  • The effects of taxicab deregulation in rural areas of Sweden

    • In 1990, the taxicab industry in Sweden was deregulated. By eliminating entry and price controls, it was expected that prices would decrease and efficiency/productivity would increase. This paper examines the effects of deregulation in rural areas. We assume that the geographic setting, with respect to population composition, population density, economic life, infrastructure, transport service provision, etc., provides different conditions for taxicab services as well as different demands for taxicab services. Taxi logs and taxi meters provided data for this study. The results indicate that although not all expectations have been fulfilled, some positive effects concerning competition and productivity are noted.

  • The Gothenburg congestion charge scheme: A pre-post analysis of commuting behavior and travel satisfaction

    • The article uses the Gothenburg congestion charge scheme, implemented in 2013, as a case study to analyze the effects and perceptions of a policy instrument directly aimed to change the travel behavior of individuals. For the study, a survey was conducted including measures of commuting habits, attitudes (toward the congestion charge, the environment, automobility, and public transport), and satisfaction with travel, along with socio-demographic and geographical variables. The survey was distributed to a panel of 3500 car owners in the Gothenburg region before the implementation of the scheme, with a follow-up one year later. The analysis use group comparisons and a binary logistic regression analysis and results show that the difference in accessibility of different societal functions using private versus public transport affected the propensity to reduce car travel, whereas socio-demographic variables had a low statistical significance, with the exception of women who were twice as likely to reduce their car travel than men. All studied groups reported a more positive view of the scheme at follow-up, although this effect was more pronounced among those adapting their commuting behavior. In none of the studied groups did the implementation of the congestion charge scheme correlate with any significant change in satisfaction with travel.

    • Twenty years ago the Swedish school system underwent serious change in that students were given the right to choose their school, though those living near each school had priority. Since then, there has been a new geographical debate concerning where students live and go to school and possible implications of this on student educational achievement and educational equality, as well as on students’ daily lives. In studies of changes in the school system, traveldistances to school have so far been less studied in the Swedish context. In this paper we will analyze the changes in distance to school for 15-year-olds, from 2000 to 2006, in order to identify who, and in which context, is traveling shorter/longer distances, and thus performing a school choice. We use register data from the database PLACE, Uppsala University. The focus is not on effects on achievement, nor school composition, but instead on the difference in ability/possibility of using school choice as measured by distance. A time-geography approach concerning variation in constraints between students is used. School choice may be a matter of preference for certain schools, but importantly, it might also be a matter of time and space restrictions for families with fewer resources; that is, with less spatial capital and a limited opportunity structure. Results show that travel to schooldistances have increased since the year 2000. Foreign-born students are traveling shorter distances, except for those with highly educated parents. Shorter distances are also travelled by students from families with social assistance and for visible minorities in areas where such minorities exist.

  • A comparative study of urban freight transport planning: addressing stakeholder needs

    • Over the last decade, research in the area of urban freight transport has increased and local authorities are slowly beginning to acknowledge the need to consider freight in their overall transport planning. Most urban freight studies to date consider specific solutions and measures, as opposed to ways in which the local authorities could and should consider this issue in the wider transport planning and decision making process. The aim of this paper is to examine cities that differ in context in order to demonstrate that urban freight transport planning can be improved by involving a wider range of stakeholders. Interview data from Sweden, the UK and the Baltic Sea Region has been analysed to draw out the factors that influence the perceptions of local authorities and freight operators of freight transport issues in urban areas. The findings show that the issues faced by the freight industry are still not fully understood. The paper contradicts earlier research results that suggest differences in the ways that local authorities consider freight transport, and goes some way towards demonstrating that the problems faced by local authorities are not unique to one country or any specific category of urban area, and hence a generic decision-making framework would be of value. A framework is developed to facilitate meaningful interaction between the various urban freight actors and stakeholders. (C) 2013 Elsevier Ltd. All rights reserved.

