    • Sustainable Development Goal (SDG) 17 highlights the importance that the partnership narrative plays in the implementation of SDGs. However, given the brevity of many development projects, these partnerships are often developed and concluded rapidly, with little attention given to longer-term implications or success. This paper argues that in order to create and develop partnerships that properly address the SDGs, it is imperative that a process perspective is developed that takes into account the range of stakeholders and interests, values, and the power relations between actors prior to and during the project together with a comprehensive understanding of what is success. This requires a full awareness of the project's context and previous interventions, activities, and policies. In order to illustrate the necessity of longitudinal partnerships and perspectives, a case study, a community-based development project in New Delhi, India, is used. The goal of the project has been to ensure that the community is actively involved in the entire process, eventually becoming owners of the interventions so that, when the project and partnership eventually ends, the community continues to benefit. Examples from the project are used to emphasize the importance of long-term planning and partnership driven by context-specificity, implementation processes and policy-awareness.

  • World Heritage as a placebo brand : a comparative analysis of three sites and marketing implications

    • The UNESCO World Heritage (WH) List is often regarded as a successful tourism brand that motivates site nominations. However, there is relatively little research dealing specifically with WH brand attraction effects, and what does exist shows conflicting results. There is a significant research gap in terms of awareness of the WH brand and its potential impact on visitation, which this study seeks to fill through a comparative analysis of three diverse case studies: Independence Hall, USA; Studenica Monastery, Serbia; and the Archaeological Site of Volubilis, Morocco. Survey data (n = 771) from these three sites were collected and analyzed resulting in three distinct clusters of visitors. One of the clusters does exhibit higher levels of awareness of the WH brand, but members of this group were not motivated by this knowledge when planning their site visit. It is concluded that the WH brand may function as a placebo, and that its importance may be tied more to political interests than economic advancement. Thus, dependency on the WH List for tourism development may potentially be detrimental for locations in the long term. The WH brand's placebo effect could result in long-term problems for both the site and those whose livelihoods depend on tourism.

  • The tourism business operator as a moral gatekeeper : The relational work of recreational hunting in Sweden

    • The article analyses how hunting tourism businesses in Sweden navigate in the nexus between moral and economic value spheres. Through the analytical lens of ‘moral gatekeeper’, the business operators are depicted as acting from a position where they navigate in a contested space. The analysis demonstrates how the operators balance different norms and practices of recreational hunting, wildlife management, business ethics and customer expectations. The study is based on ethnographic interviews with business operators, observations of hunting arrangements, and document analysis of hunting media, with a focus on narratives and accounts of value. The findings show a complex moral economy where stewardship hunting and gift economics are both intertwined with and kept separate from market relations, which makes the hunting arrangements appear as a ‘peculiar’ form of commodity. The analysis demonstrates how moral arguments concerning wildlife management and human well-being are embedded in market relations and discourses on experiences, entailing seemingly opposite forms of commodification. One is related to calculable values, as in trophy hunting, and one is related to the embodied experience of nature. The study provides nuanced and contextual knowledge of the intertwinement of personal and market relationships in recreational hunting and the commodification of wildlife experiences.

  • Climate change in Northern Sweden : intra-regional perceptions of vulnerability among winter-oriented tourism businesses

    • Climate change is a potential threat to society and business. Although research has noted that the tourism sector may be robust on the macro scale, significant losses at local levels have been suggested. This paper examines Upper Norrland, in Northern Sweden, by measuring the perceptions of winter-oriented tourism entrepreneurs. Their perceptions of potential threats from climate change are assessed, including how entrepreneurs view the future, in terms of climate change impacts and sustainability of the region as a winter-tourism destination. A quantitative survey of entrepreneurs (n = 63) gave responses along geographical and operator dimensions to reveal local differences within the Upper Norrland region, showing the coastland to be perceived as more exposed to change than inland areas. Venue-based businesses see climate change as a higher priority than activity-based, potentially mobile, businesses, regardless of their location. The general perception among businesses is that climate change will not drastically impact the tourism sector over the next 10 years. A basic model for mapping local differences is outlined to stimulate further study of the under-researched intra-regional nuances in climate change and tourism research. A case is made for regional planners to use this tool and to educate local businesses on adaptation techniques.

