  • Development of Bio-Inspired- and Wavelet-Based Hybrid Models for Reconnaissance Drought Index Modeling

    • The present study aimed to model reconnaissance drought index (RDI) time series at three various time scales (i.e., RDI-6, RDI-9, RDI-12). Two weather stations located at Iran, namely Tehran and Dezful, were selected as the case study. First, support vector regression (SVR) was utilized as the standalone modeling technique. Then, hybrid models were implemented via coupling the standalone SVR with two bio-inspired-based techniques including firefly algorithm (FA) and whale optimization algorithm (WOA) as well as wavelet analysis (W). Accordingly, the hybrid SVR-FA, SVR-WOA, and W-SVR models were proposed. It is worth mentioning that six mother wavelets (i.e., Haar, Daubechies (db2, db4), Coifflet, Symlet, and Fejer-Korovkin) were employed in development of the hybrid W-SVR models. The performance of models was assessed through root mean square error (RMSE), mean absolute error (MAE), Willmott index (WI), and Nash-Sutcliffe efficiency (NSE). Generally, the implemented coupled models illustrated better results than the standalone SVR in modeling the RDI time series of studied locations. Besides, the Coifflet mother wavelet was found to be the best-performing wavelet. The most accurate results were achieved for RDI-12 modeling via the W-SVR utilizing db4(2) at Tehran station (RMSE = 0.253, MAE = 0.174, WI= 0.888, NSE = 0.934) and Coifflet(2) at Dezful station (RMSE = 0.301, MAE = 0.166, WI= 0.910, NSE = 0.936). As a result, the hybrid models developed in the current study, specifically W-SVR ones, can be proposed as suitable alternatives to the single SVR.

  • Assessment of Upstream Human Intervention Coupled with Climate Change Impact for a Transboundary River Flow Regime : Nile River Basin

    • The aim of this article is to determine how human interventions in upstream countries coupled with drought events are affecting the flow regime of downstream countries using the Nile River basin for illustrative purposes. This has been addressed by assessing climate change in the study area through analyses of precipitation data obtained from the Global Precipitation Climatology Centre (GPCC) and detecting if there is a trend, and subsequently calculating drought events in the main basins impacting on the downstream flow. Then river discharge data were analysed using different hydraulic indices at key stations in the downstream country and measuring the alterations occurring in the flow. The degree of alteration is a function of the number of civil engineering projects being in operation and classified by time windows; pre-alteration is between 1900 and 1925, while the alteration period is between 1933 and 2012. The alteration period was classified into three periods based on the degree of alteration. The findings revealed that there are changes in the river flow regime caused by both changes in the rainfall pattern in addition to the regulation in the upstream countries. There is a direct relationship between the interventions in the upstream countries and changes in the flow regime especially when coupled with drought events. By increasing the water usage upstream, there is an increase in the alteration of the flow downstream. The years between 2000 and 2012 were linked to the highest alterations between the modified years.

  • Possibilities and problems with the use of models as a communication tool in water resource management

    • Politicians and policy-makers, as well as modellers, often nurses an expectation that model derived results is an objective source of information that can be used to support decisions. However, several prerequisites have to be dealt with in order to ensure that models can be used as legitimate and efficient tools in water resource management. Based on empirical material from recent studies on the use of models in stakeholder dialogues, mainly focusing on catchment nutrient transport, two central problems are identified: (a) Models are laden with choices and thus depend on assumptions and priorities of modellers. (b) There are several factors that influence ability and willingness of stakeholders (as information recovers) to criticize or accept results of the modelling exercise. Recognized factors likely to influence stakeholders' acceptance of model derived results include issues at stake, stakeholders' ability to criticize model derived information, and their trust in the institutions that have developed or applied the used models. Identified prerequisites for successful use of models in integrated water resource management include: consideration of user relevance, awareness of and preparedness to handle constraints linked to communication of model-based results, transparency of used models and data and of involved uncertainties, mutual respect between experts and stakeholders and between involved stakeholder groups, a robust institutional network, and sufficient time for dialogues. Development and use of strategies for participatory modelling, based on a continuous dialogue between experts and stakeholders is recommended as a way to facilitate that the prerequisites for a successful use of models in water resource management are fulfilled.

