre-WFD collaboration projects. Although such collaborations could help increase the understanding and acceptance of WFD-related goals and costs, as well as facilitate conflict solving, as shown in the Oxunda Catchment, they have not gained much attention in the WFD implementation process. Additionally, physical planners have generally been reluctant to accept new environmental quality standards resulting from WFD implementation, in part because they lack precise definitions, but also because they could challenge the municipal routine of weighing various objectives against each other. Furthermore, despite WFD-related increases in ambition levels, lack of resource improvements at the municipal level were identified as potential problems by local environmental planners.

  • Wealth and the distribution of benefits from tropical forests : Implications for REDD

    • Interventions to strengthen forest conservation in tropical biomes face multiple challenges. Insecure land tenure and unequal benefit sharing within forest user groups are two of the most important. Using original household level survey data from 130 villages in six countries, we assess how current wealth inequality relates to tenure security and benefit flows from forest use. We find that villages with higher wealth inequality report lower tenure security and more unequal flows from forest income and externally sourced income. Furthermore, we find that wealthier individuals within villages capture a disproportionately larger share of the total amount of forest benefits available to each village, while external income often benefits poorer individuals more. These findings suggest that unless future forest conservation interventions actively work to mitigate inequalities linked to existing forest benefit flows, there is a risk that these interventions-including those associated with REDD + activities reproduce or even aggravate pre-existing socioeconomic inequalities within user groups, potentially undermining both their conservation and economic objectives.

    • Ecosystem services (ES) research has rapidly gained momentum in environmental policy and practice. However, qualitative socio-cultural approaches are still limited, and therefore, ES important for people, are currently. not commonly captured. We performed 34 face-to-face semi-structured interviews to describe stakeholders' appreciation of ES from dehesa landscapes in northern Extremadura, Spain. A total of 45 ES were mentioned, and compared among different sectors and levels of governance. At the local level, people appreciated especially provisioning and cultural services. In contrast, regional level respondents showed more appreciation for regulating and supporting services, which included biodiversity conservation and climate regulation. Private and public sector respondents appreciated provisioning services more, whereas the civil sector mentioned supporting and regulating services more. For instance, water regulation was only mentioned by civil and public sector respondents, while genetic resource preservation was only expressed by the private sector. All sectors noted cultural services as key ES. We discuss most mentioned ES by respondents, the co-production nature of ES in wood-pastures, as well as cultural services as key ES of dehesas in coupled social-ecological systems.   • Towards collaborative forest planning in Canadian and Swedish hinterlands: Different institutional trajectories?

    • Forest policy has developed from single to multiple objectives. This requires a transition from traditional sectoral planning to more open, multi-stakeholder approaches that take into account all dimensions of sustainability across entire landscapes and even regions. Comparisons of regions with different landscape histories and governance legacies can support collaborative learning. Following Patsy Healy's and Frances Cleaver's approaches, we compare institutional strategies and constraints for collaborative territorial planning in Canada and Sweden by focusing on two case study regions in steep urban-rural gradients. Both regions are facing severe challenges after a long focus on forest staples resources. To cope with the transition towards multiple objectives, efforts towards collaborative learning inspired by the Model Forest landscape approach were made. The Canadian case study had some quick successes because of government funding, and managed to begin collaborative planning, but changes in public policy led to a quick demise. The Swedish case study developed local islands of collaborative learning, provided that champions managed to sustain their work. To conclude, we see two trajectories towards collaborative territorial planning shaped by different institutions: (1) regional level public core funding that can support planning processes top-down, or (2) establishment of voluntary local win-win solutions bottom-up. Both require committed stakeholders that are willing to employ a holistic perspective, and able to sustain resources in the long-term. However, despite a clearly stated goal towards multiple-use forest management, institutional legacies aiming at supporting maximum sustained yield wood production that have ruled the relationships between the state and the industry for so many years remain key barriers for multifunctional landscapes and regions.
