  • A crack in the Swedish welfare façade? : A review of assessing social impacts in transport infrastructure planning

    • A comparison of social impact categorisation in strategic planning across European Union Member States shows that Sweden neither categorises nor breaks down categories of social impact in areas such as transport infrastructure development. This article accordingly studies how social issues are handled during transport infrastructure planning. An analysis of different source materials will answer four research questions:To what extent are social impacts integrated into environmental impact assessment (EIA) reports?Are social impacts sufficiently integrated and/or does this treatment simply amount to ‘good practice’?Can any trend be detected over time in terms of addressing social issues in impact assessments?What key measures could increase the influence of social impact issues on transport infrastructure planning practice?The study involved a content analysis of six EIA handbooks and EIA statements (EISs) for 18 large transport infrastructure projects. The concepts searched for in these documents largely apply to issues of vulnerability, health, social problems, perceived safety, and alienation. Our data were interpreted through the theoretical lens of institutional interplay. We found that though social aspects are not new considerations in EIA research, they are included in only a small proportion of the 18 Swedish EISs, mostly in connection with health and accessibility. We also found that the more recent documents allotted less space to social issues. It is unlikely that most individuals in the organisations that order EISs, or the consultancies that write them, are unaware of the broader interpretation of ‘human beings’ which includes social aspects.The conclusion is that in the absence of a government initiative to clarify how social impacts can be addressed in transport infrastructure planning, there is a need for an external network for organisations involved in transport infrastructure EISs.

  • Governance and planning in a ‘perfect storm’ : Securitising climate change, migration and Covid-19 in Sweden

    • The article describes and reflects upon how multi-level governance and planning in Sweden have been affected by and reacted upon three pending major challenges confronting humanity, namely climate change, migration and the Covid-19 pandemic. These ‘crises’ are broadly considered ‘existential threats’ in need of ‘securitisation’. Causes and adequate reactions are contested, and there are no given solutions how to securitise the perceived threats, neither one by one, no less together. Government securitisation strategies are challenged by counter-securitisation demands, and plaguing vulnerable groups in society by in-securitising predicaments. Taking Sweden as an example the article applies an analytical approach drawing upon strands of securitisation, governance and planning theory. Targeting policy responses to the three perceived crises the intricate relations between government levels, responsibilities, capacities, and actions are scrutinized, including a focus upon the role of planning. Overriding research questions are: How has the governance and planning system – central, regional and local governments - in Sweden responded to the challenges of climate change, migration and Covid-19? What threats were identified? What solutions were proposed? What consequences could be traced? What prospects wait around the corner? Comparing crucial aspects of the crises’ anatomies the article adds to the understanding of the way multilevel, cross-sectional, hybrid governance and planning respond to concurrent crises, thereby also offering clues for action in other geopolitical contexts. The article mainly draws upon recent and ongoing research on manifestations of three cases in the Swedish context. Applying a pragmatic, methodological approach combining elements of securitisation, governance and planning theories with Carol Lee Bacchi’s ‘What is the problem represented to be’ and a touch of interpretive/narrative theory, the study reveals distinct differences between the anatomies of the three crises and their handling. Urgency, extension, state of knowledge/epistemology, governance and planning make different imprints on crises management. Sweden’s long-term climate change mitigation and adaptation strategies imply slow, micro-steps forward based on a combination of social-liberal, ‘circular’ and a touch of ‘green growth’ economies. Migration policy displays a Janus face, on the one hand largely respecting the UN refugee quota system on the other hand applying a detailed regulatory framework causing severe insecurity especially for minor refugees wanting to stay and make their living in Sweden. The Covid-19 outbreak revealed a lack of foresight and eroded/fragmented responsibility causing huge stress upon personnel in elderly and health care and appalling death rates among elderly patients, although governance and planning slowly adapted through securitising policies, leading to potential de-securitisation of the issue. The three crises have caused a security wake-up among governments at all levels and the public in general, and the article concludes by discussing whether this ‘perfect storm’ of crises will result in a farewell to neoliberalism – towards a neo-regulatory state facing further challenges and crises for governance, planning and the role of planners. The tentative prospect rather indicates a mixture of context-dependent ‘hybrid governance’, thus also underlining the crucial role of planners’ role as ‘chameleons’ in complicated governance processes of politics, policy and planning.