    • This overview paper examines three areas crucial to understanding why, despite clear scientific evidence for the growing environmental impacts of tourism transport, there is large-scale inertia in structural transitions and a lack of political will to enact meaningful sustainable mobility policies. These include the importance of addressing socio-technical factors, barriers posed by “technology myths” and the need to overcome “transport taboos” in policy-making. The paper seeks pathways to sustainable mobility by bridging the science–policy gap between academic research and researchers, and policy-makers and practitioners. It introduces key papers presented at the Freiburg 2014 workshop, covering the case for researcher engagement using advocacy and participatory approaches, the role of universities in creating their own social mobility policies, the power of social mechanisms encouraging long-haul travel, issues in consumer responsibility development, industry self-regulation and the operation of realpolitik decision-making and implementation inside formal and informal destination-based mobility partnerships. Overall, the paper argues that governments and the tourism and transport industries must take a more cautious approach to the technological optimism that fosters policy inertia, and that policy-makers must take a more open approach to implementing sustainable transport policies. A research agenda for desirable transport futures is suggested.

    • This paper explores the factors influencing community participation in ecotourism and how this affects conservation in the Nature Reserves of Mombacho Volcano and Datanlí-El Diablo in Nicaragua. Information was collected using individual structured and semi-structured interviews and focus groups, with local people, farmers and tour operators, combining quantitative and qualitative techniques. The farmers in the two communities are engaged in the protection of the reserves because of environmental concern and also because their own welfare is at stake. In different ways, the farmers and communities benefit from ecotourism, but not enough. Either they are excluded from the management system, or they lack resources to promote the sites and improve infrastructure. Community participation is to a large extent dependent on the management system, but it is not the only aspect required to make ecotourism successful. A minimum of governmental support to infrastructure and local entrepreneurship is required. In the case presented, there are direct economic benefits from ecotourism, as the records of visitors illustrate. But there are many differences between the two reserves and their communities, illustrating that ecotourism development is complex and demanding, and demonstrating that ecotourism is not a "one size fits all" approach to sustainable development.

    • Small and medium sized enterprises (SMEs) within the tourism sector play crucial yet often underestimated roles in climate change mitigation, contributing to approximately half of the sector's greenhouse gas emissions. Although the existing literature has examined barriers to climate change action and potential drivers for the involvement of small firms, these aspects have not been comprehensively explored within the context of tourism. The article addresses this gap by conducting a narrative review that analyzes 78 papers and reports published on the topic. The results substantiate a differentiation among barriers, pressures, and incentives. Barriers encompass aspects related to knowledge and personality, understanding and perceptions, management, data, finances, technology, legislation, and community. Pressures originate from costs, customer expectations, and compliance. Incentives manifest in economic considerations, subsidies, marketing strategies, staff benefits, and community advantages. The findings are synthesized into a series of conceptualizations, offering pathways for progress on mitigation. Findings emphasize the significance of legislation and efforts of destination management organizations for accelerating SME engagement with climate change.

  • Assessing tourism's global environmental impact 1900-2050

    • This paper pioneers the assessment of tourism's total global resource use, including its fossil fuel consumption, associated CO2 emissions, fresh water, land, and food use. As tourism is a dynamic growth system, characterized by rapidly increasing tourist numbers, understanding its past, current, and future contributions to global resource use is a central requirement for sustainable tourism assessments. The paper introduces the concept of resource use intensities (RUIs), which represent tourism's resource needs per unit of consumption (e.g. energy per guest night). Based on estimates of RUIs, a first assessment of tourism's global resource use and emissions is provided for the period 1900-2050, utilizing the Peeters Global Tourism Transport Model. Results indicate that the current (2010) global tourism system may require c.16,700 PJ of energy, 138 km(3) of fresh water, 62,000 km(2) of land, and 39.4 Mt of food, also causing emissions of 1.12 Gt CO2. Despite efforts to implement more sustainable forms of tourism, analysis indicates that tourism's overall resource consumption may grow by between 92% (water) and 189% (land use) in the period 2010-2050. To maintain the global tourism system consequently requires rapidly growing resource inputs, while the system is simultaneously becoming increasingly vulnerable to disruptions in resource flows.

    • This paper provides a critical review of the concept of “carbon neutrality” for tourism destinations within the framework of the UNWTO's Davos Declaration, a document ascribing responsibilities to various actors in the tourism industry to engage in greenhouse gas emission reductions. The paper assesses the planning frameworks of countries engaging with the concept, discusses the measures that can be taken to achieve “carbon neutrality”, along with an evaluation of some of the theoretical and practical implications. An increasing number of destinations now plan to become “carbon neutral”, often as a response strategy to pressure on the tourism industry to reduce its emissions of greenhouse gases. They aim to mitigate their contribution to global warming, and to develop their tourism industries by enhancing their image as being environmentally pristine and sustainable.
