  • Planning for sustainable development: a paradigm shift towards a process-based approach

    • Prevailing approaches of planning and strategy making, which traditionally deal with the states of systems in terms of fixed goals, fail to acknowledge the process nature of sustainable development. Using a system dynamics approach and relying on the concept of viability loops, the paper aims to illustrate a practical implementation of sustainable development with an urban water system as an example. It argues that planning for sustainable development should be 'process-based' - rather than 'fixed-goal'-oriented. Unlike the traditional approaches of strategy making to set fixed goals related to either supply-side and/or demand-side management, it is argued that triggering a social learning process with full involvement of all stakeholders and planners in the process would be the most suitable strategy for sustainable development. To this end, backcasting is recommended as a suitable tool and the process of model building is regarded as a means of learning rather than forecasting.     • Three decades after the launch of sustainable development as a key objective for the global community, the unsustainable exploitation of the planet's species, spaces and systems continues. This paper examines this failure by discussing the strategy of control over nature, and the idea of balance between human endeavour and nature, inherent in the term sustainable. The relevance of such ecological balance is assessed by comparing how consumption typically appears in modern human societies versus nature. This presents traits of the human actor which depart significantly from the traits of actors in typified natural settings, from which ideas of ecological balance are taken. Calling for an alternative framing of the relationship between human society and nature, possible adaptation towards a biological understanding of such a relationship is discussed through features of today's consumption, including its connection to needs, the role of labour, and the use of energy and technology.

    • During the formulation of the 2030 Agenda for Sustainable Development, many promoted policy coherence as a key tool to ensure achievement of the Sustainable Development Goals (SDGs) in a way that “leaves no one behind.” Their argument assumed that coherent policymaking contributes to more effective policies and supports over-arching efforts to reduce inequality. As the 2030 Agenda reaches the halfway point, however, countries are falling short on many SDGs, particularly SDG 10 (reduce inequality). This study revisits the basic assumptions about policy coherence underpinning the SDGs. We systematically screened the peer-reviewed literature to identify 40 studies that provide evidence about whether coherent policymaking contributes to more effective outcomes and helps to reduce inequality. We find that coherent policymaking did not help reduce inequality in a majority of cases and made it worse in several. Our findings challenge the narrative that coherence is a necessary pre-condition for progress on the SDGs for all people.

    • The accomplishment of sustainable development goals has become a global initiative to encourage renewable energy, reduce wasteful energy consumption and increase investment in energy efficiency projects. The number of publications devoted to sustainable development, environmental protection and green investments is growing exponentially. Firstly, this study is committed to provide a comprehensive overview of research literature on enterprise development in decades-long, focusing on the sustainable development and business environment field. Secondly, it seeks to elaborate the most comprehensive structural model examining the multilateral and facilitative role of internal and external business environment changes in the relationship between sustainable development and enterprise development. A bibliometric analysis via VOSviewer was applied to detect and visualize the research trends and display the research status of enterprise development under the changes in the business environment and sustainable development. A confirmatory factor analysis and structural equation modeling were performed to develop, implement and verify a conceptual structural model examining the multilateral and facilitative role of internal and external business environment changes in the relationship between sustainable development and enterprise development. Mapping bibliographic data based on co-citation, co-occurrence, bibliographic coupling, and network and content analysis showed that generally, researchers had made significant efforts to investigate different links that arise between enterprises development, sustainable development, and business environment separately in different combinations. Structural equation modeling showed that the argument that sustainable development directly causes enterprise development is disputable since sustainable development focuses on changes in the internal and external business environment that eventually influence enterprise development, which in turn leads to a further new shift in the external environment.

  • A sustainable trajectory for the 2030 Agenda: Targeting historical lock‐ins to accelerate progress on all SDGs

    • The 2030 Agenda states that the 17 sustainable development goals (SDGs) make parts of an indivisible whole, and research on SDG implementation highlights how managing goal interactions—synergies and trade-offs—is key for implementation to be successful. Here, we present an empirically based and transparent method for developing “consistent scenarios” that identifies which SDGs will be unattainable if historical patterns of interaction between SDGs are maintained. Using historical data on SDG indicators and correlation analysis together with cross-impact balance analysis, we identify such scenarios for a set of high- to low-income countries. Finding no consistent scenario where progress can be made on all 17 SDGs for any of the countries, our findings demonstrate the importance of policies that target interactions and resolve trade-offs rather than individual goals to unlock a sustainable future trajectory. This reflects what was novel about the SDGs as a framework for global development; that the goals are indivisible and achieving them all require systemic changes that alter how social and economic processes interact with the environment.

    • This paper explores the conditions for taking the social dimension into consideration when trying to aim for increased sustainability through activities organized in projects. Among the three commonly accepted pillars of sustainable development – economic, ecological and social – the social dimension is often the most vague and least explicit in practical attempts to shape sustainable development. The aim with this study is to explore the role of organizing in shaping the balance between the pillars. The two cases examined are projects explicitly related to sustainable development goals set by the national government or parliament and implemented by other actors. The cases concern two topics: food production and electromagnetic fields. On the basis of relevant organizational dimensions and case analyses, the paper shows how the organization of sustainability shapes the ways in which the projects articulate the social dimension. This leads to practical advice for organizing new projects in the future.

    • We investigate whether mandatory energy performance certificates of existing residential properties contribute to property price premiums after the implementation of the EU directive on the energy performance of buildings in the Swedish private housing market. Analysing mandatory energy performance certificates of the 2009–2010 private housing transactions, we find that energy performance is associated with transaction price in situations when it is conditional on a reference benchmark. We also document property price premiums for energy performance within housing segments built before 1960 and those with a lower transaction price per square metre. Our results suggest that the property market values energy performance, and we make recommendations on which housing segments need policy support to encourage energy improvements.

    • Green products result from innovations aimed at designing products that cause less environmental harm, but they often come at a higher cost or are perceived as less effective. Therefore, there is a need to highlight the consumption values that trigger green product purchases. In our study, we conceptualize the consumer values, including social, conditional, and knowledge value, and investigate their effect on the green product purchase behavior among consumers in two developed countries. Our main contribution is that aside from looking at the direct impact of consumption values on purchasing behavior, we examine the mediating role of contextual factors that may strengthen or weaken this relationship. We consider the mediators such as environmental and health concerns, functional value, and social pressures. We compare how the mechanism underlying the interaction between consumption and green choices differs in masculine (USA) and feminine (Finland) countries. Our findings underscore the importance of integrating social and knowledge values into marketing strategies to foster green product adoption. Businesses should leverage advertising themes that resonate with customers' desire for social belonging and self-improvement.