  • Sustainability potential of a redevelopment initiative in Swedish public housing : The ambiguous role of residents’ participation and place identity

    • During 1965–1974 one million dwellings were built in Sweden, most of these financed by state housing loans and available for renting. Although most of these 850,000 apartments are considered decently maintained about 300,000 are considered in need of thorough refurbishment. This is a great opportunity for technological innovations, contributing to energy saving and climate mitigation on a broad scale. However, many of these estates have also been associated with spatial segregation, social exclusion and related challenges. The empirical focus of this article is on an attempt by a municipal housing company to approach the residents of a multi-family housing estate with a redevelopment scheme expressing a will to combine social, ecological and economic qualities under the brand ‘‘My Green Neighbourhood’’. Drawing upon data describing the initial phase and the dialogue activities undertaken during the planning phase, and the residents’ reactions the study is conceptually framed by an eclectic approach inspired by the spatial triad of Lefebvre, Relph’s notion of place identity, and Arnstein’s ladder of citizen participation, including references to some related, recent works. Considering a common picture of municipal, multi-family housing in Sweden as a ‘‘success story’’ the case study is of relevance in the wider context of coping with the challenges of sustainable urban development. It is concluded that projects like this have a potential to decrease energy consumption substantially, as well as contributing to long-term financially sound management by housing companies. However, when it comes to social aspects of sustainability the picture becomes more complicated. First, most sitting tenants would have preferred a change in terms of proper maintenance and modest improvements. Second, most of them will not return to their apartments after rehabilitation, partly due to rising rents. Third, the position of the tenants was not very strong, instead planning rather had a tokenist bias. Fourth, the local government’s social mix strategy has to be questioned on theoretical as well as empirical grounds. Despite these and other critical observations, My Green Neighbourhood should not be disregarded as just one more in a never-ending parade of low impact ad hoc projects. Up-scaling the experience of this and similar running projects would represent a substantial contribution to urban sustainable development, at least in terms of energy saving. Finally, to understand the complexities of a redevelopment planning process it is concluded that decisionmakers have to be very observant of the different time perspectives linked to the structural positions and interests of the various stakeholders, for example a building company’s desire to make short time profits through major reconstruction, sitting tenants’ demand for sustainable maintenance and cautious refurbishment, local politicians´ wish to create another social mix in the area, and a public housing company’s attempt to reconcile the views of different actors

  • Metronatural (TM) : Inventing and reworking urban nature in Seattle

    • Seattle has long been considered a city in harmony with nature, a metropolis inseparable from and infused with the dramatic and picturesque Pacific Northwest landscape. Today, the city is frequently cited as a leader in sustainable urban development and this is due in large part to its unique relationship with its natural surroundings. However, the historical record of Seattle reveals this harmonious relationship between humans and nature to be a social construction. The founders of Seattle adopted an urban development approach similar to other North American cities and implemented large-scale engineering projects to rationalise the landscape while solidifying the municipal government as the ultimate arbiter of human/nature relations. The unintended economic, environmental, and social consequences of this so-called 'Promethean' approach to urban nature would be debunked in the 1950s, catalyzing a wide array of approaches by the municipality and residents to restore, protect, and live with nature in more benign ways. In this article, I examine the politics of nature in Seattle to understand how changing perceptions of the urban landscape are related to different forms of expertise, governance, and citizenship. I focus specifically on activities to reorient urban water flows because they reveal the multiple tensions between humans and nature. The article adds to contemporary scholarship in landscape architecture, human geography, and environmental history on the dilemma of urban nature while highlighting the central role of technical experts, practices, and networks as well as issues of governance, citizenship, and management. Seattle's reputation as a green metropolis serves as an entry point to interpret the various relationships between humans, technology, and nature while also suggesting potential routes to realise more sustainable urban futures.

  • Contesting the coast : Ecosystems as infrastructure in the Mississippi River Delta

    • We develop an analytical repertoire for understanding historical interrelationships between water infrastructure, regional environmental politics, and large-scale coastal ecosystems. In doing so, we scrutinize how notions of urban resilience, climate adaptation, and ecosystem-based infrastructure are influencing contemporary planning practice. Our account from New Orleans and the Mississippi River Delta traces several large-scale hydrological engineering projects with origins in the early 20th century, which aimed to restructure the landscape for more effective maritime transportation, flood protection, and urban drainage. The account then turns to a discussion of a massive and ongoing planning project, which aims to restore the historical dynamics of the Mississippi River Delta, diverting the river into nearby coastal wetlands to provide storm protection for vulnerable communities, most especially New Orleans. Our analysis shows how the development of water infrastructure systems in the region produced cleavages in the region's body politic and eco-hydrology, generating disputes that threaten to slow or obstruct the plan's implementation. The study shows how the forms and discourses of political contention in the present are deeply informed by past decisions regarding the placement, operation, and maintenance of water infrastructures in the region. The conflicts that emerge from these cleavages comprise the primary obstacle facing ecosystem-based strategies aimed at securing New Orleans and other major settlements in the region from storm surges. This raises fundamental challenges for planning practice, which are explored here through a discussion of situational dissensus, conflicting rationalities, and pathways for democratic institutional innovation.

