- The importance of information and communication technology (ICT) in economic development has been increasing rapidly along with the Internet and mobile telecommunication networks. ICT development is becoming a main growth factor of many countries. As they realize the importance of the ICT industry, developing nations work to catch up with established economies. Therefore, many nations are formulating an ICT-enhanced policy. This paper introduces a number of telecommunication and broadcasting sub-indices, which include the fixed telephone network, the Internet, and mobile networks, which are aggregated into a composite Telecommunication Index (TI). The indices are computed using principal component analysis and human development type index methods. The country rankings, by different ICT-related indices, help identify the strengths and weaknesses of infrastructure development such that each country can foster economic growth. The performance of TI is compared with several other indices, such as the digital access, human development, and ArCo technology indices. The type of indices affects the country ratings. Results suggest that the parametric index approach may be preferred over those methods in which the subjective weighted summation of normalized variables used (non-parametric indices). - This article provides a comprehensive overview of the economic context of the Third Generation Mobile Communication Licensing process carried out in Sweden. The discussion of the mobile licensing process has been very much centred on auctions. However, beauty contests to award UMTS-licences were implemented by a relatively large number of countries. This article investigates the implications of the beauty contest as the method for selecting 3G licence holders in Sweden. This study was prepared at the Stockholm School of Economics as part of a series of Telecommunication Case Studies produced at the International Telecommunication Union (ITU).

Multiple subscriptions of mobile telephony: Explaining the diffusion pattern using sampling data

- Most mobile telephony diffusion studies use penetration rate based market data as the proxy and assume each adoption as the first adoption, an approach which often overlooks the multiple-subscription phenomenon. This paper, instead, aims to explain the diffusion of mobile telephony, taking the multiple-subscription phenomenon into consideration. For this purpose, time-series sampling-based penetration rate data are used as the proxy and simultaneous non-linear equations are applied to fundamental diffusion models, i.e. Gomperts, logistic and Bass models to model the diffusion pattern of each type of adopters, i.e. adopters with single subscriptions and one with multiple subscriptions. Taking the Swedish market as the case, the result shows that each type of adopters has a different diffusion pattern as a result of different saturation levels and delay factor for diffusion growth. Based on the generated diffusion curves, the remaining mobile telephony non-adopters in the Swedish population and the fraction of multiple subscribers and its growth trend can be estimated and relevant business and policy implications can be discussed. - This article examines the roles and consequences of different approaches to 5G market design for innovation. The analysis is grounded in a conceptual framework that explicitly considers the complementarities among networks, applications, and services. Good policy arrangements align the legal and regulatory framework with the technical and economic characteristics of the sector and the broader, social visions for new technologies. Because the future development of 5G technology and markets is open-ended, policy has to be developed with incomplete knowledge and under conditions of uncertainty. These circumstances call for adaptive forms of policy and a focus on the creation of guardrails for market players, backed up by regulatory powers to intervene more directly if necessary. In the technologically dynamic 5G system, multiple stable policy constellations are feasible, but they likely will result in divergent outcomes and performance characteristics. Monitoring of the experience with different national and international developments will facilitate global learning and the incremental improvement of policy frameworks.