  • Groundwater and Surface Water Interaction at the Regional-scale – A Review with Focus on Regional Integrated Models

    • Scientists and practitioners agree that integrated water resource management is necessary, with an increasing need for research at the regional scale (10^3 to 10^5 km2). At this scale interactions between environmental and human systems are fully developed and global change is linked to local actions. The groundwater-surface water interaction (GW-SW) is of particular interest. Herein we review the scientific journal literature and examine GW-SW at the regional scale. We briefly review all existing literature on GW-SW, then summarise its characteristics at different scales and identify specific challenges of the regional scale. We explore whether GW-SW should be treated differently at regional and local scales. Regional GW-SW is rarely examined in experimental field studies, which almost exclusively cover small areas. However, GW-SW is often integral to large scale coupled models. Thus, we collate information about existing models and their regional applications. Fully coupled, physics-based models have great potential to meet the technical challenges. However, limited data availability hampers the application of complex models at the regional scale and loosely coupled schemes are more widely applied. Many integrated modelling concepts have been published, but none have been applied in a wide range of settings. Thus, it is impossible to compare the performance of different approaches. Comparative analyses of existing regional scale integrated models in the context of different data availability and geographic conditions are needed. Unfortunately, peer-reviewed journal literature no longer provides a representative picture of the subject as models are becoming “too big to be published” or too pragmatic.

    • Glowa-Danube (www.glowa-danube.de) is an interdisciplinary project that aims to develop integrated strategies and tools for water and land use management in the upper Danube catchment (Germany, Austria ~77,000 km2). The project is one of five within the Glowa research program (www.glowa.org) dealing with Global Change effects on the water cycle in six meso-scale catchments (up to 100,000 km2) in Central Europe, West Africa and the Middle East. In the Glowa-Danube project, 16 natural science and socio-economic simulation models are integrated in the coupled simulation system Danubia. This article describes the underlying concept and implementation of WaterSupply, a multiactor-based model of the water supply sector with a focus on water resource utilization and distribution of individual water supply companies. Within Danubia, WaterSupply represents the link between water supply and demand, where the former is simulated by a groundwater and a surface water model and the latter by water consumption models of four different sectors (domestic, industrial, agricultural and tourism). WaterSupply interprets the quantitative state of water resources for defined spatial and temporal units according to sustainability requirements and assesses the state of resources in relation to present water supply schemes and the dynamics of user demand. WaterSupply then seeks both to optimize the resource use of supply companies and to identify critical regions for which further adaptation of the water supply scheme will become necessary under changing climatic conditions. In this article, a brief description of the Glowa-Danube project and the integrated simulation system Danubia is followed by a short presentation of the DeepActor framework, which provides a common conceptual and technical basis for the socio-economic simulation models of Glowa-Danube. The main body of the article is devoted to the concept, the implementation and simulation results of WaterSupply. Results from different scenario calculations demonstrate the capabilities and the potential fields of application of the model. © Springer Science+Business Media B.V. 2009.

  • Development of a Regional Non-dimensional Return Period Flood Model

    • Based on the non-dimensional approach, this study focuses on developing a model to compute design flood for specific return periods whose parameter estimations are done using the Marquardt algorithm considering peak flood data of 100 Indian catchments. The selected flood data varies for majority of the sites for a period of 10 years, and for a few sites up to 36 years; and as a preliminary processing these data are checked for outliers, discordancy, and other errors. The model is calibrated for a variety of situations, and validated on selected gauged catchments. Both the descriptive and predictive goodness-of-fit measures are computed considering the floods of specific return periods estimated from the observed data. The model is found to perform well for the whole study area. Investigations reveal the model to be useful to any catchment within the hydrologically homogeneous region with limited or no flood data conditions.

