  • Learning and usefulness of collaboration exercises : A study of the three level collaboration (3LC) exercises between the police, ambulance and rescue services

    • In this article, we studied collaboration exercises (3LC) between the rescue services, ambulance services, and police force, which were developed to enhance learning and usefulness. The exercises’ structure was based on identified deficiencies in previous collaboration exercises. The purpose was to test the exercise model in terms of learning and usefulness. Ten 3LC exercises were observed. A total of 65 semi-structured interviews were conducted (2011–2014) in connection with the exercises. The exercises contained across-boundary elements, seminars, and interactive documentation. The participants were given the opportunity to discuss, analyze, and critically reflect on their efforts. During the seminars, the individual actions were analyzed, which led to alternative strategies that were subsequently tested in a repeated exercise. Our results demonstrate that repetitive features and seminars during collaboration exercises promote learning toward an organic behavior and usefulness in the actual incident work.

    • Education plays a key role in disaster risk reduction (DRR) and in creating resilient societies worldwide by disseminating information about risks and in improving people’s risk awareness. This, in turn, helps them to prepare, cope with and recover from possible disaster events, hence making the societies more resilient. This paper shortly presents the theoretical background and the rules of the game Riskville where the participants get to experience in a hands-on manner the connections and conflicts between urban planning, different interests and climate related risks. We conclude that Riskville promotes discussions on different perspectives on disaster risk and resilience and approaches in including them into urban planning.

    • This paper discusses reactions and experiences of temporary residents and transients in a community struck by a major natural disaster. A retrospective questionnaire study was conducted among a group of Swedish citizens who were resident in Kobe during the Great Hanshin-Awaji earthquake. Respondents describe aspects of their behavior before, during, and after the earthquake. The findings indicate that, as a group, the Swedes appear to have coped well, even though they were not well-prepared for this type of situation. One factor found to be related to the behavioral responses was ability to speak the local language, in this case Japanese. On the basis of the study results, some particular needs and resources of foreign residents are discussed.

  • Outsourced responsibilities and new public management : the context of Swedish crisis management as seen from county administration boards

    • In this article, a storm named Hilde is the entry point for an exploration and analysis of the consequences of public sector reforms on the crisis management system in Sweden. We are particularly interested in reforms of decentralization, privatization, and the adoption of New Public Management (NPM) mechanisms. Empirically, we study the views of Civil Defence Directors at County Administration Boards (CABs). The 21 CABs represent the central government at the regional level and are required by law to coordinate crisis management between national agencies, municipalities, and private interests. Our empirical investigations indicate that the Defence Directors perceive and adapt to reforms differently depending on the size of CABs, thereby bringing to the fore critical matters of equivalence. It also appears as if the discretion that the reforms were supposed to provide for crisis management actors is severely hampered by NPM inspired regulations, competitive features, and instruments of control.

  • Preventing and Preparing for Disasters – The Role of a Swedish Local Emergent Citizen Group

    • Disasters such as the storms that affected Sweden in 2005 and 2007 showed that citizens initially conducted a large part of the disaster response, such as clearing roads, giving psychosocial support to affected neighbours and repairing power lines in collaboration with power companies. As a result of these storms, an Emergent Citizen Group (ECG) was established in a village which continued to work on risk prevention, even after the event. The aim of this paper is to describe and analyse this local emergent citizen group’s continuing work on the prevention of local risk and vulnerability, and particularly, their work on flood prevention. The results indicate that authorities seldom understand the ECG’s concerns about risks. Authorities also lack the experience and capacity to collaborate with, and support, the ECG’s risk and vulnerability reduction work. Bureaucratic barriers and declining motivation among volunteers within the ECGs could undermine commitment to the prevention of risks.

    • Assumptions about citizens and their behaviour in a crisis situation strongly influence emergency planning and decision-making. This article therefore aims to explore municipal crisis managers’ views of citizens in relation to contingencies. We identified two dimensions in the municipal leaders’ views of the general public, illustrating how these views can be characterized by two separate stages. They embrace individual prerequisites for preparing for and dealing with contingencies, as well as characteristics of the current crisis and its effects on the citizens. The article highlights public leaders’ awareness of social vulnerability factors and demonstrates a more complex image of crisis managers’ views of the general public than has generally been depicted.

    • Responses to disasters and crises are often characterized by decisions made in situations of urgency and uncertainty. Decisions are often made under time constraints and without full knowledge of the consequences of the available options. This paper investigates the role of time and knowledge in the practical governance of disasters and crises. It empirically examines the sense-making and risk governance practices developed in response to the consequences of two detrimental storms that affected a forest area in Sweden. The data were gathered in an interview study of forest advisors at a public agency, forest associations, and private companies. The analysis indicates that the actors’ adjustments to their perception of available time (time regime) and the accessibility of knowledge (desktop knowledge) explain how certain risk governing practices evolved. Thus, of greatest significance is not what is known and unknown but who knows what and when.
