    • Since a new online audience for local newspapers has emerged during the last years, in response to the growth of the Internet, we need to know who they are, what their reading habits are, and what their view on emerging technologies are, to be able to design good online newspapers. We have conducted a study using online questionnaires at three local online newspapers in three different countries: Sweden, Slovakia and Spain. The objective of this paper is to describe the differences and similarities between the three countries regarding audience profiles, scenarios of use, opinions of current and future issues and to discuss design implications.

    • Any successful construction, implementation and use of information technology systems require many different things. Satisfaction of economical and technological aspects used to (and still are) in focus, but today other aspects such as organizational structure and dynamics, work environment, work task, user competence, even ethical issues, take a bigger part in the way a system functions. In this paper we focus on moral stress and discuss how ethical competence can be achieved and maintained in a highly changing work environment dominated by the use of IT-tools. Ethical competence is an important emerging factor determining the optimal use of information technology systems by the acquisition of higher control of the whole work situation, by the creation of better work environment, by the reduction of stress level, and by a more satisfying handling of moral problems. In this present paper we present data collected before and during the implementation of a new information technology system at a large government organization. The focus of the study is mainly on the correlations of ethical competence to work environment, to personal moral stress and health, and to the efficiency of the information technology system. Furthermore the focus is on organizational change promoting appropriate processes in handling ethical issues and on the effect of individual skill training and learning on the acquisition of ethical competence. Methods used are questionnaires, psychological test and interviews. Data from approximately 700 users is collected through questionnaires. This material contains issues as control, demand, social support, computer support, stress level, health condition, and ethics.