    • Mediterranean basins are known for their susceptibility to water stress conditions resulting from a reduction in winter-season precipitation. This region is also prone to the effects of the North Atlantic Oscillation (NAO), a large-scale climatic pattern associated with a displacement of air mass between the arctic and the subtropical Atlantic. Even though previous studies have demonstrated the impact of the NAO on winter climate conditions in Europe and Northern Africa, it is still unclear to what extent the NAO is related to hydroclimatic patterns in Mediterranean areas and whether it can explain its recent drought history. To this end, this study investigates the interdependence between the NAO and winter precipitation, river flow and temperature in two Mediterranean regions: Southern Italy and Nile Delta (Egypt). The outcomes show the presence of significant connections between the NAO, winter rainfall and river discharge.

    • Integrated Water Resources Management (IWRM) is a relatively new approach in Bolivia. However, it is now generally accepted that this approach needs to be established in order to find sustainable solutions for development and is actively promoted by the Water Ministry, especially in environmentally fragile regions, such as the Lake Poopo basin. The Lake Poopo basin is one of the poorest regions in the Bolivian Altiplano. It is confronted with severe water scarcity during the dry season, leading to low water quality, a high water-poverty index and low values of the watershed sustainability index. Furthermore, salinization and environmental degradation of soil and water are forcing people to migrate to urban areas. These are some of the factors underlying an ever-increasing complexity in integrated water resources management in the region. This paper proposes and develops a Multi-criteria Decision Analysis (MCDA) in the Lake Poopo basin, based on economic, social and environmental criteria in an uncertain decision environment in order to support stakeholders in managing their water resources. Saaty's analytical hierarchy process (AHP) theory is applied here to solve the MCDA and to identify the alternatives using the highest expected utility value. The paper identifies the best solutions for existing conflicts, while promoting interaction with stakeholders and instruments in order to reach a sustainable strategy for water resources management in this water-scarce region.

  • Impacts of the North Atlantic Oscillation on Scandinavian hydropower production and energy markets

    • Dramatic swings in the North Atlantic oscillation (NAO) during the 1990s motivated the authors to build a statistical model of NAO impacts on hydropower production and energy markets in Scandinavia. Variation in the NAO index is shown to explain 55% of the variance of streamflow in Norway and up to 30% of the variance in Norway's hydropower output. It is also possible to identify the influence of NAO anomalies on electricity consumption and prices. Government liberalization allowed a financial market to grow around the international trading of electricity, which in Norway is produced almost entirely from hydropower. The model offers a possible tool for predicting the effects of future NAO movements on hydropower production and energy prices in Scandinavia. The potential influence of skillful climate prediction is discussed.

  • Modeling Predictors of Water Conservation-Friendly Behavior Among the General Public : Structural Equation Modeling

    • Amid escalating global drought concerns and the imperative of water-saving practices, this 2022 methodological study in the southwest and central regions of Iran, involving 287 participants, employed structural equation modeling to investigate correlates of pro-water conservation behaviors using a validated TPB questionnaire. Findings revealed that attitudes positively influenced intentions (p < 0.05), subjective norms had dual effects on intentions and perceived control (p < 0.05), and perceived behavioral control positively impacted both intentions and behavior (p < 0.05), yet intentions did not significantly predict behavior (p > 0.05). Confirmatory factor analysis demonstrated favorable fit indices for TPB (CMin/df = 1.59, RMSEA = 0.04, CFI = 0.96, TLI = 0.95) and SEM models (CMin/df = 1.58, RMSEA = 0.04, CFI = 0.92, TLI = 0.91), reaffirming the model's validity. The Theory of Planned Behavior offers a potent framework for shaping water-conservation efforts, emphasizing attitudes, subjective norms, and perceived control. Further research is needed to gain a deeper understanding of the disparities that may exist between intentions and actual behaviors in conserving water.
