    • Since the mid-1990s, the aim to incorporate SEA into Swedish strategic transportation planning has been repeatedly expressed in government documents and directives. To support a successful implementation, efforts have been made to develop tools and methods for the integration of SEA into strategic transportation planning. These efforts concern, for example, the application of SEA in corridor development and long-term transportation planning. The practical experiences of SEA in strategic transportation planning have been influenced by the ambiguity of the scope and structure of SEA. In this paper the process of implementing the SEA in Swedish transportation planning will be reviewed. The review relates to political ambitions and practice, and highlights the methodological development of SEA applications in the Swedish transport sector.

    • In order to manage the increasing pressure on the world's water resources, new planning methodologies/processes for sustainable river basin management are currently being developed. For such processes to work well, however, the legal context must allow, or support, such processes. In this study, a set of criteria relating to methodologies/processes for sustainable water management is used to assess the EU Water Framework Directive (WFD). The study suggests that the WFD erects few formal barriers to good planning practices. However, planning processes will need to be adapted to compensate for the weak legal support in a number of important areas, namely the use of knowledge from beyond the natural sciences, the use of methodologies for the explicit handling of values and the use of procedures for democratic participation. In so doing the issues identified here provide a basis for systematic thinking about how to design the necessary planning processes. Copyright © 2008 John Wiley & Sons, Ltd and ERP Environment.

    • Implementation of the EU Water Framework Directive will significantly affect the way in which water issues in Europe are managed. Here, a set of criteria for processes for sustainable river basin planning is used as a basis for analysing how the responsible planners in one EU member state – Sweden – carry out the work prescribed by the WFD. The paper is based on 13 interviews with water planners and directors. The current processes represent progress in relation to the situation pertaining before implementation; e.g., participation and collaboration are increasingly becoming pivotal, knowledge of the natural water state is increasing and the economy of water is emerging as a new and important issue. The interviews do however show that knowledge of how to work with values and how to create forms and methods of participation and collaboration remain clearly underdeveloped. In consequence, the main objectives behind participation – the provision of knowledge and perspectives for the process and the creation of legitimacy, acceptance or engagement – are actually at risk. Recommendations include complementing the existing knowledge base with insights from the social sciences and the humanities, to create well informed learning systems within the new water administration and to make use of alternative methods for the handling of values.   • Authority through synergism : The roles of climate change linkages

    • This article examines the conceptual basis of synergies between the United Nations Framework Convention on Climate Change (UNFCCC) and other international organizations and agreements. It discusses why synergies are made, what kinds there are and their potential consequences. Considering actors' divergent goals, synergies do not necessarily imply win-win outcomes. The article distinguishes between positive and negative synergetic effects, which should be explicated at different levels, such as the differing goals of various agreements, institutions, parties and social groups. Efforts of international organizations to increase synergy can be regarded as attempts to build authority. Yet, synergy is also used by countries to influence this process. Current synergetic efforts may profoundly affect the relocation of authority in global environmental governance, not only by streamlining mandates, practices and objectives, but also by leading to more powerful international organizations (e.g. WTO) increasingly taking precedence over climate change agreements.   • The politics of recycling : a liberal democratic dilemma?

    • Implementation of environmental sustainability, such as waste recycling policies, commonly requires people's active involvement. These ideas substantially challenge both established theoretical conceptions and people's daily habits. In this study, political recycling objectives are explored from two branches of political philosophy with different ideas about the proper relationships between individuals and the state - liberalism and communitarianism. Both perspectives are portrayed in traditional and green versions, while Sweden provides empirical illustrations, as a liberal democracy with significant communitarian features. Analyses show that increased freedom in other areas (e.g. in the economic field) is used to justify the restrictions in individual freedom that recycling entails. However, the conflict between environmental responsibilities and individual freedom of action crucial to the theoretical debate has little correspondence as Swedish recycling policy is presently being implemented. One set of environmental norms prevails in official documents at national and local levels, and people are anticipated to behave accordingly.

  • The evolving UK wind energy industry : Critical policy and management aspects of the emerging research agenda

    • In recent years, renewable energy - and in particular wind power - has come to the fore of both international and UK national environmental policy debates. In addition to helping to meet its Kyoto obligations, the British Government has indicated its desire For a much larger slice of the international wind energy market, and has consequently developed a national strategy to stimulate a more vibrant UK wind energy industry. With this in mind, the British Government's Climate Change Programme (DETR, 2000) and more recent Energy White Paper (DTI, 2003) outline the UK energy strategy for the coming two decades, with wind power featuring as a core component. This article critically considers the prospects for the development of a wind energy industry in the UK and introduces five strategic opportunities and five strategic barriers in this evolving segment of the energy market. The article concludes with recommendations to enhance public acceptance of wind energy and four important areas for future research are outlined.     • Development issues are discussed in specific ways in the European Union and in various local, regional and international arenas. For some actors economic growth in GDP terms and international competitiveness still appears as the main vision; others refer to sustainable development (SD) as their ideological orientation. However, SD is ambiguous and the interpretation of SD differs from 'business as usual' through 'ecological modernization' to more radical ideas of progress.If we wish to take SD seriously as a multidimensional and ethical development concept, then research efforts and debate have to include what can be described as 'protected zones' in the development dialogue. These refer to more fundamental issues about theory of science, paradigms in economics, ideological orientations and institutional arrangements that too often have been taken for granted rather than being openly discussed in terms of alternatives. It is believed that our possibilities of approaching an SD path will improve considerably if we systematically introduce the mentioned areas into our dialogue about the future.