  • Development of seaport–dry port dyads: two cases from Northern Europe

    • An increase in sea freight flows generates an almost proportional increase in inland freight flows, and what takes place inland will influence the ability of intermodal transport systems to further accommodate the growth of international trade. This could be facilitated by dry ports, which have been developed to support seaport operations as well as the overall operations of intermodal transport systems. The aim of this paper is to develop the Wilmsmeier et al. (2011) framework of directional development by taking into account development over time. The purpose is to contribute to the understanding of the development of seaport–dry port dyads by the analysis of two in-depth case studies from Northern Europe. A qualitative research strategy is applied to increase understanding of the development. The results contribute to earlier studies of spatial development of seaport–dry port development by taking into account development over time and by increasing the understanding of the actors, the types of dry ports and the services influencing the development of the dyads.

  • In search of the ‘good life’ : Understanding online grocery shopping and everyday mobility as social practices

    • Online grocery shopping offers an alternative to everyday grocery shopping, which often requires car travel. A growing marketplace of online grocery shopping services enables distributors to control 'the last mile' by which products reach consumers. However, realising the energy-saving potential of online grocery shopping entails addressing several problems, as increased e-commerce does not necessarily mean decreased car use. Today, calculated potential energy savings are based on estimates and assumptions rather than on thorough knowledge of consumers and their preconditions for e-commerce. This paper is based on a survey of 19 households that regularly buy groceries online. Qualitative interviews combined with travel diaries enable discussion of the household members' rationales, attitudes, expectations, and mobility practices. Online grocery shopping is considered here as a social practice that could contribute to a more sustainable mobility. In line with social practice theory, practices are understood as successful configurations of material, meaning, and competence that are also dependent on networks of other practices. This framing enables discussion of the likelihood that consumers will change mobility practices as an effect of online grocery shopping. The paper suggests that mobility practices results from constraining activities in everyday life, in which urban planning, norms of food and food purchasing, and the search for better quality of life are more decisive than is the practice of online shopping per se. This paper contributes empirically and theoretically to the study of mobility practices and discusses, from a user-centred perspective, the possibility of creating sustainable transport solutions.

    • Through travel diaries and interviews with newly retired urban residents in Sweden our aim was to explore (1) mobility patterns in the transition to retirement, (2) the influence of space-time restrictions and resources on mobility and (3) the meaning and embodied experience of mobility. This time-geographic study contributes with knowledge on how mobility is influenced by individual, social and geographical contexts. Illustrated by four cases, our result show that retirement changes the preconditions for mobility and creates new space-time restrictions. To spend more time on projects that were previously carried out outside working time, such as caring for grandchildren, volunteer work and household responsibilities, influenced the informants' demands for mobility and choice of transport mode. However, the informants have resources that can be seen as strategies to overcome space-time restrictions. Most of the informants found it important to structure the day, to some it was vital to have something to do during the day while others enjoyed the possibility to take each day as it comes. Everyday mobility was a way of forming a structure by getting out of the house, either just for a walk or for making errands. The informants' embodied experiences of mobility influenced their choice to walk and cycle for transport for the reasons of comfort, get fresh air, or simply to get out of the house. The daily mobility pattern that was established was a result of individual preferences and resources as well as negotiations with family members. We conclude that the transition to retirement is a period when new mobility patterns are considered, evaluated and practiced.

  • Drivers for migration of an intermodal network hub from a port to an inland terminal

    • This paper explores influences on a migration of hub status in an intermodal network from a port to an inland node by following the life cycle of an inland terminal development. The methodology is a longitudinal case study of the Swedish intermodal system over a period of 20 years, based on documentation, interviews and action research. We observe the changing roles of the Port of Gothenburg and the Falkoping terminal at different time periods. These changes are then discussed and influences identified for this migration and new centralisation inland. The longitudinal approach allows a life cycle perspective which reveals the importance of initial public infrastructure development and then the operational importance of integration between shipper and intermodal transport and terminal provision in controlling the network. The integration of the inland terminal in regional logistics strategies was also found to be important in attracting port flows to be transported via the inland hub to be containerised.