    • Segregation in the larger cities clearly appears as one of the major social problems of contemporary Swedish society. According to public research it is a problem that concerns its very foundations. Still, many of the actions taken in recent years are criticised for being ineffective. There is reason to believe that a fundamental reason for this is lack of knowledge possible to apply in practical planning. A dimension of the issue that is especially problematic in this regard is the spatial dimension of social segregation. Segregation is obviously an inherently spatial concept. Even so, the issue is often analysed and discussed using quite simple spatial models and weak theories on the relation between spatial and social phenomena. In this paper the aim is therefore to discuss some of the common spatial assumptions that from the point of view of spatial analysis can be devious. Partly it concerns the concept of “areas”, within which urban geography is recognised as a profoundly problematic spatial concept and form of representation. Partly it concerns the assumption that social segregation should be defined from the point of view of “residential constitution” of such areas, where there is reason to ask whether not segregation in public space is a far more urgent issue. Some preliminary analyses will be presented that suggest that such a point of departure can prove fruitful.

  • Towards a virtual statecraft : Housing targets and the governance of urban housing markets

    • In this paper we draw on the findings of a mixed methods research project that has examined the production, regulation, and delivery of housing in London. Our aim is to develop fresh insights into the growing mobilisation of numbers and targets in contemporary planning systems. More specifically, we bring two fields of literature into conversation. First, drawing on recent contributions from Pike et al. (2019) we develop their notion of ‘city statecraft or the art of city government and management of state affairs and relations (p.79). We discuss how and why their framing of contemporary urban governance captures current trends in contemporary cities, including: the financialisation of housing and infrastructure; the rolling-out of delivery-focused public private partnerships; and the broader political projects that underpin planning priorities. The paper combines these insights with wider writings in urban studies on virtualism or the analysis of theories and governmental practices that seek to make the world conform to pre-existing ideas, rather than describing and explaining its formation. We argue that target-based forms of governance represent the implementation of a virtual statecraft in which the material realities of actual places become simulated worlds, ripe for calculation and re-making. We show, through in-depth research on housing regulation and investment/development trends in London, the ways in which virtual forms of statecraft are developed and implemented and with what effects on the material outcomes of urban development processes. The findings are of comparative significance as planning systems across Europe and beyond are becoming increasingly focused on market-oriented oriented forms of planning in an effort to boost the production of housing and to deliver social policy outcomes.

  • Biodiversity, road transport and urban planning : A Swedish local authority facing the challenge of establishing a logistics hub adjacent to a Natura 2000 site

    • The aim of the article is to analyse and reflect upon the process and outcome of a potential clash between urban biodiversity and road transport interests in the Swedish city of Örebro, as a case of planning in the face of conflict. Combining an application of multilevel governance theory with negotiation planning and narrative method, it examines the siting of a huge warehouse and “logistics centre” at the edge of a Natura 2000 site on the outskirts of the city. Despite the city’s ambitious environmental goals and sustainability profile, the local authority decided to offer the company a site adjacent to a wetland area intended for preserving and developing biodiversity. After an intervention by the central state County Administrative Board [länsstyrelsen], the local authority had to implement certain security measures, and also reserve an additional, large natural land area to compensate for the threats to the Natura 2000 site. Before the final decision was made, a series of negotiations occurred between the involved actors, mainly the local authority, the multinational Sonepar Group/Elektroskandia and the County Administrative Board, and the case is a fruitful target for a multifaceted analysis illuminating the tension between the goals of preserving urban biodiversity and promoting road transport and urban growth. It also offers an inside view of the negotiation and planning process. The key issue is how the siting of a potentially hazardous, transport intensive national warehouse in a city renowned for its high environmental-protection profile was possible. Considering Sweden’s high-profile regarding sustainability, the selected case also offers food for reflection on the potentials and barriers of implementing ecological modernization more generally. The lessons learned from an examination of the local authority’s attempt to harmonize such diverse policy priorities as urban biodiversity and intensive road transport for economic growth, on a site adjacent to a Natura 2000 wetlands area, may help enable urban planners and scholars to find creative policy solutions, avoid causing damage to biodiversity, and increase ecosystem values in terms of residents’ and other visitors’ experience and understanding of nature. However, at the end of the article we address the question of whether our empirical conclusion is not “too good to be true”, and raise concerns regarding the intricate relationship between sustainability and resilience; the systemic power exerted by the global Sonepar Group/Elektroskandia; and the potentials and limits of public negotiation planning.
